BID SPECIFICATIONS
SELF-CONTAINED BREATHING APPARATUS (SCBAs)
FOR THE BOZEMAN FIRE DEPARTMENT
The equipment and materials described herein shall be new and shall be in first class
condition. All parts and accessories which are required to compose a complete unit
shall be furnished whether herein stipulated or not. Unless otherwise noted in these
specifications, all equipment cataloged as standard shall be furnished and included in
the purchase price of the unit.
BID SEQUENCE
For ease of evaluation, all bid proposals shall be submitted in the same order as the
fire department’s specification. NO EXCEPTIONS.
EXCEPTIONS TO SPECIFICATIONS
The following specifications shall be strictly adhered to. Exceptions shall be
considered if they are deemed equal to or superior to the specifications, provided
they are fully explained on a separate page entitled "EXCEPTIONS TO
SPECIFICATIONS." Exceptions shall be listed by page and paragraph.
Failure to denote exceptions in the above manner shall result in immediate rejection
of the proposal.
Proposals taking total exception to specifications shall not be acceptable.
Also, bidders shall submit a detailed proposal. A letter only, even though written on a
company letterhead, shall not be sufficient.
PURCHASER RIGHTS
The Purchaser reserves the right to accept or reject any bid. The purchaser also
reserves the right to award in their best interest and reserves the right to waive any
formalities.

NFPA STANDARDS EFFECTIVE AT TIME OF PROPOSAL
This equipment must comply with the NFPA standards effective January of 2009.
COMPLIANCY
Equipment proposed by the bidder shall meet the applicable requirements of the
National Fire Protection Association (NFPA) as stated in current edition at time of
contract execution. Fire department's specifications that differ from NFPA
specifications shall be indicated in the proposal as "non-NFPA".
SCBA shall be certified by the National Institute for Occupational Safety and Health.
COMMERCIAL GENERAL LIABILITY INSURANCE
The successful bidder shall, during the performance of the contract and for three (3)
years following acceptance of the product, keep in force at least the following
minimum limits of commercial general liability insurance:
Products/Completed Operations Aggregate $2,000,000
Personal and Advertising Injury $1,000,000
Each Occurrence $1,000,000
Coverage shall be written on a Commercial General Liability form. The policy shall be
written on an occurrence form and shall include Contractual Liability coverage. The
policy shall include owner as an additional insured as their interest may appear.
The required limits can be provided by one or more policies provided all other
insurance requirements are met.
Coverage shall be provided by a carrier(s) rated "Excellent" by A.M. Bests.
PROPOSAL GUARANTEE
All bidders shall provide a bid bond as security for the bid in the form of a 10% bid
bond, to accompany their bid. This bid bond shall be issued by a Surety Company
who is listed on the U.S. Treasury Departments list of acceptable sureties as
published in Department Circular 570. The bid bond shall be issued by an authorized
representative of the Surety Company and shall be accompanied by a certified power
of attorney dated on or before the date of bid. The bid bond shall include language
which assures that the bidder/principal shall give a bond or bonds, as may be

specified in the bidding or contract documents, with good and sufficient surety for the
faithful performance of the contract, including the warranty, and for the prompt
payment of labor and material furnished in the prosecution of the contract.
The full amount of the bid surety shall be returned to the unsuccessful bidders
following the award of the contract to the successful bidder.
WARRANTIES
Each piece of new fire or rescue apparatus shall be warranted to be free from defects
in materials or workmanship under normal use and service. Each manufacturer shall
supply, as a part of their bid package, a copy of the warranty or warranties that they
propose to provide, and in no case shall it be less than one (1) year on the entire
apparatus.
All other warranties, as outlined in these specifications shall be provided in writing as
a part of the bid package.
Failure to provide the warranties as outlined throughout these specifications shall be
cause for rejection of the bid package.
SCOPE
The purpose of this specification is to describe the minimum acceptable
features, attributes, and certifications for the Bid for CBRN compliant Self-Contained
Breathing Apparatus and Equipment for use by the Bozeman Fire Department.
(From here on out the Self-Contained Breathing Apparatus shall be referred to as
SCBA.)
The initial purchase of SCBA and equipment shall be as follows:
29 - Complete SCBA with PASS as specified, w/ quick disconnect on
intermediate pressure line, high pressure 4500 psi, 45 minute “stubby”
carbon fiber cylinders, NFPA 2007 and CBRN compliant. The unit shall
include the quick connect cylinder system per Specification #11. Each
unit shall also include a facepiece with Heads-up-display.
29 - Multi-link buddy breath system allowing remote air source connection
for male and female connections. These will be installed on the units
listed above.

