Present were Mayor Sean Becker, Commissioner Chris Mehl, Commissioner Cyndy Andrus, Commissioner Carson Taylor, Assistant City Manager Chuck Winn, City Finance Director Anna Rosenberry, City Attorney Greg Sullivan, and City Clerk Stacy Ulmen. *These minutes are not word for word and should be considered along with the audio recording. 0:00:00 A. Call to Order – 6 p.m. – Commission Room, City Hall, 121 North Rouse Mayor Becker called the meeting to order. 0:00:00 B. Pledge of Allegiance and a Moment of Silence 0:00:00 C. Changes to the Agenda City Clerk Stacy Ulmen stated that there was a change to the Insurance requirements for Consent Item No. 5 0:00:38 D. Authorize Absence of Deputy Mayor Krauss 0:00:38 Motion and Vote to authorize the absence of Deputy Mayor Krauss. It was moved by Cr. Mehl, seconded by Cr. Authorize City Manager to sign a Professional Services Agreement for evaluation of "the Gallatin Rural Project" as administered by the City of Bozeman (McLane) 6. The motion passed 4-0. 0:03:58 Public Comment Mayor Becker opened general public comment. 0:04:13 Ken Spencer, Public Comment Mr. Spencer from 1145 Mahar Street, thanked the Commission for approving the Proclamation for Red Ribbon week. 0:05:08 Unable to hear name, Public Comment The resident spoke regarding the Sundance area and Baxter traffic issues. 0:06:58 Rick Gale, Public Comment Mr. Gale spoke stated that he is the Tobacco Prevention Program Coordinator for the Bozeman Public Schools. Mr. Gale invited the community to attend a presentation on drug trends in the Community to be held at City Hall on Thursday, October 25th at 6:30 p.m. 0:08:05 Christian Black, Public Comment Mr. Black of 3939 Baxter Lane spoke regarding the Sundance project. He has concerns of the density of the project. He has a concern of traffic on Baxter. 0:10:08 Janet Hoopes, Public Comment Ms. Hoopes of 2241 Gallatin Green spoke regarding the Sundance project. Her concern is density. 0:13:25 Debbie Buckingham, Public Comment Mr. Buckingham spoke regarding the Sundance project. Her concern is the wetlands and opposes the building and has concerns about the traffic. 0:14:20 Ms. Rohds, Public Comment Ms. Rohds of 2280 Lasso Lane spoke regarding her concern of traffic. 0:15:31 Matt Kimmer, Public Comment Mr. Kimmer of 3930 Baxter Lane spoke regarding his concern of the traffic, 0:17:45 Valentino ( inaudible last name) , Public Comment Valentino of 2259 Gallatin Green Boulevard spoke regarding her concern of traffic. 0:19:33 Ms. Morgan, Public Comment Ms. Morgan of 3988 Bosil Street in the Baxter Meadows Subdivision spoke regarding her concern of the volume of high density. 6 Minutes of the Bozeman City Commission, October 22, 2012 Page 4 of 8 0:22:08 Bob Waterman, Public Comment Mr. Waterman spoke regarding his concern of traffic. 0:24:36 Public Comment closed Mayor Becker closed public comment. 0:25:39 H. Special Presentation – Designation of Bozeman as a Bicycle Friendly Community (Bozeman Area Bicycle Advisory Board Members) 0:26:11 Bill Cochran, Chair of Board Mr. Cochran gave the special presentation regarding Bozeman being designated as a Bicycle Friendly Community. 0:32:51 I. Tax Abatement for Historic Preservation and Bozeman's Historic Preservation Program (Kramer) 0:33:14 Courtney Kramer, Historic Preservation Officer Ms. Kramer began the staff presentation regarding the Tax Abatement for Historic Preservation and Bozeman's Historic Preservation Program. 0:34:27 Historic Preservation Board meeting called to order. 0:34:36 Ms. Kramer Ms. Kramer continued with the staff presentation 0:40:47 Commission and Historic Preservation Board discussion The Historic Preservation board and the Commission discussed recognition, the evaluation process, tax credits, and incentives, streamlining the process, outreach programs, elimination of the program, incentivizing preservation, the need to look at administrative streaming and board involvement, and the need to make guidelines concrete at the beginning of the process. 1:39:07 Motion to suspend the Tax Abatement program as it exists by Resolution pending a discussion of the historic preservation board which we consider efficient recognition and/or incentive programs to recognize historic preservation projects throughout the City and that once the Commission receives a recommendation that they Commission will consider permanently eliminating the program and adopt their proposal It was move by Cr. Taylor, seconded by Cr. The motion passed 4-0. 1:42:39 Commission discussion The Commission discussed recognition. 1:47:32 Friendly Amendment to take out the part of suspending the program and add to direct staff to return with an Ordinance. The Commission and the Board discussed the role of the Board beyond just tax abatement, the meaning of being a Certified Local Government, how the board is governed, policy direction and the need to improve and strengthen communication between the board and the Commission. 3:01:00 2. Public Comment/Baxter Meadows/Sundance Apartments The Commission noted that there were traffic problems in the area. There was not a majority of members wanting reconsideration of this item put back on the agenda. 3:14:31 2. Restrictive Sized Lots There were three thumbs up by the Commissioners to have a further discussion about RSLs and the processes involved with these types of lots. 3:17:53 3.
