HomeMy WebLinkAboutBozeman Intermodal Facility, Parking Garage Invitation to BidINVITATION TO BID Separate sealed bids for construction of the BOZEMAN INTERMODAL FACILITY will be received at the Bozeman City Clerk’s Office at 411 East Main Street, Basement Level, Bozeman, MT 59715, until 5:00 P.M. local time on Wednesday May 2, 2007, and then publicly opened and read aloud in the adjoining Bozeman City Commission Room. The project generally consists of, but is not necessarily limited to, the following major items: Construction of an intermodal facility, which includes a parking garage, with incorporated bus transfer facility and pedestrian shelter, lease commercial retail space and related site improvements. The parking garage will consist of approximately 159,900 square feet and approximately 10,070 square feet of commercial space. Phase I (Base Bid) will include parking to accommodate 102 basement parking spaces, 67 grade level spaces, 100 second level spaces and 66 spaces on the third level as well as the retail space. Phase II (Alternate No.1) will add an additional 100 parking spaces on the fourth level. The contract documents, consisting of (1) one volume of 24x36 drawings,  (2) two volumes of Project Specifications Manuals, may be examined or obtained at the office of Prugh & Lenon Architects P.C., 27 East Main Street, Bozeman, Montana 59715, telephone: (406) 587-1255, fax (406) 587-1819. Required deposit is $300.00 per set, which is refundable. There will be a Pre-Bid Conference Wednesday, April 18, 2007 at 1:30 PM in the Small Community Conference Room at the Bozeman Public Library, 626 East Main Street, Bozeman, MT 59715. Interested CONTRACTORS are strongly encouraged to attend. A tour of the project site will be conducted after the meeting. This project is subject to the requirements of Title 49 CFR Part 26, Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs (DBE). Disadvantaged Business Enterprises (DBE) will be afforded full opportunity to submit bids and the City of Bozeman hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on the basis of race, color, sex, sexual orientation, national origin, age or place of residence. A contract goal of 5.01% DBE participation has been established for this project. In the event that the apparent successful bidder of this solicitation qualifies as a DBE, the contract goal shall be deemed to have been met. Bidders will submit, in writing, the names of the DBEs included in their bid, a description of the work DBEs will perform, the dollar value of each DBE subcontract, and written assurance that the bidder has made a good faith effort towards meeting DBE goals. Exclusive agreements between DBEs and bidders are forbidden. The City of Bozeman reserves the right to waive failure of a bidder to meet the DBEs goals if sufficient effort, as determined by the City of Bozeman, has been made to comply with the DBE goals and the requirements are not met. A bidder's or proposer's failure to show a good faith effort to achieve the specified contract goal for the participation of Disadvantaged Business Enterprise in the completion of this project will be grounds for finding the bid or proposal non-responsive. CONTRACTOR(s) and any of the CONTRACTOR'S subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI).  Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011.  Information on registration can be obtained by calling 1-800-556-6694. CONTRACTORS are required to have registered with the DLI prior to bidding on this project. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the City of Bozeman, Montana, in an amount not less than ten percent (10%) of the total amount of the bid.  Successful BIDDERS shall furnish an approved Construction Performance Bond and a Construction (Labor and Materials) Payment Bond per the Federal Transit Administration Contractual Requirements.  Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. No bid may be withdrawn after the scheduled time for the public opening of the Bids specified above. The right is reserved to reject any or all Bids received, to waive informalities, to postpone the award of the contract for a period of not to exceed ninety (90) days, and to accept the lowest responsive and responsible bid which is in the best interest of the City of Bozeman.
