BACKGROUND: The vacant non-voting position was previously held by Paul Burns as the City of Bozeman Parking Manager. The TIF Board found it very insightful to have the Parking Manager on the board as parking is central to many of the TIF Board’s economic development efforts. Mr. Lee is currently the City of Bozeman Parking Manager. As the City Parking Manager, Mr. Lee oversees the daily operation and long-term maintenance of the Bridger Park Garage. Considering that downtown parking and the downtown TIF district are inextricably linked the TIF Board feels that appointing Mr. Lee would be mutually beneficial. The Downtown Tax Increment Finance (TIF) Board consists of 5 voting members and 2 non- voting members. Historically, newly appointed members have been designated as non-voting members to give them ample time to understand the purpose and function of the TIF board, the Urban Renewal Plan, and its associated projects. It would be anticipated that Mr. Lee would not at any point be appointed as a voting member due to potential conflicts of interest. Nonetheless his input and participation as a non-voting member would be valuable. EFFECTS: This action would fill one of the two vacant non-voting board seats. As a result of this action, the TIF Board would have just one remaining non-voting vacancy.
