SUBJECT: Appointments to the Bozeman Area Bicycle Advisory Board
MEETING DATE: October 22, 2012

RECOMMENDATION: I move to appoint [up to three applicants] to the Bozeman Area
Bicycle Advisory Board.
BACKGROUND: Four vacancies currently exist on BABAB. One has been ongoing for a non-
voting High School liaison and the other three vacancies came about due to recent resignations from members with new time constraints. Five new applications have been received. None of the
applicants qualify for the High School liaison position. The Bike Board discussed the applicants
that had applied by October 3rd and would like to forward a recommendation to the Commission
to appoint Brian Hughes and Petra Davis. They are in the process of contacting the other
applicants to determine the strengths they may be able to bring to the board and will pass on a recommendation prior to appointment for the third position.
The Bozeman Area Bicycle Advisory Board (BABAB) was created by the City Commission in
September 1990 (Resolution No. 2817). Its purpose is to recommend safe bicycle practices
throughout Bozeman in regard to enhanced bicycle circulation and design, community-wide bicycle
education and safety programs, and other matters relating to bicycling in the Bozeman area.
As amended by Ordinance 1594, Chapter 2.98 in April 2003, the board shall consist of up to nine members who will serve two year staggered terms. Each member may be reappointed without any limitation on the number of reappointments. Persons must be of legal age.
A majority of the board shall be residents of the city. Non-resident members of the board shall have
some interest in the city by virtue of working in the city, owning property in the city, or entering the city frequently for any lawful purpose. In addition, the members should be knowledgeable of bicycling and/or traffic safety in the Bozeman area.
This board has four vacancies (one for a High School student) and five new applicants. New Applicants: Kirk Ahlberg

Please explain your relevant qualifications, interests and experiences: I'm the President of the Gallatin
Valley Bicycle Club and advocate of all forms of cycling. I've commuted by bike both in Bozeman and in
Minneapolis for the past several years and get around town primarily by bicycle. I'm interested in
encouraging more Bozemanites to ride their bikes around town, especially for those shorter trips. I think
the bicycle is a fantastic way to experience Bozeman and envision a future of healthier residents, less
pollution, lower dependence on fossil fuels, and more economical transportation. Also, I believe that a
bicycle friendly city is great for small businesses, especially in a town like Bozeman with our terrific Main
St. corridor.

Please explain your relevant qualifications, interests and experiences: I enjoy both road and mountain
biking. I try to commute by bike whenever possible. I have been practicing law in Bozeman for 5 years.
Our firm has a contract with West Yellowstone to cover all municipal law issues, as well as, prosecution
of criminal misdemeanors. I think that this experience would make me a valuable addition to the Board
because I could offer insight into issues of liability or legality.

Please explain your relevant qualifications, interests and experiences: I have raced bicycles since I was
15 years old. I lived and raced in Rome, Italy for three years. I lived and raced in Amsterdam, the
Netherlands for three years. I had a bicycle industry import and distribution business in the Netherlands.
The Netherlands has one of the most bike friendly cultures of any country in the world. I ran a very
successful bike to work day, month and week program last year for the Bozeman Costco. I was very
much involved in the Bozeman bike to work week.

Cyclists Union during my time there. Member of the Board of Directors and Interim Membership
Director for 8 months. I have much experience advocating for improvements to the bicycle
infrastructure, as well as a great deal of experience explaining current projects and national statistics to
potential members. I have attended workshops with the Alliance for Biking and Walking and am excited
about the opportunity to get involved in Bozeman.

transportation for over 30 years, and firmly believe in educating those who chose to use it. My choice is
by bicycle, and would love to see those who do the same to have the knowledge to keep them safe. It
also helps to educate those who chose to drive on the rules cyclists and pedestrians follow so we all can
have a positive experience in our community

biking and pedestrian experience, I feel I can be of great help to the board While living in Missoula, I
spoke numerous times with Phil Smith (Program Manager of Bicycle, Pedestrian Program) and had an

excellent understanding of the laws pertaining to those who chose alternative transportation.

such a board here in Bozeman
