HomeMy WebLinkAboutOctober 29, 2012 Minutes_Part3 Page 1 of 4 MINUTES OF THE SPECIAL MEETING OF THE CITY COMMISSION AND THE ASSOCIATED STUDENTS OF MONTANA STATE UNIVERSITY (ASMSU) BOZEMAN, MONTANA October 29, 2012 ********************** The Commission met in the Montana State University Bioscience Building, Room 138 on Monday, October 29, 2012. Present were Mayor Sean Becker, Commissioner Chris Mehl, Commissioner Cyndy Andrus, Commissioner Carson Taylor, City Manager Chris Kukulski, Assistant City Manager Chuck Winn, City Finance Director Anna Rosenberry, City Attorney Greg Sullivan, and City Clerk Stacy Ulmen along with members for ASMSU. *These minutes are not word for word and should be considered along with the audio recording. A. Call to Order City Commission – 6 p.m. – Montana State University, Bioscience Building, Room 138 (West side of 11th Avenue) Mayor Becker called the Meeting to order. B. Call to Order ASMSU Senate ASMSU called the meeting to order. C. Pledge of Allegiance and a Moment of Silence D. Changes to the Agenda Mayor Becker asked if there were any changes to the agenda. ASMSU President Kiah Abbey stated that she would like the following changes to be made to the agenda: 1. The title under Action Item 1, sub-bullet 1, changed from Neighborhood Ambassador Program to Good Neighbor Committee Proposal. 2. The title under Action Item 1, sub-bullet 3, changed from Increased lighting around campus to Lighting and Safety around campus. 3. The title under Action Item 1, sub-bullet 5, changed from Parking Garage location to Possibility of a Parking Garage. City Manager Chris Kukulski stated that the absence of Deputy Mayor Krauss will need to be authorized. 12 Minutes of the Special Meeting of the City Commission, October 29, 2012 Page 2 of 4 Authorize the absence of Deputy Mayor Krauss. Motion and Vote to approve the absence of Deputy Mayor Krauss. It was moved by Cr. Mehl, seconded by Cr. Taylor to approve the absence of Deputy Mayor Krauss. Those voting Aye being Crs. Mehl, Taylor, Andrus and Mayor Becker. Those voting No being none. The motion passed 4-0. E. Public Comment Mayor Becker opened general public comment. Clair Baker, Public Comment Ms. Baker spoke regarding the Good Neighbor program and that a new neighborhood association is in the process of being formed in her area. She spoke regarding traffic issues around 8th street. Michael Brewery, Public Comment Mr. Brewery spoke regarding his support of the ambassador program. He spoke regarding the issues with smoking and a parking garage. Elizabeth Keely, Public Comment Ms. Keely spoke regarding smoking and landlord /tenant issues. Cathy Powel, Public Comment Ms. Powel spoke regarding her efforts to educate students about recycling efforts and outreach efforts. Mayor Becker closed public comment. F. Action Items 1. Discussion with Associated Students of Montana State University Senate regarding: • Introductions. Each member of ASMSU and the City Commission and staff introduced themselves. • Possibility of a parking garage ASMSU is looking for input from the City and the possibility of building a parking garage. Mr. Kukulski spoke regarding the current parking garage. Discussion took place regarding safety, is there a demand for a parking garage, consideration of needs, student forms of transportation, a possible park and ride program, costs of parking permits, traffic studies and who will pay for them, residential parking, parking enforcement, the ability to be able to track student parking in neighborhoods, freshman permits and City support of Streamline. The Commission would like to be in the loop on the location but there is a need to have ASMSU at the table when discussing roads within the City. ASMSU was invited to attend the Parking Commission meetings. 13 Minutes of the Special Meeting of the City Commission, October 29, 2012 Page 3 of 4 • Good Neighbor Committee Proposal An informal committee has been put together with representatives from the University and the City. They have come up with some ideas and they would like to formalize a committee to move ahead with these ideas including education on City rules, mitigating neighbor problems and the need to create a large neighborhood entity, and the need to educate students and to educate neighbors along with recycling. The problems do not just fall on the shoulders of the students. The Commission spoke regarding doing more through the current Neighborhood associations. Discussion took place regarding alcohol use and quality of life issues. More discussion needs to take place in regards to this proposal with ASMSU and the Commission. • Effects of MSU Smoking Ban on surrounding neighborhoods MSU has adopted a tobacco ban. ASMSU has recognized that there are some difficulties with implementation and consequences. Discussion took place regarding implementation and enforcement, consequences, locations for smoking, the current implementation task force, chimney locations, the need to provide some alternatives, possible designated smoking areas, conversations at a state level, the need to look at this as a whole in regards to lifestyle, addressing hot spots for smoking and the possibility of increased signage, and the need to have more internal discussions related to this item. The Commission spoke regarding the area near Joe’s Parkway, the appreciation of MSU making a bold move to go tobacco free and possibly of designated areas. The Commission was reserved in putting up more signage. • Lighting and Safety around campus There is some concern of lighting issues around campus and some of the sororities around campus along with just some general safety concerns. ASMSU would like to discuss how to improve infrastructure of safety. Discussion took place regarding lighting districts and how they are paid for, interest in creating new districts, cost, creation and dark sky issues, possible joint funding, LED lighting and test pilot programs, the recently formed MSU safety advisory committee efforts, campus police efforts in coordination with the City Police Department, education components and the desire of the City police to come to the committee meetings. • Recycling and Sustainability Cooperation with the City of Bozeman MSU is looking at adding a new coordinator and are in the works of expanding the office which will run all of the recycling on campus. Discussion took place regarding current recycling at MSU, the possibility of an awareness push in conjunction with the City, a possible bike share program, glass recycling concerns, the lack of demand for the glass recycling product, joint efforts, the City’s current sustainability efforts, the City’s climate action support, streamline contributions and the idol free program and the location of bins around town. Discussion continued regarding joint efforts in helping push recycling on campus. The City is eager to get more customers for the existing program. G. FYI/Discussion 1. City offices will be closed Tuesday November 6th, 2012 for Election Day. H.
