HomeMy WebLinkAboutAppointment to the TIF Board Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Aimee Brunckhorst, Deputy City Clerk / Citizen Advisory Coordinator Stacy Ulmen CMC, City Clerk SUBJECT: Appointment to the Downtown Bozeman Improvement District /Tax Increment Finance Board (TIF) MEETING DATE: January 28, 2013 MEETING TYPE: Action RECOMMENDED MOTION: I move to confirm the Mayoral appointment of Shannon Haish, as a non-voting member of the Downtown Tax Increment Finance Board. BACKGROUND: One non-voting term on this board is vacant. One new applicant has applied for this position. The TIF Board would like to recommend that Shannon be appointed. The Downtown Bozeman Improvement District Board (IDB/TIF) was created under the Urban Renewal Plan, which was adopted by the Commission under Ordinance No. 1409 on November 20, 1995. The IDB Board is comprised of five voting members who shall have a demonstrated interest in downtown Bozeman, and two non-voting members. The Mayor shall appoint the members, with the advice and consent of the City Commission. In accordance with Section 7-15- 4234, M.C.A., members shall serve staggered four-year terms. The voting members shall be residents of the city, and a majority of the voting members shall not hold any other public office under the municipality. Non-voting members must possess a demonstrated interest in downtown Bozeman and may represent a specified list of organizations which include, but are not limited to, the Parking Commission, Chamber of Commerce, MSU/Museum of the Rockies, Gallatin Development Corporation, Bozeman School District, City of Bozeman, Gallatin County and the Downtown Bozeman Association. Non-voting members need not be city residents. This Board is administrative. The IDB/TIF currently has one non-voting vacancy with one new applicant. During that time I enjoyed how well connected I felt with the community of Missoula. I moved to Bozeman in 2006 and have settled in and began raising a family here. With a family comes an even greater desire to be connected to your community and be a part of what it has to offer. I feel that my past experience with a downtown association and business networking skills developed through my current role at Oracle will be a great asset to the Bozeman TIF group. I am a firm believer in the downtown being the heart and soul of a community and would like to help in any way to keep ours on track with the proposed plan. During my time at the MDA we were just getting approval for a BID in the downtown area established. I am familiar with the processes and procedures of a Board of Directors and would like to take a seat on yours! If appointed, do you understand you will be expected to take online and in person ethics trainings?: Yes Is there any other information you feel may be relevant to your application?: No How did you hear about this board or vacancy?: Radio ad 292 7 January 2013 COMMISSION MEMORANDUM To: Mayor Becker and City Commissioners From: Chris Naumann, Executive Director Re: Downtown TIF Board Appointment RECOMMENDATION: The Downtown TIF Board would like to recommend that Shannon Haish be appointed to the vacant non-voting position. BACKGROUND: The Downtown Tax Increment Finance (TIF) Board consists of 5 voting members and 2 non-voting members. Historically, newly appointed members have been designated as non-voting members to give them ample time to understand the purpose and function of the TIF board, the Urban Renewal Plan, and its associated projects. In the past when a voting position became available the non-voting member has been “promoted” to fill the voting vacancy. Ms. Haish has considerable experience working with and for Downtown Missoula prior to relocating to Bozeman. She comes highly recommended by Linda McCarthy, Executive Director of the Missoula Downtown Association. She is knowledgeable of Business Improvement Districts and Tax Increment Financing. EFFECTS: This action would fill the last remaining vacant non-voting board seats. As a result of this action, the TIF Board would no vacancies at this time.
