Motion: Boardmember Roderick motioned to approve the November 8, 2012 minutes as
amended.
Boardmember Wade seconded the motion.
The motion passed unanimously.

o No public comment was presented
0:03:35—Item #3—Announcements:
• discussed Motion and Vote notices for agenda, confirmation of correct procedure will be presented
at the next meeting
• There will always be an agenda item for Committee Reports so the various committees can provide
information on their discussions
0:07:58-Item#4-Introduction of New Member-Richard Shanahan:
• Richard Shanahan is a newly appointed board member and he provided the following information
o has been involved in athletics and recreation his entire life
o he is an Architect
o wanted to serve on a board and this is an area he is interested in
o is pleased to see that he knows some board members; he considers this a quality board and
is delighted to join it
0:09:35—Item #5—Bozeman Skateboard Proiect—Travis Bos:
• at the last meeting Director Overton had mentioned that he had started talking to groups about
forming partnerships and the Gallatin Valley Skate Park Association is one of those groups
o the group was instrumental in the creation of the skate park in Kirk Park
o have begun working on improving the skate park and broadening the facility to make it
more beginner and family friendly
o the group is a 501C3 Non-profit Organization
• Travis Bos provided the following information
o he grew up in the area; snowboarding and fly fishing has kept him in the area
o has been involved with the Optimist Club
o there are 160 skate parks in Colorado and only 12 in Montana

o the current skate park is only good for one person at a time so they would like to
accommodate more kids and have taller walls and better transitions
o has started working with Dreamland Skateparks who just finished the world class skate
park in Big Sky
o provided preliminary designs and discussed what they would like to do
o has a bid of approximately$56,000 with a Phase 2 that would increase the cost to$70,000
or$80,000; they currently have$12,000 in the bank and the Optimist Club has pledged
$10,000 in matching funds
o fund raisers are planned including film premiers and a pledge drive is happening now,they
are actively collecting in kind donations
o they have fundraising, construction,and grant writing committees
• Board discussion included:
o summer afternoons and evenings can see 150 kids in and out of the park daily
o by square foot it is one of the busiest parcels in the city
o the partnership of this group and the city could bring in more families, possibly provide
youth programs
o discussed stereotyping/stigma of the skate boarder

• plans and a brochure were provided and passed around
• contributions can be made on the website www.gallatinvallevskatepark.com or through their
brochure; administration costs are low and the group works mostly with volunteers
• the information provided will be linked on this boards website www.infobozeman.com
0:31:17—Item #6—Nominating Committee Appointment—David Cook:
• Elections are in January
• Boardmember Dodge and Wade were appointed as the Nominating Committee and retiring
Boardmember VandenBos will be consulted
0:31:57—Item#7—Committee Reports:
• Yearly Project Committee provided by Boardmember Poole
o the second meeting focused on the land north of the Bozeman Ponds to see what they can
do, Director Overton had met with Fish and Game and is working on setting up a second
meeting to see what their thoughts are on a 100 year lease or possibly a purchase of the
land
■ currently there are 5 year leases for the Bozeman Ponds and the East Gallatin,the
right kind of agreement needs to be in place because there is concern about the
security of the property because of the leases
■ discussed the situation of the land north of the Bozeman Ponds
• Represent RPAB at Civic Organizations Update
o Boardmember Roderick started a list of Service Organizations, he knows the list is
incomplete and will continue adding names; he suggested inviting or taking turns sharing
what the Rec and Park Board is doing with these organizations

o discussion included
■ start an outreach to the public to find out what they want done and what their
complaints are
■ as the list of organizations grow Boardmember Roderick will email updates of the
list
■ there are a lot of recreational groups listed on the www.infobozeman.com website
■ any community organization that works to provide services to the community could
be approached
■ gather projects that could have some need and this group of service organizations
that are interested in evaluating different causes; the project may be an asset to
the community and are looking to help
0:49:20-Item #8-Division &Gallatin Valley Land Trust Reports
• Parks Department information
o the loss of approximately$20,000 in overtime has affected the building of the ice rinks
o Superintendent White explained what it takes to build an ice rink, the current daytime
weather has hindered the process
o Director Overton explained that the crews are working 7 days a week now so the weekday
has less crew members working
o Commissioner Taylor suggested that during next year's budget talks to have the Rec& Park
Board voice their opinion on the need of ice time with a motion and vote
o discussed making a motion and voting to recommend this need to the Commission at this
time; Commissioner Taylor and staff suggested putting it on next month's agenda as a
motion and vote agenda item instead so the public could make comments
o the Board decided that since it is just deciding to make a recommendation to the
Commission they would go ahead and make a motion and vote
Motion: Boardmember Wade motioned that the Board inform the Commission that they
are concerned about the city ice skating rinks and the possible lack of funds to construct the
ice rinks for this year.
Boardmember Dodge seconded the motion.
o discussed the costs associated in building the rinks and if money could be specifically set
aside for certain projects.
The motion passed unanimously.
o Commissioner Taylor strongly suggested noticing this for a motion and vote at the next
meeting and he will talk to the City Manager about it
o Chairperson Cook will add it to the next agenda so the board can get public comment
1:07:17-Item #9-Adopt a Park Requests- Board:
• provided information regarding the past discussions on adopting a park