6 - Complete SCBA with PASS as specified, w/ quick disconnect on

Successful bidder shall agree to extend prices listed in this specification for
possible purchase of additional items for 1 year from the date of purchase.
Successful bidder will fit test all Bozeman Fire Department users for facepiece
sizing. Facepiece sizes included in this purchase shall be determined upon
completion of the provided fit test.
Successful bidder shall provide an allowance and accept as trade-in, the
Bozeman Fire Department’s current Scott air pack inventory.
Additionally, the successful bidder agrees to provide, at own expense, a
factory-trained instructor for such time as required by the Bozeman Fire Department
for complete instruction in the operation and maintenance of the SCBAs and related
equipment included in this purchase.

SCBA Minimum Requirements:
1. FACEPIECE
The Facepiece shall not weight more than 24 ounces with H.U.D. and head harness.
It shall utilize two independent sealing edges, be made of EPDM rubber and be
available in three sizes. The Face piece seal shall flex and conform to the users face
and provide excellent fit factors. An exhalation valve shall be installed and included
on each mask provided. Third party tests must be conducted to insure exhalation
does not enter back into the breathing zone of the mask. A drain port shall be located
in the chin cup to facilitate the draining of sweat. The design shall expel the sweat
via the exhalation valve. The nose cup shall reduce the average CO2 to an average
value of less than 1% by volume. Inhaled air from the lung demand valve shall pass
over the lens to prevent fogging. The speech diaphragm internally and externally
protected from damage and when tested in accordance with the latest NFPA revision
of NFPA 1981, the primary communication means shall have an average calculated
valve of greater than 90% without electronic amplification. The exhalation valve shall
be protected by an external housing and designed to be cleaned and inspected
easily. (Cleaning of mask and exhalation valve shall be attached to bid) For easy
removal and reattachment during cleaning the head harness shall have quick
attachments snaps. The hairnet shall have a 4-point adjustment. The mask shall
have an individual serial number permanently engraved during the molding process.
The mask shall be NIOSH approved to be used as an air-purifying respirator. A
donning button shall allow for face seal and mask integrity check in a one-step
process. The natural field of view shall be 96% with voice amp, 2nd stage and HUD
installed. The mask shall meet the 2007 edition of the NFPA 1981.
2. FIRST STAGE REGULATOR REDUCER
The first stage regulator reducer shall be a fail-safe design that always delivers air to
the user and connects directly to the back plate and cylinder valve (no high-pressure
supply hoses). The regulator shall be capable of supplying 1000 l/min of air at input
pressures from 300 psi to 4500 psi. The regulator shall have a 15 year warranty with
no recommended rebuilds or o-ring replacement. Regulator assemblies shall be
sealed from the environment and be a balanced design. An integrated relief valve
shall be protected from adjustment by the use of an anti-tamper device. The hand
wheel connecting to the regulator to the cylinder shall have a diameter of 3 inches.
The primary low air warning device shall connect to the first stage regulator and shall
be protected from impact by SCBA cylinder. The regulator shall meet the 2007
edition of the NFPA 1981.

3. PRIMARY AND SECONDARY LOW AIR WARNING DEVICE
The primary low air warning device shall provide warning from the back of the unit
and not reduce communication clarity while activated. It shall not provide any
additional profile to the SCBA and have a 15 year warranty. Secondary low pressure
device: One visual indicator shall be located in the front, four visual indicators shall
be located in the back; one audible sounding device shall be located in front, two
audible sounding devices shall be located in the back. Both low warning devices
must meet the 2007 edition of the NFPA 1981 SCBA standard.
4. MASK MOUNTED LUNG DEMAND VALVE
The SCBA shall utilize a mask mounted lung demand valve (LDV or 2nd stage
regulator) which connects to the mask by a simple push-in snap connection. The
donning mode shall be designed to allow a negative fit check with the SCBA fully
assembled (cylinder on, all hoses connected, LDV mounted on mask). The LDV
shall have a quick connect and swivel in the medium pressure hose to provide easier
head movement. Positive pressure must be activated by the user’s first breath. The
by-pass shall be operated in either a pulse flow or hands-free continuous flow mode.
The LDV shall be capable of supplying 550 l/min of air at air input pressures of 300
psi and shall maintain a positive pressure even with a 300 l/min flow rate and 150 psi
input pressure. A rubber cover shall encapsulate the LDV for impact protection. The
LDV shall have a 15-year warranty. The lung demand valve and all other components
shall meet CBRN and the 2007 edition of the NFPA 1981.
5. INTEGRATED PASS DEVICE
The integrated pass shall alarm at a minimum of 95 dBA multiple frequency tone
sounding system (one in front, two in back) and cannot be blocked off on any one
surface. The PASS shall utilize a sensitive photo-optical front mounted movement
sensor to reduce the frequency of false alarms. Pass shall function even if pressure
signal cable is broken. The PASS shall have front mounted and 4 back mounted
strobe lights for maximum visibility. The PASS shall incorporate remaining air gauge
display that is both digital (to 4 digits) and analog (to provide a picture and Number)
and backlighted with the touch of a button. In addition to the gauge display, a
number representing time to low pressure alarm in minutes shall be provided. To
insure accuracy, the number provided shall be calculated every 30 seconds. The
secondary low-pressure alarm shall be two strobe lights with a third alarm being an
electronic chirp. The unit shall also incorporate an audible 50% cylinder warning
(point of no return). The SCBA identification number shall be programmable into the
unit and all data including date, time, air consumption, breathing rate, cylinder
pressure and alarm activation shall be down loadable for up to 15 hours of history.

