SUBJECT: (Re)Appointments to the City Planning Board

RECOMMENDED MOTIONS: I move to reappoint or appoint [up to three] members to the
City Planning Board.
AND
I move to confirm the Mayoral appointment of [up to one] member to the City Planning Board.
BACKGROUND: The three members appointed by the City Commission and the County
representative appointed by the Mayor with advice from the County have terms that expired
January 31, 2013 and one ongoing vacancy exists for a Mayoral appointment. Commission
appointees Trever McSpadden and Adam Fruh have applied for another term. Two new
applications have also been received. If all applicants were appointed at this time, one vacancy
would remain for a County representative appointed by the Mayor with a recommendation from
the County Commission.
The City Planning Board shall encourage local units of government to improve and plan for the
future development of the City of Bozeman and areas adjacent to the City to the end that
highway systems be carefully planned; that new community centers grow only with adequate
highway, utility, health, educational, and recreational facilities; that the needs of agriculture,
industry, and business be recognized in future growth; and that residential areas provide healthy
surroundings for family life.
The City of Bozeman Planning Board was created by Ordinance No. 1508 in December 1999. In
January 2007, Ordinance No. 1686 revised Section 2.66.0230, providing for certain staggered
terms for City Planning Board members so that in the future all terms don’t expire at the same
time.

According to Ordinance No. 1686, Section 2.66.030 of the Bozeman Municipal Code was
amended to read:
“2.66.030 Composition.
The Bozeman Planning Board shall consist of nine members, appointed to two year
terms to expire on January 31, as follows:
A. One member appointed by the City Commission from its own
membership. The term of the appointed member shall be
coextensive with the term of office to which he or she has been
elected or appointed unless the Commission, on its first regular
meeting of each year, appoints another to serve as its
representative or unless the appointee’s Commission term is
terminated;
B. Three members appointed by the City Commission one of whom,
at the Commission's discretion, may be an employee of the City of
Bozeman or hold public office in Bozeman or Gallatin County.
The appointments shall be for two-year terms, with those terms to
expire on January 31 of odd-numbered years;
C. One member appointed by the Mayor, upon designation by the
Gallatin County Board of Commissioners, who may be a member
of the Board of County Commissioners or an office holder or
employee of the County. This appointment shall expire on January
31 of odd-numbered years;
D. Four citizen members appointed by the Mayor, who shall be
resident freeholders within the city limits, and who shall be
qualified by knowledge and experience in matters pertaining to
the development of the city. These appointments shall be
coterminous with the term of the Mayor.
There are three expired Commission appointee terms, one expired Mayoral appointee term
(with recommendation from the County) and one Mayoral appointment vacancy.

Please explain your relevant qualifications, interests and experiences: Although the planning
board has yet to meet for the past six months I am anxious to contribute to the discussion. Early
August through November this year, I’ve had the privilege of contributing to our Department of
Transportation's reconstruction of the Grand Loop Road in Yellowstone National Park. Our
specific task focused on the massive historical masonry abutments that are invariably sinking
into the canyon below along the road. Cooperation between an extensive plan set, written
specifications, Federal Highway Administration Inspectors, the Prime Contractors, their
inspectors, Superintendents, and labor, provided a challenge that demanded clear communication
and a technical understanding of the proposal. My ability to identify discrepancies and
purposefully resolve continues to grow. Furthermore I have a have healthy supply of enthusiasm
for public discourse and how we can help to ensure that Bozeman remains amongst the greatest
places to live.