• it was requested that a list of parks be provided;Superintendent White explained how to find parks
on the city website
• this will be on the agenda for next month
o asked to have a link to the city website sent to the board members
1:11:14—Item #10—Park&Trail Bond Update—Mitch Overton:
• Director Overton is working on the Park Bond
o implementation of the bond is the number one priority right now
o will bring a proposed ordinance to the Commission in January to form a Bond Review
Committee which would include having a member of the Rec and Park Board as a sitting
member
0 other items include
■ staff is working on logistics of implementing the bond,the planning and
infrastructure requirements
■ Legal is working on the open space code, any adjustments to current property
would need to be established as open space
■ hope to have a scoring matrix to make sure the projects meets the language of
what we told the public we would do
■ has been working with groups that are interested in working with the bond such as
GVLT, Bozeman Creek Enhancement,Trust for Public Lands, etc.
■ this is the very beginning of a very long road and it won't be done within a matter
of a few years, it could be a 10 year run
■ is patterning the process by how other cities did this;working closely with Missoula
since they are on their second one. Has asked what is working and what isn't; how
is staff involved; how has the board worked
• Board discussion included:
o discussed the timeframe and making sure the land could be purchased as soon as possible
because land prices are so low
o discussed the process of what will need to be done and some of the areas that would be a
boon to the city if they could turn it into parkland
o nothing is in place right now, a Citizen Review Committee is needed to recommend to the
Commission so no land will be purchased until the promises made to the public are in place
1:28:34—Item #11— Update on Recreation &Aquatics Feasibility Study—David Cook:
• the group will present the study to the Commission on January 71h for discussion, no decisions will
be made that day
• Boardmembers Wade,Zickovich, Roderick and Poole will be a subcommittee to either watch on TV
or go to the meeting so they can bring the information back to the board so the board can make a
recommendation to the Commission. The item will be listed as a motion and vote item on the
agenda
• discussed if the board would have access to the presentation material prior to the Commission
meeting, Chairperson Cook said that no information would be provided to the board prior to the
Commission getting the information
• Boardmember Wade and Zickovich met with people from the swimming community to discuss the
information provided, a breakdown of the meeting discussion and questions was provided to the
board

1:37:50—_Item#12—Parks & Recreation Department Director Report— Mitch Overton:
• the Capital Improvement Plan for 2014-2018 has been submitted to the Finance Department and
the Commission for approval
• talked with Fish Wildlife and Parks about a working relationship and the future for the East Gallatin
and the Bozeman Ponds.
o They are owned by the Fish Wildlife and Parks and maintained by the City.
o Boardmember Poole will attend the next meeting and they will discuss possibly purchasing
the properties from them or proposing a 99 year lease
• has been attending the Development Review Committee, there are a lot of good things coming up
• discussion about the Story Mill property availability,the information about it could be out in the
news next week
• will sit in on the Health Matters project on the Yellowstone Public Radio Station to talk about how
parks and recreation help with community health
• has been talking about a trail to the "M"
• completed interviews for the Aquatics Assistant so hopefully that department will be up to full staff
early next year
• completed interviews for 2 part time Recreation Leaders, Recreation has a lot of programs that
start in January
• the first article from Outside Bozeman came out, it was cut up a little but this is making strides in
our exposure campaign
• the Recreation Superintendent position was discussed and how the manager positions are working
out; hopes to have an organizational chart in the spring to show how the Division works
1:48:00—Item#13—City Commissioner Perspective—Carson Taylor
• the General Fund budget has been the same for 4 or 5 years now, discussed why other funds
increased and fees increased; he feels it is time to start spending more money in the general fund.
He encouraged people to talk to the Commissioners
• philosophically there are 5 Commissioners that set policy; 300+staff that implement that policy and
40 Advisory Boards that connect the Commissioners to the people that live in the city and he thinks
it is a key component as to how the city works and builds the quality of life in the city
• he is only here to listen and is not going to say much unless the Commission needs something or
the Board needs Commission input

• Boardmembers VandenBos and Henning are retiring from the Board, the Board thanks them for
their contributions
• The Thanksgiving Huffing for Stuffing Run raised $44,000 for the Food Bank with 2,600 runners; in 6
years they have raised $140,000 for the Food Bank
