HomeMy WebLinkAboutAmendment No. 1 N 7th.pdf Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Dustin Johnson, Project Engineer Rick Hixson, City Engineer SUBJECT: Amendment No. 1 to Professional Services Agreement for North 7th Ave. Lighting Design and Construction MEETING DATE: August 27, 2012 AGENDA ITEM TYPE: Consent RECOMMENDATION: Approve and authorize City Manager to sign Amendment No. 1 to the Professional Services Agreement. BACKGROUND: On July 11, 2010 the Bozeman City Commission approved a professional services agreement with Morrison Maierle for the North 7th Avenue Lighting Design and Construction. This contract was for $115,861.86 and included provisions for preliminary design, final design, picture renderings of the proposed lights within the corridor, bidding, and construction management services for the project. Given the high visibility and impact of the proposed street lights along N. 7th Ave., the North Seventh Urban Renewal Board (NSURB) wanted to make sure the project was done right the first time. During the design process NSURB requested additional items that weren’t included in the original scope of services. These items included: a sample light to be installed to better envision what the lights would look like on N. 7th Ave ($5,500), additional research on the luminare arms ($1,000), a new luminare photo rendering ($650), and additional meetings with City staff and NSURB ($1,000). These modifications during the design process also impacted the review process with the Montana Department of Transportation (MDT) and required revised lighting calculations and additional coordination between Morrison Maierle and MDT. In addition, NSURB requested Morrison Maierle todraft public access easements for two properties having received Technical Assistance Grants (TAGs). All together the additional costs will not exceed $30,000, and has pushed the project back a few months. NSURB is satisfied with the final design and the project is currently out for bid, with the bid opening on September 11th, 2012. The goal is to have the project completed before this winter. 28 At their July 11th monthly meeting NSURB recommended approval of the proposed amendments to this professional services agreement. Engineering staff has reviewed the amendment and found it to be acceptable. FISCAL EFFECTS: The remainder of this contract including this amendment will be paid out of the NSURB Big Box Funds allocation until exhausted and then paid out of the N. 7th Urban Renewal District Fund. The NSURB FY2013 Work Plan and Budget set aside $534,349 for the lighting project in addition to $63,953 for engineering services, specifically. Based on preliminary engineering cost estimating for Phase 1 of the N. 7th Gateway and Lighting project, staff feels sufficient funds remain to accommodate this amendment. ALTERNATIVES: As suggested by the City Commission.
