COMMISSION RESOLUTION NO. 2094
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA,
RECOGNIZING THE CITY OF BOZEMAN RESPONSIBLE FOR ENACTING CONFLICT
OF
.
INTEREST GUIDELINES TO BE USED IN THE HOUSING AND URBAN DEVELOPMENT
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOZEMAN:
I
l. That all officers and employees shall conform to the following
policy to avoid
conflicts of interest which may arise in the enactment of the Housing
and Urban Develop-
ment Block Grant Program;
(a) All meetings of the City Commission of the City of Bozeman,
Montana, not exempted
from the open meeting laws of the State of Montana shall be open to the public and written
minutes of the meetings will be kept of all business relating to the program.
(b) No member, officer, or employee of the grantee, or its
designees or agents, no
member of the City Commission of the City
of Bozeman, and no other public official of the
City of Bozeman who exercises any functions or responsibilities with respect to the program
during his tenure or for one year thereafter, shall have any interest, direct or indirect,
in any contract or sub-contract, or the proceeds thereof,
for work to be performed in connect-
ion with the Housing and Urban Development Community Development Block Grant Program.
The
grantee shall incorporate, or cause to be incorporated,
in all such contracts or sub-contracts
a provision prohibiting such interest pursuant to the purposes of this resolution.
(c) If the governing body receives notice of such questionable
interest, it shall dis-
close the matter at an open meeting, and that the governing body
(with the affected individual
abstaining) decide whether the situation is acceptable, whether the person creating the con-
fldct should resign or be disqualified from the specific matter, whether the person receiving
the benefits should be disqualified, or another appropriate resolution of the conflict.

ADOPTED by the City Commission of the City of Bozeman, Montana, at a regular stated
session of said Commission held on the 29th day of August,
1979.
