HomeMy WebLinkAbout2007 WRF Upgrade – Phase I Expansion Project Amendment No. 3 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Bob Murray, Project Engineer Rick Hixson, City Engineer SUBJECT: 2007 WRF Upgrade – Phase I Expansion Project Amendment No. 3 MEETING DATE: February 25th, 2013 AGENDA ITEM TYPE: Consent RECOMMENDATION: Approve and authorize City Manager to sign Amendment No 3 to the Professional Services Agreement. BACKGROUND: Attached is a copy of the partially executed Amendment No. 3 with HDR Engineering, Inc. for the 2007 WRF Upgrade – Phase I Expansion Project. When the Water Reclamation Facility (WRF) Upgrade project was originally bid, it came in significantly over budget. As a result, some of the components that were part of that original package were removed, and a smaller project was awarded. Final negotiations of the construction phase engineering services were completed after the award of the Phase I project. The overall fees were reduced due to the fact that not all of the components were awarded. Subsequent to that award, two of the components that were removed were repackaged, bid, and awarded. These were the Admin/Lab building, and Digester Number Three and Solids Dewatering Building. After the digester project and admin\lab project were repackaged and rebid, we did not prepare and process an amendment for the additional services necessary for those projects. Rather, we decided to go as far along as we could on the budget that was in place, and only process and amendment if it became necessary. This amendment is necessary due to the ongoing problems with a leaking liner in the digester project. The contractor is on site and continuing to make repairs to the liner in an attempt to get it to pass the required leak test. The project was supposed to be complete in late fall of 2011. As a result of the time overrun, and continued need for construction inspection and administration services, the approved budget has been exhausted and in need of amending. Once the leak in the liner is resolved, there are still several processes that will need to be started up requiring engineering oversight, and the consultant will also need to provide project closeout services. Other factors that necessitate an amendment include additional work on the project required of the consultants associated with the ARRA and TSEP funding programs that was not included in the original scope of work, and additional programming efforts associated with the existing non- 64 potable water pumps and existing waste activated pumps that was not included in the original scope and fee estimate. UNRESOLVED ISSUES: None ALTERNATIVES: As suggested by the City Commission FISCAL EFFECTS: The estimated cost of this amendment is $175,000. This consists of $165,000 for the additional inspection and administration services required for completion of the digester project, and $10,000 for the additional programming. Construction phase services are paid for on a time and material basis, so only the actual time spent on the project will be reimbursed. This will reduce the contingency on the Phase I portion of the project from $1,573,726.99 to $1,398,726.99. Attachments: Amendment No. 3 Report compiled on: 1/28/13 65 66 67 68