The unit shall have a standalone method of testing the air tight integrity of the SCBA.
The unit shall have an antistatic carbon impregnated silicon cover, metallic shield for
RFI protection and be telemetry ready. The device shall have a centralized
battery/intelligence electronics that powers the PASS, air management system and
HUD. The unit shall have a 3-year warranty. A back-up battery shall exist to insure
power to the system at all times. The integrated pass/pressure gauge/warning device
shall meet the 2007 edition of the NFPA 1981 and latest addition of the NFPA 1982
standard.
6. BACKPLATE AND HARNESS
The Backplate and harness assembly shall be an anti-static carbon fiber composite
construction with orthopedic design to evenly distribute the weight of the SCBA over
the user's hips. The Backplate shall have handles with a 600 pound pull force
molded into the carbon fiber and a yoke with a 700 pound pull force. The Backplate
shall have a multi-position height adjustment to customize the unit to the size of the
wearer. The Backplate shall also have a 4” glide to allow the hip pad vertical
flex/slide when worn. The cylinder strap and cam lock mechanism shall adjust and
accommodate all the various diameters and durations of cylinders available without
the use of tools. The Backplate shall extend below the cylinder valve to provide
additional protection to valve, regulator, RIC connector and user's tailbone. The
harness suspension system shall be constructed of vulcanized/chlorinated rubber
material that does not absorb water and allows for very easy decontamination.
Harness and cylinder strap shall be easily detached from the Backplate for cleaning
and disinfection without use of tools. The Backplate shall meet the 2007 edition of the
1981 SCBA standard.
7. CYLINDERS
Cylinders shall be 45 minute carbon fiber cylinder. It shall have the option to be
customized with cylinder color, customized serial number, fire department logo, name
(embedded under cylinder wrap) and reflective bands.
8. RAPID INTERVENTION CREW CONNECTION
RIC connector shall be installed to provide the lowest possible profile and shall not
protrude past the back of the fire fighter yet still have easy access for connection. It
shall be parallel to the Backplate for protection. A check valve shall be installed to be
one way, prevent loss of air to the user in emergency applications and comply with
the NFPA 2007 standard, 1981 edition.

9. HEADS UP DISPLAY
The heads-up-display (HUD) shall be a wireless, internal antennae system. The
HUD shall be mounted inside the mask for maximum, life, visibility and protection
from harsh environments. The HUD insert and transducer shall have a 3 year
warranty. The HUD shall allow easy insertion and removal for cleaning and
inspection. The HUD lights shall also serve as “buddy lights” to provide cylinder
contents levels to fire personnel working side-by-side with the user of the SCBA. The
HUD shall meet the 2007 edition of the NFPA 1981.
10. VOICE AMPLIFICATION
As an accessory, a voice amplifier with balanced dual speakers shall integrate into
the face piece without adding profile to the mask. A speech diaphragm shall be in
place to provide back-up communications in the event of a battery or communication
unit failure. The amplifier shall meet the 2002 edition of the NFPA 1981.
11. CYLINDER QUICK CONNECTION
A cylinder quick connection solution shall be available. The quick connect shall be
utilized for filling the Cylinder. It shall be engineered to be interoperable and
approved with non-quick connect cylinder SCBA’s.
12. BUDDY BREATHING CONNECTION
Multilink buddy breathing system shall be installed on the 29 – 45 minute SCBA units
utilizing a 40” hose allowing remote air source connection for male and female
connections.
