HomeMy WebLinkAboutAppointment to the Bozeman Area Bicycle Advisory Board Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Aimee Kissel, Deputy City Clerk / Advisory Board Coordinator Stacy Ulmen, City Clerk SUBJECT: Appointment to the Bozeman Area Bicycle Advisory Board MEETING DATE: June 4, 2012 MEETING TYPE: Action RECOMMENDATION: I move to appoint Mike Davis to the Bozeman Area Bicycle Advisory Board. BACKGROUND: At large member Bill Bartlett recently resigned and two new applicants have applied. Ms. Bunjes is a college student and applied for the student representative position. Mike Davis has applied for the vacant at large position. The following was submitted by Mr. Bartlett regarding his resignation: My term was to expire last December but I extended my service out of concern that the board might be under-experienced. I now observe a healthy, viable board functioning as well, if not better, than it has since I became a member. The new class of board members brings a level of energy, passion and commitment that are so satisfying and encouraging that I believe the high level of functioning of this board no longer needs my experience. Therefore, I am confident that my resignation will not be disadvantageous to the board’s mission. Another consideration in my resignation is the interest in the board shown by Mike Davis, who has now applied for acceptance to the board. His work with the Town of West Yellowstone as a prosecutor and his occasional work defending municipalities in civil suits qualify him in ways that are uniquely suited for the position. My service on the Bike Advisory Board has enlightened my citizenship and generated uplifting faith in our local government. I always appreciated my good fortune in living here; now I have even more reason to be proud of our community and its caretakers. Thank you all for the opportunity. I ask that my resignation be effective on May 31, 2012, and offer my personal recommendation that Mike Davis succeed me in that board position. The Bozeman Area Bicycle Advisory Board (BABAB) was created by the City Commission in September 1990 (Resolution No. 2817). Its purpose is to recommend safe bicycle practices throughout Bozeman in regard to enhanced bicycle circulation and design, community-wide bicycle education and safety programs, and other matters relating to bicycling in the Bozeman area. As amended by Ordinance 1594, Chapter 2.98 in April 2003, the board shall consist of up to nine members who will serve two year staggered terms. Each member may be reappointed without any limitation on the number of reappointments. Persons must be of legal age. 215 A majority of the board shall be residents of the city. Non-resident members of the board shall have some interest in the city by virtue of working in the city, owning property in the city, or entering the city frequently for any lawful purpose. In addition, the members should be knowledgeable of bicycling and/or traffic safety in the Bozeman area. This board has one vacancy and two new applicants. I am very aware of the needs of cyclists as it portrays to cycling safety and awareness. I am not fresh out of high school and have a fair amount more life under my belt than a typical undergrad. I try to commute by bike whenever possible. I have been practicing law in Bozeman for 5 years. Our firm has a contract with West Yellowstone to cover all municipal law issues, as well as, prosecution of criminal misdemeanors. I think that this experience would make me a valuable addition to the Board because I could offer insight into issues of liability or legality.
