Chairperson Cook called the meeting to order at 7:05pm

Item #1—Approve October 11, 2012 meeting minutes:
• No changes requested
• No public comment was given
Motion: Boardmember Dodge motioned to approve the October 11, 2012 minutes as
presented.
Boardmember Roderick seconded the motion.
The motion passed unanimously.
Item#2— Public Comment Period, limit 3 minutes per speaker:
• No public comment was given
Item #3 —Announcements:
• Nominating Committee Appointment—David Cook
o this discussion was moved to the December meeting
• Commissioner Mehl is sitting in for Commissioner Taylor at this meeting
• There was a 3 to 1 voter turnout in favor of the Park&Trails Bond issue for the City of Bozeman
• Boardmember Milledge Farr has retired from the Board
Item#4—Park&Trail Bond Update—Sandy Dodge:
• this item will be discussed during the Commission Perspective update
Item#5—Division & Gallatin Valley Land Trust Reports:
• Park Improvement Grants—David Cook&Thom White
o staff is actively pursuing larger projects this year because there have been small projects in
that past that did not get completed
■ User Groups and clubs such as the Lions, Optimist and Rotary Clubs have been
approached to look at possible improvements that could be done
■ It was suggested that the Boy Scouts be contacted also,they are interested in
community projects
o advertising will start in mid December and allotments would be made by mid March
■ advertising includes the paper, social media, City channel 20 and this Boards
website will also advertise
■ Superintendent White will send the advertisement to all board members so they
can notify any groups that they are affiliated with
o $75,000 is available and groups must have matching funds
o The Beautification Board has given an award for the drinking fountain in Bogert Park

• Recreation Manager Saitta and Aquatics Manager McCarthy will only attend board meetings when
they have specific projects to discuss
Item #6—Yearly Project Committee—Salal Huber-McGee:
• Committee members are:
o Boardmember Huber-McGee
o Boardmember Zickovich
o Boardmember Roderick
o Boardmember Poole
o Director Overton
• the committee held a brainstorming meeting to understand what their mission was and to come up
with ideas to pursue. The two ideas that came up at the first meeting are:
o building a Splash Park:
■ would be located in a community area in a part of town away from Bogert Pool
■ discussed the land just north of Bozeman Ponds, it is 10 acres selling for$800,000
■ could be a multifaceted facility
o forming a Foundation:
■ discussed that this had been attempted in the past because a lot of people were
interested but it was never accomplished
■ names of possible contacts regarding forming the foundation were provided
■ the timing is right because of the bond passing
• will be meeting again Tuesday
• this will be added to next month's agenda
Item #7—Update on Recreation &Aquatics Feasibility Study—Mitch Overton:
• the last public meeting was held October 23`d
o consultants presented three options that came from the survey
■ Bogert Pool would use the same foot print and move it to fit the area better at an
estimated$6 million
■ work on the Swim Center, add movable bulkheads to separate and create lanes and
extend the pool at an estimated $4 million
■ build a Recreation and Aquatics Facility, land purchase not included,at an
estimated $26 million
• additional input was provided by the public at the meeting,this information will be included with
the final presentation to the commission
• 2,500 surveys were sent out and 900 were returned
• there was some discussion on the accuracy of the estimated amounts, Director Overton explained
that the group was hired to do the survey and that the estimated amounts are just that—estimated
amounts
• Commissioner Mehl explained how the process works with Requests For Proposals, RFP's, as well as
what the process is to decide which project to work on
• there was a lot of discussion about the Board seeing the plans before any decisions are made
o Chairperson Cook stressed that board members should attend the meeting when things like
this are discussed so they can know what plans are
o PowerPoint presentations that were provided at the meetings are on the City website

o Director Overton stated the Commission will not make a final decision when the study is
presented to them,there will be time for the public and this board to view the plan and
make recommendations
• the final product will be presented to the Commission on January 7th, 2013,once the commission
agenda packet information has been posted online board members can print out the information to
see what will be presented
o it was discussed holding a meeting regarding the presentation and advertise that the Board
will be discussing the information provided
Item#8— Discussion of Recreation & Park Advisory Board Goals & Philosophy—David
Cook:
• Chairperson Cook compiled the information from last month's board meeting and provided a
handout; he asked for information regarding the remaining list:
o Represent RPAB at Civic Organizations
■ Boardmember Roderick has talked to the Lions Club and the Kiwanis Club
■ It was suggested joining service organizations or speak at their meetings;this will
be discussed at next month's meeting
■ Boardmember Roderick will bring a list of organizations to the next meeting
o Work toward County/City Cooperation at the Fairgrounds and Regional Park
■ minimal work has been done in these areas, it was suggested having a committee
work on improvements
■ when going to the County Commission it was suggested having a concrete proposal
that would say what the cost would be, how it would benefit the community and
that it has county resident support
■ Chairperson Cook and Boardmember Dodge will meet with County staff regarding
the idea
o Communications Committee?To Respond to Issues with Articles/Letters/etc.
■ this well not be pursued
o Gardening Committee
■ Chairperson Cook will talk to Boardmember Henning about this option
o Encourage Private-Public Partnership—MSU Cooperation
■ Boardmember O'Donnell will look into the MSU Park Board to see if they are
interested in meeting, she will report back at next month's meeting
Item #9—Parks and Recreation Department Director Report—Mitch Overton:
• the Park and Trail Bond passed with 73%approval
• continuing to work on the Feasibility Study with the consultants
• working on the Capital Improvement Projects
o these are goods or services that cost over$10,000 with a life span greater than one year
• have been working with Montana Department of Transportation on getting approval to put up
direction signage for city parks
o still working on designs for uniform park signage for each park and facility
• communication efforts are moving along
o Facebook has been huge and well received
o should have the first article published in Outside Bozeman Magazine soon, an article will be
published each quarter

o it was suggested to contact The BoZone about what this Board does
• attended the National Conference in Anaheim with Recreation Manager Saitta and Aquatics
Manager McCarthy,the best practices of parks and recreation were discussed
• met with MSU Facilities Director and Groups to discuss how MSU and the City can work together
• the Forestry Department is helping with leaf cleanup in the subdivisions
• the Cemetery is busy, there are a lot of burials right now and working on a Memorial Garden
• working to fill positions,two part time employees will move to two fill time aquatics employees
Item#10—City Commissioner Perspective—Carson Taylor:
• Commissioner Mehl filled in for Commissioner Taylor at this meeting
o in January and February the Commission will be looking at advisory boards
■ boards may be consolidated and/or eliminated
■ will discuss what will go before a board and what is expected of the board
members
■ all boards will be asked to come to the meeting to ask and answer questions.
o the bond passed overwhelmingly—this shows what can happen when a community
becomes involved
■ businesses and individuals all contributed
■ will make sure the system is accountable and transparent
• everything needs to be measured, who will it help and how much would it
cost.
• an advisory board will be made up of appropriate people
• discussed what needs to be done to get the funds passed
• the Bond Counsel will work with the Finance Director
o Gallatin Valley Skate Park Association will be on next month's agenda and will be invited to
the next meeting
Item#11—FYI:
• Boardmember Dodge discussed the support that was received for Parks and Trails Bond
The meeting adjourned at 9.09pm.
