N:J.\1 THEREFORE BE IT RESOLVED BY '!HE CITY CXMAISSIrn OF THE CITY OF PDZEIvIAN, r,DJ':'ANA AS BDu..aNS : to wi t : The criteria cited and to be followed are: Section 1. The solici tat ion and response in a tirrely manner to the views and proposals of citizens, particularly low and moderate income persons, merrbers of minority groups, and residents of blighted areas and neighborhoods and areas where activities will take place or are proposed. Method of Coopliance. Constant and complete progress and disposition addressed by coverage in the rredia for the total community as well as low and moderate income persons. This publici ty is contained in the only dai ly paper (The Bozeman Olroni de) and more appropriately for low and moderate income persons, in a weekly, free newspaper (The Bozeman Trai I ), de livered to each household. An active outreach is initiated to bring the program to service clubs and other groups in order to increase the community's familiarity with the housing rehabilitation program. Bi-lingual opportuni ties can be insti tuted if the need should arise, although at the present I tirre, no such need exists. Additional information fran low and rmderate income persons is facilitated by their representation and participation in the affairs of the Citizens' Advisory Conmittee. This Committee consists of more than 8 people representative of low income population groups, the handicapped and other interested citizens residing in the targeted area. This organization contact group serves largely as a sounding board for the program process and activity and as a liaison for others in the neighborhood. Their vital input fomulates program direction. Encouragernent for the COmmittee to contain minority representatives including female heads-of-household is considered as these groups become a representation of a segrrent of the carrnmi ty. Selection of COrrnrlttee rrembers is subject to the approval of the City Commission. This formally established COmmittee does not exclude the participation of any other citizen. The scope of citizen input includes developrrent of both the pre-application and appli- cation, arrendrrents, budget revisions and changes to the Comnmi ty Developrrent Program and the Housing Assistance Plan and planning, implementing and assessing the Community Development Program and performance. Section 2. The applicant shall schedule public hearings for the purpose of formal occas- ions for relating the disposition of the process, to receive feedback fram and to reply to questions fram the public sector. Method of Coopliance: These hearings will be preceded by notification in the local daily paper of general circulation. This notice will appear ten (10) or more days prior to the meet- ing and will be contained in a display ad in the general body of the paper and not in the legal section. The meeting will be held in an accessible location, in the dayt ime and evening hours I to accommodate the work schedules of the community and to encourage maximwn participation. Bi-lingual necessities will be met as previously stated. Section 3. Full public access to program information to citizens shall be provided with additional efforts expended to get this information to persons of low and moderate income and residents of blighted neighborhoods and project areas. Method of Compliance: Refer to compliance methods in Section 1 that are applicable. All program information other than that of a confidential nature (loan/grant applications) will be made avai lab Ie to the public and so advertised. These offices have different hours of availability. Publication of a brief brochure outlining the program and stating eligibility requirements has been produced with the intention that they will be distributed in the target neighborhood, at the library, Senior Citizen Center. grocery stores, Public Welfare Office and any other places Where those eligible I are likely to congregate. Sect ion 4. Additional Assurances Related to Citizen Participation. All of the above compliance schemes will be instituted to confo~ to the citizen participation requirements for each stage of the application process: pre-application, (rmking available the infonnation about the total amount of funds, the range of activities, the possible inclusion of rrore subjects than those that will be funded and the process for soliciting and responding to citizen views, the outlined process for public hearings and the certification of assurance that such activities have been carried out), application stage (assure that citizen participation has taken place wi th regard to the dete~ination of priori ties and ccmn.mi ty developrrent and housing needs, adequate notices of public hearings held before the adoption of a resolution by the local govern- ment body authorizing the filing of the application) and the post-approval stage (assuring citizen participation When considering subsequent amencirents to the Ccmrunity Developrrent Program and the Housing Assistance Plan. and provide for citizen participation in the planning, inplemen- tation and assessrrent of the Carmmity Development Program including the development of the Grantee Performance Report and the subnrlssion of views to the Area Office.) Citizen groups such as the Retired Senior Volunteer Progr~ and others will be approached to assist with the completion of necessary papers if the elderly or handicapped require such assistance to make application for housing rehabilitation. Aside fran the rrore formal methods described, the app I i cant wi 11 pursue an "open door 11 policy in being accessible to low and moderate income persons for discussions and questions, etc. I Low and moderate income people will be encouraged to participate in the completion of the plans mentioned, and in the preparation of media rmterial, either on a volunteer or paid basis. Citizens will also participate on the ~ COMMITTEE, a body charged with the resposibility of approving loans/grants. Technical Assistance will be provided for the development of proposals and statements of views of law and moderate income persons. The app Ii cant, the City of Bozeman. interprets its role as a facilitator in meeting the needs of low and rroderate income groups in coopliance wi th HUD requirenEnts and regulations and state and local statutes. Sect ion 5. Formal complaints will be addressed to the City~unty Planning Office, P.O. Box 640, Bozem.m, Montana 59715. COmplaints may be filed at any time, but those finding fault with the application, Environmental Review Record or amendments, must file complaints within the stated time periods of 15 days allotted under HUD regulations. All complaints will be sent to the City-County Planning Office for applicable staff to answer said complaint. The answer wi 11 be reviewed by the Chief Executive Officer before being mailed to the complainant. All complaints wi 11 be handled in a timely rrarmer. but not to exceed two weeks. The complainant can appeal to the Mayor of the City of Bozeman if he or she is not satisfied with the response to the complaint.
