BACKGROUND: Gallatin County has experienced very rapid growth in the past two decades. Much of the growth in unincorporated occurred within the “Triangle” area - the land between Bozeman, Belgrade, and the unincorporated community of Four Corners. The growth policies of Gallatin County, the City of Bozeman and the City of Belgrade explicitly call for coordination of land use, infrastructure, and public services between them. Gallatin County’s Growth Policy states that the County “is committed to developing and maintaining working inter-local agreements with the local communities within the County”; Bozeman’s Community Plan calls for the utilization of “inter-local agreements and similar mechanisms to establish formal coordination mechanisms so intent, scope, and functions are well defined to advance cooperation; Belgrade’s Growth Policy states that it will “continue to work with Gallatin County…and the Bozeman City Commission…on various regional issues common to each respective agency.” The Sonoran Institute has provided a grant of $20,000 to allow the three jurisdictions to hire a consultant to perform an analysis of the issues involved in inter-local coordination, and recommend a process for inter-local cooperation. The grant monies will be administered by Gallatin County. The attached interlocal agreement establishes the parameters for use of the grant monies and commits the staffs of the three jurisdictions to cooperate in the analysis of the Triangle area. UNRESOLVED ISSUES: None at this time. FISCAL EFFECTS: This ordinance does not have a direct expense to the City. The analysis of the Triangle Area will be paid for through grant funds from the Sonoran Institute. 22 ALTERNATIVES: The following alternatives are available to the Commission: • As recommended, authorize the City Manager to sign the Interlocal Agreement. • Decline to authorize the City Manager to sign the Interlocal Agreement. • Table the item and provide other direction to staff.
