RECORDING STARTED LATE AT ITEM #4. 0:00:00—Chairperson Cook called the meeting to order at 7:30pm 0:00:00-Item #1—Approve June 14, 2012 meeting minutes: • changes requested o Page 3, Item#6, 1"Bullet—change the wording to "This phase was purchased out of the Baxter Meadows foreclosure. Linked Minutes of the Recreation and Park Advisory Board Meeting,July 12,2012 Motion: Boardmember Vandenbos motioned to approve the June 14, 2012 minutes as amended. Boardmember Dodge seconded the motion. The motion passed unanimously. 0:00:00- Item #2-Public Comment Period, limit 3 minutes per speaker: • No members of the public were present 0:00:00-Item #3-Announcements: • next meeting will include a major discussion on philosophy of the board • calls will be made to make sure all will be in attendance • it is requested that the new director and board member should be in attendance • possibly change the meeting date to August 16th 0:00:00- Item #4-Bozeman Creek Enhancement Plan-Gary Weiner. Motion & Vote: • Gary Weiner discussed: o the group that came up with the Bozeman Creel< Enhancement Plan consisted of about a dozen individuals from various organizations throughout the city including Boardmember Huber McGee and city staff o The Plan will give the city some direction for how to prioritize how time should be spent protecting and enhancing Bozeman Creel< o The Plan will go in front of the Commission on July 23rd to be adopted as city policy o worl<shops were held and the building of the Plan was strongly guided by the public, 93% of people strongly or support enhancing Bozeman Creek o the document is 15 pages long and consists of ■ maps of the creek ■ the planning effort ■ four goals and strategies for accomplishing the goals ■ a list of potential projects identified for future work o Asking to have the board support of the project as outlined in the Bozeman Creek Enhancement Plan Motion: Boardmember Huber-McGee motioned to approve the Park Guidance Document the Bozeman Creek Enhancement Plan and recommend that the Commissioners adopt it. Boardmember Thorsen seconded the motion. The motion passed unanimously. - - - --- - - - — . _ 2�— Linked Minutes of the Recreation and Park Advisory Board Meeting,July 12,2012 Copies of the document will be distributed with the draft minutes of this meeting. 0:13:53—Item #5—Update of Park Bond Issue—Sandy Dodge: . • On June 18 the Commission approved a motion to draft a bond referendum; they are currently working on the language and the final should be in front of the Commission on July 16 • the maintenance issue is still unknown, it is problem that needs to be addressed • Proponents of the bond have information available at www.bozemanparksandtrails.com • the Chronicle ran a poll and the public responded 62%to 38%in favor of the bond • Mayor Becker may still request a levy instead of a bond; the problem with the levy is that it would only bring in about$400,000 a year and the bond would have all the money available right away • Bozeman is behind in playing fields, in order to bring tournaments to Bozeman fields are needed • The Commission will discuss and vote on the bond on Monday, board members are encouraged to attend and be a presence there • there were discussions regarding maintenance, the language of the bond,fields needed and making sure the bond is clearly different than the Story Mansion 0:34:16—Item #6—Gallatin Valley Land Trust Update: • Gary Vodenhal provided the following information: o the Triple Tree Trail bridge has been replaced; the location was hard to get to so the crew had to haul the supplies in wheelbarrows and the bridge had to be carried down the trail to the location o they are still working on the Sundance Springs bridge, it has become a long drawn out project ■ there was a permit problem with FEMA requiring moving to a new location ■ waiting for a flood plan and building permit from the City ■ there will be a Memorial Railing ■ they hope to have the project completed by fall o they are close to completing the negotiations for the connector trail behind the mall, it should be done by this fall also o they are working with the hospital to close the deal for a single track trail east of the hospital;they are working with the City Legal Department to sign a lease for the land o they are working on a new gate for the Sourdough Canyon Trailhead, an Eagle Scouts final project is to put a bike rack at the trail head o the new trail maps have generated over$2000 o volunteer projects this week included pulling weeds at Burke Park and youth groups hauled gravel at Morning Star School o a contractor was hired to resurface trails around Bozeman including the East Gallatin,the Story Mill Trail,the Sourdough Trail and possibly the New Hyalite View Trail 0 3 new kiosks will be installed and others will be updated o the Snowfall and Triple Tree Trail will get Memorial Benches o there was some discussion regarding the City and GVLT working relationship and problems with contractors working near trails Linked Minutes of the Recreation and Park Advisory Board Meeting,July 12,2012 0:51:36—Item#7—Committee Reports: This item was discussed after Item#8 • Subdivision Review—Sandy Dodge o Baxter Meadows ■ Discussed the Knoll at Baxter Meadows ■ the southern half of the phase has been developed ■ The developer wants to change the plan on the north side which will change the plan for the trail. ■ because there are concerns with the changes the Subdivision Review Committee will meet next week to discuss the issues • the plans split the main trail into 2 smaller trails that ran behind the houses,the continuity was broken up and there will be privacy issues for the homeowners • there is a border ditch that has an incredible flow of water—it could be an incredible trout stream if they pull the banks back and add some meandering naturalness to the channel o the Subdivision Review Committee will not make any comments until they have an onsite meeting 0:48:36—Item #8—Update on Recreation &Aquatics Feasibility Study—Jamie Saitta/Dan McCarthy: This item was discussed before Item#7. • Assistant City Manager Chuck Winn has been running the project,the Recreation Superintendents have not been kept up to date • the study has been mailed out but the date it went out is unknown • there is a conference call scheduled for tomorrow so more information may be available at the next meeting • printed surveys would be able to be handed out,the random samples will be printed on a different color of paper • there will be a link on the city website 0:58:32—Item #9—Recreation Division Report—Jamie Saitta/Dan McCarthy: • See Superintendent Saitta attached handout • Superintendent McCarthy provided the following information: o Bogert Pool is up and running with the slide open 2 days a week;the broken part was replaced and staff is available ■ there are still seasonal positions available but no applications have been received ■ maintenance is still an issue;tiles are Liquid Nailed back into place and the boiler locks out every day ■ the 350 person limit has been hit 2 times this summer o the Swim Center has been having problems with dirty water,the water has been tested and is just turbidity from all the construction 4 Linked Minutes of the Recreation and Park Advisory Board Meeting,July 1Z,2012 1:04:37—Item#10—Parks Division Report—Thom White: See Superintendent Whites attached handout 1:05:50—Item #11—City Commissioner Perspective—Carson Taylor: • Commissioner Taylor was not present 1:06:02—Item#12—FYI: • Chairperson Cook will contact everyone regarding a date for the August meeting. 1:06:36—Item #13—Adiournment: • Adjourned at 8:42pm.
