Minutes
ACTION: Bob Lashaway moved to approve the November and December minutes as
presented with a revision noted to denote Vonda Laird as present rather
than absent at the November meeting.
Vonda Laird seconded the motion.
All voted in favor.
Financial Report
Chris presented the financial report. No revenues had been recorded, but Chris said he would
get the year to date figures from the City Finance Department for the February report. He
reported the following expenses: 3rd Qtr Management Fee $23,937.00; Furniture and Park
Maintenance $7835.50 for spider cable replacement and streetlamp maintenance; Phase 3
Streetscape Engineering $1078.50; Technical Assistance Grants $23,000.00; DBIP
Implementation $4005.00 for Gallatin Art Crossing and DURT renderings.
There were no questions from the board regarding finances.
Program Director's Report
DBA/DBP Hosted Events 2012:
Men's Night — February 9, 2012 from 5-10pm. The last of a 3-event series to cater to all our
amazing downtown customers! This night is dedicated to all the men looking for that perfect gift
for that special someone for Valentine's Day.
Winter Crazy Days — Friday, March 2 through Sunday, March 4 from 10am to 6pm.
Starting at 10am on Friday, Over 200 merchants offer unbelievable end-of-winter sales!
Bridal Walk — Saturday, April 14th, 2012 from 11am to 3pm in Downtown Bozeman. Every
year on the second Saturday in April from 1 lam to 3pm, brides and their entourage are invited
to roam the streets of downtown and take advantage of the numerous businesses that can offer
you all of your wedding needs! Same-Day registration at the Baxter Hotel at 105 West Main
Street.
Bobcat Fest on Main — Friday, April 27th from 5-8pm, 2012. Downtown, local businesses and
MSU organizations invite all MSU students and faculty and the Bozeman community on Main
Street in Downtown Bozeman.
Downtown Bozeman Partnership Annual Breakfast— Thursday, May 10th at 7:30am at the
Baxter Hotel Ballroom. A complimentary breakfast open to all our Downtown supporters and
members. Updates on all DBP annual events and programs. Presentation of the Downtown
Bozeman Annual Awards and a Keynote Presentation TBA.
Art Walks — 2nd Fridays, June-September from 6-8pm in Downtown Bozeman. 2012 dates
are: June 8, July 13, August 10 and Sept. 14. Art Walks occur on the second Friday of the
month June through September from 6 to 8PM at art galleries and businesses displaying
artwork located along Main Street and at the Emerson Center for Arts and Culture.
Music on Main — Every Thursday night for 8 nights from July 5 through August 23, 2012
from 6:30pm to 8:30pm between Black and Rouse Avenues on Main Street in Downtown
Bozeman. Every Thursday evening in July and August for 8 weeks, enjoy live music, food and
fun in Downtown Bozeman. Bring the kids from 6:30 PM to 7:30 PM for planned activities games
with the Children's Museum, Montana Outdoor Science School, Haven and other great
organizations.
Crazy Days — Friday, July 20 through Sunday, July 22, 2012 from 10am to 6pm. It's the
biggest, the best and the original. It's the Downtown Crazy Days on the 3rd weekend in July.
Over 200 Downtown merchants take to the sidewalks with unbelievable sales on spring and
summer merchandise.
"Cruisin" on Main" Annual Car Show — Sunday, August 19, 2012 from 9AM to 3PM on
Main Street in Downtown Bozeman between Willson and Rouse Avenues. Same Day
registration begins at 8am at the intersection of Black and Main in front of US Bank.
MSU Community Cat Walk — Friday, August 24th from 11am to 1 pm on Main Street. Join
us for the Montana State University Cat Walk on Friday, Aug. 24 from 11 a.m. to 1 p.m. MSU
President Waded Cruzado, Champ, the MSU Spirit of the West Marching Band and other MSU
representatives and community members will make their way down Main Street.
Chamber/DBP/Prospera "After Hours" — Thursday, August 30th, 2012 at the Emerson
Ballroom from 5:30 to 7:30pm. Our biggest economic organizations in the Gallatin Valley
team up to bring you a gathering of business owners and professionals for an evening of
networking and chatting with your neighbors and fellow professionals. Visit

