Bozeman Beautification Advisory Board Minutes for Wednesday, February 20, 2013.
Meeting held at 5:30 p.m. in Conference Room 1, 20 East Olive Street
Board members in attendance: Terry Quatraro, Ellie Staley, Robert Mocerino, William
Culpepperr, Allyson Brekke (Staff liaison), Jan Bergman, Karyn Bondered, Quorum met.
Guests: Mitch Overton, CoB Parks & Recreation Department
1. Call to Order at 5:40 p.m.
2. Approval of Minutes with changes
William Culpepper not Culbertson and 2013 not 2012
Ellie motions, Robert 2nds, all in favor
3. Disclosure of Information
• None to report.
4. Public Comment.
• No public was in attendance.
5. Allyson Reports:
• Beall Park reserved for beautification awards
• Clean Up Day happening on April 20! Still trying to work through some stuff
but wants group to collaborate on poster design? Natalie will cover lunch,
band, sustainability fair…BBAB to handle the “clean-up” details,
coordination and breakfast. Mitch requests that Allyson coordinates details
with Thom White. Ellie to check on banner rental and DBA will donate.
BBAB to assign “jobs at March meeting. Board to think about raffle
prizes…~10! Email location ideas to Allyson to have ideas to help sending
people to good locations, i.e. “kid safe” sites, large group areas etc…
• Robert mentions that he talked to Pacific Steel and they will bring containers
and are interested in being a part of the sustainability fair. Allyson to follow
up.
• William asks “how do we ask for raffle items” Allyson to make a list of who
we should/could hit and past items.
6. Items of Discussion
• Mitch Overton – Director of Parks and Rec.
• Mitch explains updates changes to City Parks and Recreation
Department. - new Forestry Division, Parks and Trails open space bond
(on agenda for Monday commission meeting), Recreation and aquatics
center, working with parks advisory board on how to move forward with
the feasibility study, Always looking at park maintenance, HOA park
dedication and maintenance etc….
• Terry asks about medians and other small park maintenance, Mitch said
he working with other CoB departments to find out who’s in charge of
certain areas and identify future work and maintenance etc…

• Sacajawea Park etc… – BBAB was linked to CTEP and worked on
additional projects and now things have changed and items now are
getting overlooked. BBAB worked to beautify 7th and Sac. Park and
BBAB wanted to engage Mitch and CoB to check on status of park and
medians and how these will continue to be maintained?? Mitch mentions
that it appears to be “park land” and noticed there was an agreement
with Darigold and that the parks dpmt. would plow sidewalk while
Marigold would prune and water. Nothing since and there was NO
water so everything living has died. Last fall superintendant received
email from Darigold seemed more interested about doing more work on
the park. So…what’s happening? Next step is to talk to Darigold,
readdress agreement, and re-write if necessary, Mitch to keep BBAB
updated. Chamber hut?
• Mitch mentions that we’d like to have the BBAB chair at the landscaping
meeting of CoB discussions on; medians, pocket parks etc…Looking at
test plots, maybe contracting with landscape designer and more. Would
like the medians and small areas to “signify Bozeman.” And….have low
to no maintenance. Looking at better management practices, looking at
more “legit” contracts for groups to manage parks and other areas with
guaranteed work to be done. Mitch expands on the “adopt-a-park”
concept. Greg and Mitch looking to set meeting ASAP. Then, who is
going to maintain and decide where the resources will be allocated? Each
park is unique that all need to be addressed separately. Hoping to create
a “sense of ownership.” Mitch looking to adopt this program and will
keep this group updated! Mitch would like to roll in the park and rec.
advisory board as this concept moves forward. Maybe both advisory
boards can be “watch-dogs” for some of these programs?
• Mitch mentions he will look to engage this group in the; 1. median
discussion, 2. the “adopt-a-park” discussion and 3. collaborative sub-
committees of advisory boards.
• Allyson and Mitch both mention that there are many discussions about
volunteer recognition and ways for collaboration between the city and
community. Group talked about a gathering of advisory board
volunteers, an outreach event, others ideas?
• Mitch to report back to this group (through Allyson) on the discussed
items above.
