CALL FOR PROPOSALS (Revised July 1, 2008)
Request for Proposals for Construction Inspection
Services for City of Bozeman Fire
Department Station #3 and
Gallatin County 911 Communications Center
The City of Bozeman and Gallatin County are seeking a qualified Engineering Firm to conduct a full range of
construction-related inspection services for the new City of Bozeman Fire Station #3 and County 911
Communications Center.
The facility falls in the category of an essential services structure which requires a higher level of general
seismic and other code considerations. Copies of the bid specifications and construction drawing are available
from the Architect of Record: ThinkOne Design, 101 East Main Street, Studio One, Bozeman, MT 59715. The
phone number is 586-7020.
The Construction Manager at Risk/General Contractor for the project is Martel Construction. The construction
bid opening for the project occurred on June 24, 2008. The award of bids and construction start will take place
in July. The range of services includes excavation inspection, backfill and compaction testing, concrete, and
asphalt testing (including curb, gutter and sidewalk), concrete and masonry walls, structural steel, and rebar.
All hand-delivered proposals (including UPS and FedEx) are due Friday, July 11, 2008, by 4:00 p.m. in
the City Clerk’s office at City Hall, 411 East Main Street, Bozeman, MT 59715. Six (6) copies of the proposal
need to be submitted for the selection committee to review. Mailed copies must be received by the 4:00 p.m.
deadline on July 11, 2008 and mailed to the City Clerk, City of Bozeman, P.O. Box 1230, Bozeman, MT
59771.
No faxed or electronic copies will be accepted. Proposals will be reviewed with the top choice candidates to be
interviewed and a final contract negotiated with the top-rated firm. Please state “Fire Station #3 and 911
Communications Center Inspection Services” on the outside of the response package. The City of Bozeman
and Gallatin County reserve the right to accept or reject any and all proposals that are non-responsive.
A copy of the Request for Proposals and a copy of the evaluation criteria that will be used to make the selection
are available from the City Clerk. A copy is also posted on the City of Bozeman’s web page (see current
RFP/RFQ) at www.bozeman.net.

PROJECT DESCRIPTION:
The current proposed site is on the corner of Vaquero Parkway and Davis Lane within the
boundaries of the 87 acre Regional Park on an approximate two to three acre site. The
intent is to construct a single footprint building housing both facilities. Site improvements
will also be shared including a County communications tower and joint emergency back-
up generator, parking lot and site amenities.
The proposed fire station facility is approximately 9,500 square feet. The station will
include garage bays, administrative offices, living quarters, kitchen area and training
spaces. The Gallatin County 911 Communications Center is estimated to require
approximately 4,500 square feet. The facility will include a call control center,
administrative office space, break room, quiet room, and a training area. The building
must also be designed for the specific purpose of housing and supporting the
communications equipment necessary for the Center to function.
INTENT OF RFQ/RFP:
From the list of interested and qualified Engineering Firms, the City and County will
jointly select the firm that is best qualified and best suits the City’s and County’s needs
and requirements regarding the project. It is the intention of the City and County to enter
into a joint contract with the selected firm for inspection services.
A full listing of the services to be provided will be outlined by the firms responding to the
RFP after reviewing the drawings and bid specifications developed by the Architect for the
project. Services include but are not limited to: Excavation, backfill and compaction; soil
labs testing; footing and foundations; cast-in-place concrete; concrete and masonry; curb,
gutter and sidewalks; concrete break tests; structural steel; asphalt pavement; welding
inspections, fire line installation and testing; testing documentation and regular job
reports.
It is the intent of the City and County that the specific scope of services will be negotiated
prior to signing the Contract for Services, based on the firm’s input as well as the City and
County requirements. At the time of execution of the contract, the selected firm will be
required to submit proof of errors and omission insurance and general liability insurance
in the amount of at least $1.5 million.
PROPOSAL CONTENT AND INSTRUCTIONS TO FIRMS:

The proposal submitted in response to this RFQ/RFP shall be in the format outlined below
and shall be signed by an officer of the engineering firm with proper authority to commit
the firm.
Proposals should be clear and concise and will be evaluated per the criteria listed below.
Emphasis should be placed on the specific qualifications of the people who will actually
perform the work of this contract and the specific approach to the execution of the work.
Please include the following in your submittal:
1. Availability and interest in the project and the ability to meet the proposed
schedule.
2. Ability to work cooperatively with the City, County, owner’s consultants,
Contractor and the Architect of Record, as demonstrated by references and
successful projects.
3. Capability to meet time and project budget requirements as demonstrated by
previous projects.
4. Location of firm.
5. Present and projected work-loads.
6. Past and current work in the local area and past history on municipal projects,
particularly projects that involve essential service facilities.
7. Identify the staff to be assigned to the project. List experience and capabilities
of key personnel. Include resumes and individual references from recent past
projects.
8. An hourly rate for the various professionals and staff to be involved in the work.
9. A recommended scope of work for the project as described.
10. Cost per visit to the site and a proposed number of site visits for the project.
This description should include a breakdown for the services offered in each
inspection category and the associated number of visits for each task outlined in
the proposal.
11. An overview of the reimbursables for this type of project

12. Cost per cylinder set for site testing, collection, break tests and reporting. A
proposed number of cylinder tests that will be required based on the scope of
construction and bid specifications.
13. Lab test costs for soils compaction.
14. A brief description of other work conducted for the City of Bozeman and
Gallatin County specifically.
15. Special Qualifications: Describe what unique or extraordinary skills or
qualifications your firm brings to this specific project. How would the selection of
your firm add value to the project? Any relevant experience in construction of
essential services/mission critical municipal buildings?
16. Past Performance: Submit a list of a minimum of six (6) references with
addresses and current phone numbers.
17. Are there any pending issues of litigation associated with your firm or its
principals?