MSU/Downtown Homecoming Pep Rally — Friday, September 21St 2012 at 5:30pm. Help
the Community get pumped for the big game! Free food, drinks, Bobcat gear and prize raffles!
MSU Parent's Weekend Downtown Discovery — Friday, October 12th through Sunday,
October 14th, 2012. During MSU Parent's Weekend, we invite all MSU parents and students to
enjoy an activity that helps parents and students get associated with our beautiful downtown
area and community businesses!
Downtown Trick or Treating — Wednesday, October 31St, 2012 from 3-6pm on Main Street
in Downtown Bozeman. A safe way to enjoy traditional trick or treating in beautiful Downtown
Bozeman. Over 100 businesses welcome kids and families with candy and Halloween
decorations!
Ladies Night — Thursday, November 15, 2012 from 5-10pm. The first of a 3-event series
during the winter months to invite our amazing downtown customers for a night of late-night
shopping drinks and dining!
Cat/Griz Downtown MSU Pep Rally — Thursday, November 15, 2012 at 5:30pm. Help the
team get pumped for the big game versus the U of M Grizzlies!! Free food, drinks, Bobcat gear
and amazing raffle prizes!
Small Business Saturday — Saturday, November 24th, 2012. The 2nd annual Small Business
Saturday is a day dedicated to supporting small businesses on one of the busiest shopping
weekend of the year.
Christmas Stroll - Saturday, December 1St, 2012 from 4:30-7:30pm. Be a part of Downtown
Bozeman's greatest holiday tradition...the Christmas Stroll. Always on the first Saturday in
December, come downtown to officially kick-off the Holiday Season!
Date Night — December 13 OR 20, 2012 from 5-10pm. The 2nd of our 3-event series brings
you a whole night dedicated to having a night out with your significant other or friends for a fun,
stress-free evening of dining and holiday shopping in Downtown Bozeman!
Executive Director's Report
Technical Assistance Program Update
As you can see from the chart below, nine Planning Grants or Fagade Grants have been
awarded so far this year. The total committed funds for these projects total $59,700 of the
$125,000 budget. Keep in mind that the committed grant amounts are only tentative since the
actual reimbursement amount will be determined as a one to one match upon completion of the
grant work.

Bridger Parking Garage Update
I wanted to provide some data regarding the usage trends at the parking garage. The garage
continues to see increase usage. The table below documents a 19-25% rise in parking activity.

DURT (Downtown Urban Route Transformation) Project
I presented the DURT renderings to the following COB staff: John Vandelinder-Streets; Rick
Hixson-Engineering; Chris Saunders-Planning; Paul Burns-Parking; Cyndy Andrus-CC; Sean
Becker-CC. The idea of implementing a complete streetscape and bike lanes was very well
received. The parking pocket idea got a lukewarm response. Streets and Engineering indicated
they have budgeted to mill/pave/mark Mendenhall in the next 2 or 3 years and therefore could
incorporate the new lane configuration.
Discussion and Decision Items
Technical Assistance Grant
Chris asked for the Board's guidance regarding a possible grant for a downtown hotel
development in which the exact location of the project would not be known. He acknowledged
that the grant program and application require the project location to be identified. He received
an inquiry about a hotel development that needed to perform site analysis and was interested in
a Technical Assistance Grant to partially fund such analysis.
Bill Stoddart asked if Chris knew what sites the developer was considering and if so are they all
located downtown. Chris said he had several discussions that centered around three downtown
sites and he was certain that they were not considering any locations elsewhere. Chris indicated
that all the information he had established that the developer was interested in building a
downtown hotel.
Bob Lashaway said he would support approving an application for site analysis for a downtown
hotel as long as there would be assurances in writing that the scope of the grant work was
exclusive to TIF District.
Vonda Laird agreed and asked that Chris require a variation of the "Letter of Acknowledgement"
that stipulated all analysis must be done on downtown locations.
ACTION: Vonda Laird moved to approve a hotel site analysis grant application if
accompanied by a signed letter of acknowledgement that all grant work
would be conducted within the Downtown TIF District.
Bill Stoddart seconded the motion.
All voted in favor.
Bozeman Creek Park(ing) Project
Chris presented the draft renderings for the Downtown Bozeman Creek Park(ing) Project. Chris
reviewed the initial site analysis and conceptual improvement renderings as prepared by the
team of consultants led by Intrinsik Architecture.
The first rendering demonstrated reconfiguring the current parking lot so as to meet City of
Bozeman code in regards to required driving lane widths and backup distances. Bringing the lot
up to code would result in a reduction of overall parking spaces. Chris noted that the Parking
Commission has discussed many times the need to reconfigure all downtown's public parking
lots to City standards.
The next series of renderings depicted a variety of options for enhancing the creek, creating
greenspace and maximizing the parking capacity.
Vonda Laird asked how many of the six alternatives would be included in the final report. Chris
said that the consulting team was going to use feedback from several preliminary presentations
to focus on three or four alternatives to be presented to the public in February. Chris said draft
presentations were being given to the Parking Commission, Downtown TIF, and Downtown BID
boards.
Chris informed the Board that the public presentation would be in late February or early March
depending on scheduling the venue.
Hotel Incentive Program Release
Chris reminded the Board that the City Commission would be once again considering the
Carnegie Lot Downtown Hotel RFP on Monday, January 23rd. He updated the Board that he
would be releasing the Hotel Incentive Program at a time so as not create the false impression
that the Program was somehow linked to the RFP.
Bob Lashaway agreed that it is important to stress that the Hotel Incentive Program has been in
development for over a year and therefore predates the decision to offer the Carnegie Lot for a
hotel project. The rest of the board agreed.
With no further new or old business to discuss, Vonda adjourned the meeting.
