Boardmember Dodge seconded the motion. The motion passed unanimously. 0:00:55— Item #3— Public Comment Period, limit 3 minutes per speaker: • No members of the public were present • Chairperson Cook explained the process of developing 4ee da and that changes can be made with a 48 hour notice o He also reiterated the importance of attendarr meetings WN 0:05:39—Item #4— Presentation of Park Bond A&L Kelly Pohl• • working with a steering committee of about 30 people from various interest groups around town, • funds can only be used for acquisitions of parks, trails, natural areas and preservation of creek corridors as well as capital improvements to make land more usable - no building or restrooms can be built with the funds • the Bond issue is going in front of the Cit mmission on June 11th, a majority vote will be needed to get on the November ball • key pieces to know are: • will allow the city to develop large areas of parkland above what is provided by contractors • will ress n in ommunity r new sports fields, parks, trail connections, et • funding would be by application with public review, audits would be done annually • board members are encouraged to attend meetings during the discussion process, agenda and email discussions can be forwarded to all interested board members o meetings are the fourth Tuesday of every month except this month will meet Monday May 2151 at the Library • discussed the difference between the aquatics center and parkland bonds, it was suggested that a comparison sheet be developed so people could better understand the difference • discussed maintenance issues— bond dollars cannot be used for maintenance • developing park and trail districts was briefly discussed Motion: Boardmember Dodge motioned to support the bond but let the Commission figure out the dollar amount. Boardmember Wade seconded the motion. • discussed how the land would be divided between athletic fields, trails, and parks—strict percentages were not advised. 2 Linked Minutes of the Recreation and Park Advisory Board Meeting,May 10,2012 • there is concern that once the money is available for purchases, land prices could increase and the amount of donated land could drop • the difference between maintenance requirements of open space verses athletic fields was discussed The motion passed unanimously. 0:41:41— Item #5—Gallatin Valley Land Trust Update: • appreciates the Parkland Grants that were awarded, are working on the projects now— close to finalizing permits • listed parks and projects that they have worked At Wroughout the year • requested that any trails maintenance or needs be forwarded to GVLT • June 2nd is National Trails Day—work will be done at the East Gallatin starting at 9am; a Wildflower Walk is that day also • Bike to Work Week is next week • the new trail maps are now availabralocal retai lers and are Neing for$2 each 0:46:14—Item #6—Committee Report • Subdivision Review—Sandy Dodge o Baxter Meadows • Phases 4B and G were reviewed • the area is 37 acres now owned by a bank that borders the regional park • discussed the possibilities of what could be built but no definite plans yet • there is a lot of parkland in the general area so the committee recommends Cash in Lieu in the amount f 2.9 acres of raw land value 0:55:20—Item #7—Update on Recreation &Aquatics Feasibility Study—Jamie Saitta: • the cards that were used at the public meetings were passed out so board members would see the information provided t the public • see Feasibility Study 0:58:50—Item #8— Recreation Division Report—Jamie Saitta: • see Recreation Division Report • discussed what the Board can do to help with the restructuring of the Leadership positions in the Recreation Department • Recreation Superintendents will be added to the next agenda, the Board requests that both Jamie Saitta and Dan McCarthy attend the next meeting—the proposal given to the City Manager will be provided to the Board 3 Linked Minutes of the Recreation and Park Advisory Board Meeting,May 10,2012 • Bogert slide was discussed— reasons for removal were provided as well as what could be done to remedy some of the issues. At this time it is unknown if the slide will be removed this year 1:17:47—Item #9— Parks Division Report—Thom White: • see Park Report May 2012 • a Parks Tour to view parks and sports complexes is tentatively scheduled for mid June and will start around 10 or 11am; board members will be notified when plans are complete • the Cemetery Memorial Garden Project and Tree Donation Program were explained 1:29:59—Item #10— Parks and Recreation Director's Report=Ron Dineman: • Bozeman Creek Project is close to see mRh final design • The Director position applications have a preferred deadline ate of May 13th, at the last update there were 20 applications received; hoping to have the new Director in place the end of June • The Story Mansion is no longer owned by t - hough the parkland is—an update of the park maintenance agreement was provided • The Lindley Center is getting a new deck hopefully the project will be finished this summer 1:33:25—Item #11— City om sioner Perspective—Carson Taylor: • Commissi0nerTaylor not pr. t 1:34:02—Item#12— FYI: • next week is Bike to Work eek • discussed the editorial about affordab ousing and the Chronicles opinion that the developers shouldn't have to supply parkland because they have to supply affordable housing 1:39:24—Item #17—Adeournmeffl • Adjourned at 8:42pm.
