HomeMy WebLinkAboutProf. Service Agreement with Nishkian Monks, PLLC for a Structural Assessment for Fire Station 1, 34 North Rouse Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: James Goehrung, Director of Facility Services Chuck Winn, Assistant City Manager Jason Shrauger, Fire Chief Greg Megaard, Acting Fire Chief SUBJECT: Award of Bid to Nishkian Monks, PLLC for a Structural Assessment and Condition Report for Fire Station #1, at 34 North Rouse Ave. MEETING DATE: December 28, 2012 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to sign the award of bid to Nishkian Monks, PLLC for a Structural Assessment and Condition Report for Fire Station #1, at 34 North Rouse Ave. The base fee, which includes the first phase of the Assessment is $15,000.00. SUGGESTED MOTION: Authorize the City Manager to sign the award of bid to Nishkian Monks, PLLC for a Structural Assessment and Condition Report for Fire Station #1, at 34 North Rouse Ave in the amount of $15,000.00 for Phase I of the project. BACKGROUND: Fire Station #1 was originally constructed in the early 1960s. The main purpose of this assessment and report is to evaluate the current condition of the facility. We need to determine whether the existing building is constructed in a way that we can add on to the building, in order to update and upgrade the building. The Fire Department is interested in expanding the dormitory areas on the second floor to meet current staff and training needs. The expansion will also provide for the needed privacy at the time female fire staff is hired. 39 Seismic codes have changed since the building was constructed. There is evidence of some settling of the building. This contract will cover Phase I of the project which will assess the overall structural condition of the building and determine whether there is enough stability to allow for the expansion of the dormitory areas on the second floor and whether we can construct a second floor office area over the existing offices on the south end of the building currently occupied by the Police Substation. The engineering work will determine whether the footings and foundations of the building are in good enough shape so that we can build additional square footage on the upper levels of the building. The report will also assess the current seismic structure of the building and determine whether additional support needs to be added to the building to meet current essential service seismic code requirements. Once we have a clear assessment of the current stability of the building we will then be looking at what possible layouts might accommodate the added space for dormitory areas, training areas, and office space. The future layout of the building is also very important at this time so that the planned improvements and upgrades to the building heating, ventilation, and air conditioning systems are sized property for both the square footage of the building and the building uses. This design work will be part of Phase II, which will include architectural drawings and bid specifications for the actual building addition. The contract is set up in phases so that we can stop work if the initial research comes up with a lot of negative information. If we are able to move forward with Phase II the contract will be amended to include the expansion work. Phase II would come back to the Commission for approval. UNRESOLVED ISSUES: Until we assess the current condition of the building we do not know whether we can move forward with expanding the building. ALTERNATIVES: As suggested by the City Commission. FISCAL EFFECTS: Currently we have $17,855.00 budgeted for the first phase Tier I Structural Assessment and Report. Facility Staff is working with Finance on a grant proposal with the Federal Emergency Management Agency and the State Disaster and Emergency Services Division on a Hazard Mitigation Grant Program for Seismic Structure Retrofits. If we are successful with this grant request it will help pay for some of the costs related to seismic improvements for the building.
