MINUTES OF THE MEETING OF THE CITY COMMISSION BOZEMAN, MONTANA
October 22, 2012

The Commission met in the City Commission Room, City Hall at 121 North Rouse on Monday,
October 22, 2012. Present were Mayor Sean Becker, Commissioner Chris Mehl, Commissioner
Cyndy Andrus, Commissioner Carson Taylor, Assistant City Manager Chuck Winn, City
Finance Director Anna Rosenberry, City Attorney Greg Sullivan, and City Clerk Stacy Ulmen.

Mayor Becker called the meeting to order.

City Clerk Stacy Ulmen stated that there was a change to the Insurance requirements for Consent

Mr. Spencer from 1145 Mahar Street, thanked the Commission for approving the Proclamation
for Red Ribbon week.

The resident spoke regarding the Sundance area and Baxter traffic issues.

Mr. Gale spoke stated that he is the Tobacco Prevention Program Coordinator for the Bozeman
Public Schools. Mr. Gale invited the community to attend a presentation on drug trends in the
Community to be held at City Hall on Thursday, October 25th at 6:30 p.m.

Mr. Black of 3939 Baxter Lane spoke regarding the Sundance project. He has concerns of the
density of the project. He has a concern of traffic on Baxter.

Ms. Hoopes of 2241 Gallatin Green spoke regarding the Sundance project. Her concern is
density.

Mr. Buckingham spoke regarding the Sundance project. Her concern is the wetlands and opposes
the building and has concerns about the traffic.

Ms. Rohds of 2280 Lasso Lane spoke regarding her concern of traffic.

concern of the volume of high density.

Mr. Cochran gave the special presentation regarding Bozeman being designated as a Bicycle
Friendly Community.

Ms. Kramer began the staff presentation regarding the Tax Abatement for Historic Preservation
and Bozeman's Historic Preservation Program.

The Historic Preservation board and the Commission discussed recognition, the evaluation
process, tax credits, and incentives, streamlining the process, outreach programs, elimination of
the program, incentivizing preservation, the need to look at administrative streaming and board
involvement, and the need to make guidelines concrete at the beginning of the process.
1:39:07 Motion to suspend the Tax Abatement program as it exists by Resolution pending a
discussion of the historic preservation board which we consider efficient recognition and/or
incentive programs to recognize historic preservation projects throughout the City and
that once the Commission receives a recommendation that they Commission will consider
permanently eliminating the program and adopt their proposal
It was move by Cr. Taylor, seconded by Cr. Mehl to suspend the Tax Abatement program
as it exists by Resolution pending a discussion of the historic preservation board which we
consider efficient recognition and/or inventive programs to recognize historic preservation
projects throughout the City and that once the Commission receives a recommendation
that they Commission will consider permanently eliminating the program and adopt their
proposal.

The Commission discussed recognition.
1:47:32 Friendly Amendment to take out the part of suspending the program and add to
direct staff to return with an Ordinance.
Cr. Taylor posed a friendly amendment to take out the part of suspending the program and add to
direct staff to return with an Ordinance. Cr. Mehl, whom seconded the original motion agreed to
the change.
1:47:57 Vote on the Main Motion as Amended to direct staff to return with an ordinance to

The Commission and the Board discussed the role of the Board beyond just tax abatement, the
meaning of being a Certified Local Government, how the board is governed, policy direction and

The Commission noted that there were traffic problems in the area. There was not a majority of
members wanting reconsideration of this item put back on the agenda.

There were three thumbs up by the Commissioners to have a further discussion about RSLs and
the processes involved with these types of lots.
