SUBJECT: Authorize Mayor Becker to sign Memorandum of Agreement between
City of Bozeman and the Montana Department of Transportation for the
Development of a Community Transportation Safety Plan

BACKGROUND: The Montana Department of Transportation has developed a program to
provide technical and financial assistance to communities for the development of a Community
Transportation Safety Plan that addresses the safety issues specific to their communities.
The development of a Community Transportation Safety Plan is a community-led planning effort
that brings together local safety partners to work together to address their safety issues. The
planning process includes analysis of crash data to identify safety issues and review of best
practices strategies to find solutions. The overall goal of the program is to reduce the number and
severity of serious and fatal crashes within our communities. Police Chief Price and Fire Chief
Megaard are supportive of this effort.
Shelby/Toole County has recently completed their Community Transportation Safety Plan and
Butte-Silver Bow and Hamilton have initiated the development of their Plans. Information on

Benefits. There is a benefit to the community and our safety partners by working together to
develop a Community Transportation Safety Plan. By collaborating, efforts, time and resources
can be pooled and safety issues can be more efficiently addressed. To be the most effective, areas
of safety concern should be addressed using the ā4E'sā of transportation safety: education,
enforcement, engineering, and emergency medical services.

MDT Support. MDT staff will provide technical and financial support in the development of a
Community Transportation Safety Plan. This support includes: safety planning expertise,
consultant services for the development of the plan, crash data analysis, and direct involvement
in the planning process. Funding for the development of a plan is 100% federally funded and
requires no local matching funds.
Local Commitment/Requirements
Safety Plan development is a community led effort. We are required to identify a Sponsor who
will be responsible for coordinating the development and implementation of the plan, identifying
safety partners, coordinating the community safety committee, scheduling meetings, ensuring
consistence with other local plans, and tracking and reporting implementation progress to MDT
annually. City Engineer Rick Hixson or another staff engineer will be the Sponsor of this
project.
FISCAL EFFECTS: Funding for the development of a plan is 100% federally funded and
requires no local matching funds. MTD will select and contract with a consultant to assist in the
development of the Plan. Staff from Public Works, Police and Fire will participate in the
development of the Plan and in public meetings.
