MEETING DATE: September 10, 2012 AGENDA ITEM TYPE: Consent RECOMMENDATION: Motion and vote to ratify the City Manager’s signature on the Downtown Bozeman Streetscape Improvements – Change Order No. 1 through 5. BACKGROUND: Attached are copies of change orders number 1 through 5 for the above referenced project. One of the change orders is a credit while the other four are additions. A brief summary of each change order is as follows: • Change Order #1 [Increase $3,700]: Fill existing vaults (abandoned coal chutes into the basement of the Bozeman Hotel) along Rouse Avenue. • Change Order #2 [Decrease $925]: Changes in electrical wiring to street lights installed on Bozeman Ave. • Change Order #3 [Increase $1,525]: Over excavate and install geo-textile fabric in an area of soft soils on Bozeman Ave. • Change Order #4 [Increase $450]: Supply temporary lighting along Rouse Ave. • Change Order #5 [Increase $250]: Removal of (Ground Fault Interrupter) GFI boxes from Streetlights. A complete breakdown and description of the change orders are attached with this memo. These items are for ratification of the City Manager’s signature since all of the work associated with the changes is complete. Many times during the course of construction, change items occur while the work on a particular component is being completed. In order to avoid additional delays and the resulting cost associated with the delay, the contractor needs to be given direction on how to proceed right away. These items are then formalized into a change order after the fact. This is the more typical situation than the alternative where an item has a long lead time and a change order can be executed prior to the work being completed. Rather than execute a separate change for each item, we hold off until we have several to process and include them in one change as we have here. With these changes, the project will now be complete and on budget. 121 UNRESOLVED ISSUES: None ALTERNATIVES: As suggested by the City Commission. FISCAL EFFECTS: Overall these change orders increases the contract amount by $5,000.00 from $103,365.25 to $108,365.25. All of this project and the corresponding change orders has been funded with a grant from the U.S. Department of Housing and Urban Development (HUD). Attachments: Change Orders (with descriptions and correspondence), Resolution No 4394 Report compiled on: 8/21/12 122 COMMISSION RESOLUTION NO. 4394 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, APPROVING ALTERATION/MODIFICATION OF CONTRACT WITH KNIFE RIVER, OF BELGRADE, MONTANA. WHEREAS, the City Commission did, on the 26th day of March 2012, authorize award of the bid for the Downtown Streetscape Improvements project, to Knife River, Belgrade, Montana; and WHEREAS, Section 7-5-4308, Montana Code Annotated, provides that any such alterations or modifications of the specifications and/or plans of the contract be made by resolution; and WHEREAS, it has become necessary in the prosecution of the work to make alterations or modifications to the specifications and/or plans of the contract. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana, that the proposed modifications and/or alterations to the contract between the City of Bozeman, a municipal corporation, and, Knife River, as contained in Change Order No. 1 attached hereto, are hereby approved; and the City Manager is hereby authorized and directed to execute the contract change order for and on behalf of the City; and the City Clerk is authorized and directed to attest such signature.
