Grand Fields) • Midget Football (Christie Fields) • AYSO Soccer (Bronken Park) • Blitz Soccer (Bronken Park) • BSF Ski Trails ( Cemetery land - west of Highland blvd.) • BMX- (Westlake Park) • YMCA Flag Football (Sports Complex) • Bogert Farmer's Market (Bogert Park) • Sweet Pea Festival (Lindley Park) • Lacrosse- (Lerner Park- HOA maintained) CONCEPT AND RATIONALE FOR USER FEES • The original intent and goal of user fees was to assess fees to help recover costs associated with the "above and beyond" maintenance required as a result of a group's activities. To the best of my knowledge, user fees initiated back in the 1980's. • The Park's division commits to an aggressive turf and maintenance program in these user areas. The goal is to provide user groups with the best venue possible, while also insuring the group direct impact does not adversely affect the public's enjoyment of the park as well. The reality is the commitment is year long, not just during the "season". (That is the additional mowing, aerating and fertilization related to your group being at a certain venue) • So the city has struggled for years with a consistent and reliable method in assessing user fees. We, as a city, are not exclusive to this club. Here in Montana, cities such as Billings, Missoula, Kalispell and Helena have been contacted and they too struggle with an equitable formula in assessing user fees. COSTS PER ACRE AND COSTS PER HOUR • Costs per acre:- based on labor, travel time, fixed costs (depreciation), fuel, and maintenance, parts and supplies. • Mowing- $40.00/acre -formal turf ($110/acre -undeveloped areas) • Core Aeration- $52.00/acre (one direction) • Fertilization- $12 1 .00/acre (1#N per acre= approx. 4 bags) • Herbicide- $63.85/acre • Overseeding- $460/acre or 1 /sq foot (125#/acre) • Costs per hour:- hourly rates applied to irrigation system maintenance, refuse collection and restroom maintenance. (Seasonal employee- factoring in labor, travel, fuel, fixed costs and R&M) • $15.00/hour How come you have to mow more???
