HomeMy WebLinkAbout01-25-13 MinutesPage 1 of 3 MINUTES OF THE JOINT CITY-COUNTY/TOWN MEETING BOZEMAN CITY COMMISSION BOZEMAN, MONTANA January 25, 2013 ********************** The Commission of the City of Bozeman met in a Joint Roundtable Discussion at the Mackenzie River Pizza, 409 West Main Street on Friday, January, 25 2013 at noon. Present were Mayor Sean Becker, Deputy Mayor Jeff Krauss, Cr. Andrus, City Manager Chris Kukulski and City Clerk Stacy Ulmen along with representatives from the County and Towns located in the Gallatin Valley. *Please refer to the audio recording of this meeting for additional detail Call to order The Meeting was called to order by Belgrade Mayor Russ Nelson. County Commissioner Steve White began the process through the agenda. Introductions of those present took place. 1. Legislative Discussion Treasure State Endowment Program (TSEP) Three Forks Mayor Gene Townsend stated that he recently testified at the Legislature in regards to the TSEP program. He also spoke regarding small grants available through the DNRC program. Payments in Lieu of Taxes (PILT) Discussion took place regarding the concern that the Federal government may take these funds away. It was reported that it was good for one more year. Urban Funds There were concerns about effects on urban funding for highways. Belgrade is using Urban Funds for the interchange. Discussion took place regarding an upcoming tentative Transportation for America Workshop at the Mayor’s conference in March. This may be a place to discuss the highway concerns. 17 Page 2 of 3 Parks Maintenance Districts Bozeman City Manager Chris Kukulski spoke regarding HB185, the Creation of Parks Maintenance Districts. This bill would require a vote of the people to create. There are currently protest provisions. Accessory Dwelling Units Mr. Kukulski spoke regarding HB 156 which requires 90% approval by the Neighborhood. There are some legal concerns with this. Long Range Building Plans for Universities and Student housing A representative from Associated Students of Montana State University (ASMSU) stated that the group passed at their last meeting support of HB14 authorizing funding for the long range building plans for Universities and SB109 in regards to student housing. This would require landlords to have rentals up to code. 2. Roads (Those annexed by the towns and cities but used in large part by County residents) County Commissioner Skinner opened this item by speaking about roads that receive road taxes for maintenance. He spoke regarding these roads and those that are not being obtained adequately. The County has an idea on how to create a plan for maintenance of those roads. County Road Supervisor Dave Fowler spoke regarding the areas that agreements have been made for maintenance. The roads in the Manhattan area were discussed. Mr. Ryan from Manhattan spoke regarding the need for impact funds and how Manhattan ended up in the situation that it did with the area roads. He spoke regarding justifying costs to tax payers. The roads near Three Forks were discussed as well. Mr. Kukulski spoke regarding collectors and arterial streets and who uses them along with the need for some kind of mechanism to help assist regionally. Gas tax was discussed. 3. Streamline/Skyline Bus System Jeff Rupp from HRDC began the discussion about the Streamline bus system. An ASMSU representative spoke regarding their involvement in Streamline. ASMSU is the leading contributor to the Streamline program. The ridership has increased. Discussion amongst the group took place about a possible opportunity to expand throughout the county. The public transit system is valuable for the community and Saturday service has increased. They are looking at a possible Sunday service. Mr. Rupp spoke regarding forming an Urban Transit district and the need to get it to the voters, and let them decide. Discussion took place regarding possibly surveying the riders. The process of creating a district took place. Discussion took place regarding how other communities have funded transportation. A discussion took place regarding tolls and that funding would be lost if this occurred. 18 Page 3 of 3 4. Anything else? Bozeman Deputy Mayor Jeff Krauss spoke regarding possible regional funding of Gallatin College. He highlighted other counties that have done this and the outcomes. It was not discussed as to when the next meeting would be or the location. The Meeting was adjourned. ____________________________________ Sean A.
