REQUEST FOR PROPOSALS
FOR YEAR END EVALUATION
OF OVW FUNDED
RURAL PROJECT TO END
VIOLENCE AGAINST WOMEN
The City of Bozeman (City) is
seeking the services of a high-
ly qualified Consultant to con-
duct an evaluation of the "Rural
Project to End Violence
Against Women." The 'Rural
Project' is funded by a grant
from the Office on Violence
Against Women. The purpose
of the evaluation is to deter-
mine the effectiveness of first
year activities, review pro-
posed second and third -year
activities, and provide recom-
mendations for increasing
project effectiveness consis-
tent with stated goals and ob-
jectives. Consultant must have
at least five years experience
designing, implementing or
monitoring projects providing
service to victims of domestic
violence and sexual assault, in-
cluding stalking and dating vio-
lence. Experience must include
projects focused on historically
underserved populations.

The goals of the three -year
project are to:
Protect ALL victims from fur-
ther harm by dealing directly,
effectively and immediately
with every occurrence of sexu-
al assault, domestic violence,
dating violence and stalking
throughout Gallatin County.
• Expand capacities to identify,
assess and appropriately re-
spond to victims of sexual as-
sault, domestic violence, dat-
ing violence and stalking
throughout Gallatin County
while sustaining and enhancing
services currently provided to
ALL victims of violence against
women.
Scope of Services:
The Consultant selected for
this project will complete the
following tasks:
Review of all invoices and re-
quests for payment submitted
by sub - recipients or incurred
by the City of Bozeman paid
for with grant funds to deter-
mine consistency with project
goals and objectives, cate-
gories of allowable costs, con-
tracts and approved budgets.
Review of all project data to
determine effectiveness of
project in meeting goals and
objectives.
Review of project collabora-
tive efforts and how they sup-
port meeting goals and objec-
tives.
• Review of outreach training
and education efforts and how
they support meeting goals
and objectives.
Evaluation of the 'overall'
project approach and the ap-
proaches implemented by indi-
vidual participants in achieving
project goals and objectives.
Preparation of a 'corrective
action plan' addressing any in-
consistencies identified in earli-
er tasks.

1. Project Management Plan,
including a desctiption of meth-
ods and any requirements of
the City in order for the Consul-
tant to successfully fulfill the
Scope of Services.
2. Proposed general time
schedule, including start and
completion dates for each of
the items enumerated in the
above Scope of Services.
3. Designated Project Manager
and Principal Investigator (if
other than Project Manager) in-
cluding resumes (or c.v.'s) and
brief description(s) of their ex-
perience.
4. Statement of Qualifications
(not to exceed three, single -
spaced pages) specifically ad-
dressing the Consultant's quali-
fications for the specific
project.
5. At the discretion of the firm,
a company brochure.
6. A minimum of three (3) ref-
erences from customers re-
ceiving services within the past
12 months.
7. Signed Affirmation (see
page four of this document).
EVALUATION CRITERIA:
Respondents to the Request
for Proposals (RFPs) shall be
evaluated on specific criteria.
The contract will be awarded to
the most qualified Consultant
most responsive to the RFP;
contingent upon cost negotia-
tions within project budget.
Factors include:
• 50% - Has the experience,
education and ability to evalu-
ate federally- funded projects
responsive to domestic vio-
lence and sexual assault.
• 30% - Has the demonstrated
capacity to develop corrective
action plans and recommend
successful approaches for im-
proving delivery of services
victims of violence.
• 20% - Has direct experience
working with underserved pop-
ulations, such as the elderly.
SELECTION OF FINALISTS:
At the City's discretion, a se-
lection of finalists to be inter-
viewed may be made by a se-
lection committee representing
"Rural Project" participants,
otherwise, the selection will be
based on an evaluation of the
written responses to the RFPs.
All submitted proposals must
be complete and contain the
information required as stated
in the "Proposal Requirements"
section above.

ting under this Request for
Qualifications and Proposals
must sign and return the re-
quired affirmation found on
page 4 of 4 of this Request.
