at Risk Services (CM-AR) and General Contractor
Preconstruction and Construction Phase Services
For City of Bozeman Story Mansion Renovations
The City of Bozeman is seeking a qualified Construction Manager At Risk (CM-AR) and
General Contractor to participate as a partner with the City and the Architect of Record, (Comma
-Q Architecture Inc.), to assist in the design, estimating, and renovation of the Story Mansion.
There are multiple phases planned for this renovation project, the first two are - the
Preconstruction Design Phase and the main floor and basement Construction Phase.
Preconstruction activities will include comment on design, value engineering, estimating,
influence of the methods and sequencing of the construction phase, and receiving subcontract
bidding. Upon completion of preconstruction activities and division bidding, the CM-AR will
submit a Guaranteed Maximum Price (GMP) for the City’s review and approval. At the
conclusion of the preconstruction services, the City intends to award a contract for the first phase
of construction services.
Copies of the Request for Proposals, instructions, a description of services, and the evaluation
criteria that will be used to rank the applications are available from the City Clerk, 411 East
Main Street, Bozeman, MT or may be downloaded from the City of Bozeman’s web page at
www.bozeman.net.

All hand-delivered Proposals must be received at the office of the City Clerk, 411 East Main
Street, Bozeman, MT, no later than 4 p.m. local time, Friday, June 27, 2008. Mailed proposals
must be received by June 27, 2008, and sent to Attention of the City Clerk, P.O. Box 1230,
Bozeman, MT 59771. A total of 6 (six) copies of the proposal will need to be submitted for the
selection committee to review. Please state “City of Bozeman Story Mansion Renovations
Construction Manager At Risk (CM-AR) Services” on the outside of the response package. No
FAX proposals will be accepted. The City reserves the right to accept or reject any and all
proposals that are non-responsive.
A pre-proposal overview of the project will be held at the Story Mansion, 811 South Willson
Avenue, Bozeman, MT, on Wednesday, June 18, 2008, at 2 p.m. Use the north entrance door to
access the building.

PROJECT DESCRIPTION: At the direction of the Bozeman City Commission, the
City will retain the Story Mansion, renovate the facility for assembly uses, and rent the
building and grounds for various private and community events. Money from the Federal
Save America’s Treasures Program will be used for Phase I renovation. Phase I work
includes modifications to the main floor and basement for assembly uses, life safety
issues, and Americans With Disabilities Act accessibility.
The exact scope of work for Phase I will be a coordinated design, planning, and
scheduling strategies developed by the Construction Manager and the Architect. The
extent of Phase I work will be budget driven and the full scope of the project will be
based on the amount of Federal money, local match, and fund raising efforts.

INTENT OF RFQ/RFP: From the list of interested and qualified CM-AR firms, the City
will select the CM-AR firm that is best qualified and best suits the City’s needs and
requirements regarding the project. It is the intention of the City to initially enter into a
contract with the selected CM-AR for preconstruction activities only. These activities will
include comment on design, value engineering, estimating the project with unit-type
estimates at the end of the Schematic Design, Design Development and Construction
Document Phases, influence of the methods and sequencing of the construction phase, and
receiving subcontract bidding.
Within one week of receiving subcontract bidding, the CM-AR will submit a Guaranteed
Maximum Price (GMP) for City review and approval. At the conclusion of preconstruction
services, the City intends to award a contract for Phase I and reserves the right to offer
extensions of the contract for future phases provided it is in the City’s interest.
Required Services, Pre-Construction Phase Services: The acceptance of the CM-AR
Guaranteed Maximum Price will constitute completion of preconstruction activities. A
contract will then be executed for the CM-AR services for the construction of the project.
At the time of execution of the construction phase contract, the CM-AR will be required to
submit a 100% performance bond for the completion of the project.
It is the intent of the City that the specific scope of preconstruction services will be
negotiated prior to signing the Preconstruction Services Agreement, based on the firm’s
input as well as the City requirements. In general, services are anticipated to include, but
not limited to:
1. Consult with, advise, assist and provide recommendation on all aspects of the
planning and design of the work.
2. Provide information, estimates, and participate in decisions regarding construction
materials, methods, systems, phasing, and costs to assist in determinations that are
aimed at providing the highest quality building within the budget and schedule.
3. Review in-progress design documents and provide input and advise on construction
feasibility, alternative materials, and availability of materials and equipment.
Review completed design documents and suggest modifications to improve
completeness and clarity.
4. Provide input regarding the current construction market bidding climate, status of
key subcontract markets, etc. Recommend division of work to facilitate bidding and

