THE INTER-NEIGHBORHOOD COUNCIL (INC) MEETING OF BOZEMAN, MONTANA
DRAFT MEETING MINUTES
Thursday, May 10,2012
Attending: Jennifer Rockne (SCAN) moderator, Charlotte Kress (NHVN), Gary Gullickson
(BPNA), Chris Nixon(NENA), Bob Wall (SENA), Allyson Bristor(Neighborhood
Coordinator), Lt. Mark Johnson(BPD)—Quorum met.
7:09 Jennifer convened the meeting
No quorum present.
No Public comment.
Park user fees—The City Commission directed the Parks Department to research the issue
of charging for facility usage.
Staff recommended that fee assessment be based on calculated assessment of cost above
and beyond normal maintenance fees. Fees will be a percentage of that assessment.
Youth Athletic—25% Adult Athletic—50% Festival/Market— 100%
There is no consideration for non-profits. There is a $500 minimum fee.
The Commission did adopt the staff recommendation. The fee change will be
implemented in 2013. Parks and Rec will review costs and fees annually.
Can groups provide work and in-kind substitutes for the fees?
Can they still do normal reservations for less than 75 adults?
7:30 Police Activity Report—Lt. Mark Johnson
Street sweeping going on now.
Parking officers will issue tickets if cars are not moved.
There has been an increase of garbage dumping in boulevards as students move out.
Remind people to remind renters to not do this.
Lt. Johnson distributed a sheet of contact info, including the CON (correctional offender
network) and Sexual or Violent Offender Registry.
A questionnaire is now available on Facebook The BPD will be taking comments until
mid-summer.
There is no planned increase in Animal Control.
The Code Enforcement officer position has been eliminated.
The BPD may need to remind people about the cell phone ordinance again.
Gary reminded Lt. Johnson about the upcoming Farmer's Market. The market starts the
first week of June. The BPD is planning to help with traffic. They could maybe use a bike
patrol.
Returned to review meeting minutes. It was suggested to record neighborhood
associations whose representatives are missing on the minutes.
Discussed the Bozeman Creek NA. Suggestd to research combining it with BPNA. Gary
can ask about this over the summer.
Chris moved to approve the minutes from the Apr. meeting. Gary seconded. The motion
passed unanimously.
7:50 Action Item—meetings during the summer
Discussed whether we would meet in June, July, and August (agenda indicated May,
June, July). Gary suggested maybing having an informational meeting in June and
August.
Suggested to form a subcommittee to discuss the coal train issue, schedule a special
meeting if necessary.
Gary Moved to skip the June through August meetings. Charlotte seconded. Jennifer
amended to specify that we could meet if necessary. Amended motion passed
unanimously.
We also discussed changing the meeting times. Bob moved to continue meeting at 7:00
on the second Thursday. Chris seconded. Motion passed unanimously.
We then discussed the coal train issue. Chris attended a Northern Plains Resource
Council meeting on Apr. 26. Points that were presented:
- The increase in particulate matter in the air and diesel fumes might cause attendant
health issues.
- John Vincent mentioned that we should be embracing renewable sources.
- A rancher mentioned issues at the source: problems with reclamation, water
contamination, no bonding for reclamation
The NPRC estimate on the number of trains per day was a potential increase to 65-80.
We discussed quiet zones —places where trains would not blow whistles when going
through town.
Coal originating in Wyoming provides no funding source for crossing improvements in
towns.
An Environmental Impact Study (EIS) is being conducted for port towns in Oregon.
Suggestion for affected towns to request an EIS for the entire route.
Jennifer asked whether INC as a group wanted to submit recommendations to the City
Commision. Allyson suggested the possibility of forming a subcommittee.
Montana RailLink has responded to suggestion of 80 more trains per day—they say they
couldn't possibly add that many more trains. Instead, they would add more cores to
trains, requiring longer sidings.
Gary mentioned restoring the derailment warning system.
Gary motioned to form a subcommittee. Bob seconded. The motion passed unanimously.
Gary and Chris volunteered. We should request people from the neighborhoods to
participate. Allyson will send out an email. The goal is to get the subcommittee
assembled in the next month.

Not much in new development applications.
Preservation Day coming soon. Allyson will send info.
It was suggested to invite Patrick L. from the Fire Department as a guest. He is the
Disaster Emergency Services Coordinator for the county.
The city does have a revers 911 system.