award of trade contracts, considering such factors as bidding climate, improving or
accelerating construction completion, minimizing trade jurisdictional disputes, and
related issues.
5. Develop and continuously monitor the project critical path method schedule and
recommend adjustments in the design documents or construction bid packaging to
ensure completion of the project in the most expeditious manner possible, while
addressing and meeting schedule requirements.
6. Prepare construction cost estimates for the project at appropriate times throughout
the design phases of the work. Notify the City design team immediately if their
construction cost estimates appear to be exceeding the construction budget. Services
shall include estimating the project with unit-type estimates at the end of the
Schematic Design, Design Development and 50% and 100% Construction Document
Phases.
7. Work with the City and Architect of Record to maximize energy efficiency in the
project.
8. Work closely with the City’s specialty consultants on historic preservation
requirements that are required by the National Park Service that oversees the Save
America’s Treasures Program.
9. Within one week of receiving subcontract bidding, furnish a Guaranteed Maximum
Price (GMP) in accordance with the contract for review and approval.
In the event that the CM-AR is unable to furnish a GMP within the City’s budget, the City
retains the sole option to cancel the solicitation and start a new process for the
construction of the project, or cancel the preconstruction contract and award a contract for
preconstruction activities to another firm.
Required Services, Construction Phase Services: Construction period services will be
provided under terms of a standard form American Institute of Architecture (AIA)
contract AIA/121CMc with supplemental conditions.
PROPOSAL CONTENT AND INSTRUCTIONS TO FIRMS: The proposal submitted in
response to this RFQ/RFP shall be in the format outlined below and shall be signed by an
officer of the CM-AR firm with proper authority to commit the firm.
Proposals should be clear and concise and will be evaluated per the criteria listed below.
Emphasis should be placed on the specific qualifications of the people who will actually
perform the work of this contract and the specific approach to the execution of the work.
1. Experience with management of complex, multiple-contract projects. The firm
should be able to show a minimum of three (3) successful projects in excess of $2.5
million in the past five (5) years. Also indicate for each project whether you acted
as General Contractor or Construction Manager. Special consideration will be

given to firms that have experience with buildings of historic significance or
buildings that are listed on the National Register of Historic Buildings.
2. Financial solidarity. Ability to bond a $2.5 million project as evidenced by a letter
from the bonding company. Ability to secure the necessary level of insurance at a
minimum level of $1.5 million and provide proof of insurance upon the award of pre-
construction services.
3. Ability to work cooperatively with the City, owner’s consultants and the Architect of
Record, and anticipated subcontractors as demonstrated by references and
successful projects.
4. List experience and capabilities of key personnel, including Project Manager and
Superintendent. Include resumes and individual references from recent past
projects.
5. State of the art computerized scheduling tools and a working knowledge of their
operation. Provide an overview of the system and programs available.
6. Capability to meet time and project budget requirements demonstrated by previous
projects.
7. Location of firm.
8. Present and projected work loads.
9. Past and current work in the local area and past history on municipal projects,
particularly projects that involve historically significant buildings.
10. Experience and understanding regarding local subcontractors and bidding
conditions. Explain how your firm stays current with the construction costs and
bidding conditions of this area.
11. Describe the process you will use to manage change orders and claims. Identify
three recent projects of similar size and scope. Provide information showing the
number and value of change orders, claims, and time extensions. Provide the names
and telephone numbers of the owner’s representatives and architectural project
leaders for the three projects.
12. Value Engineering: Describe your firm’s methodology and experience with Value
Engineering and life cycle cost analysis on previous projects.
13. Special Qualifications: Describe what unique or extraordinary skills or
qualifications your firm brings to this specific project. How would the selection of
your firm add value to the project? Describe any relevant and recent experience in
construction of historically significant buildings?
14. Past Performance: Submit a list of a minimum of six (6) references with addresses
and current phone numbers. Two (2) of the references shall be subcontractors, two
(2) shall be A/E firms and two (2) shall be owner’s representatives of projects that
have relevance to this project.
15. Are there any pending issues of litigation associated with your firm or firm
principals?
