HomeMy WebLinkAbout04-05-12 North Seventh Urban Renewal Board Meeting Minutes In APPROVED minutes from April 5, 2012 board meeting voted on approved during May 3, 2012 board meeting URBAN RENEWAL BOARD held at the Stiff Building, upper conference room TO DO List: Everyone attend May 3 board meeting Attendance: Bill Fogarty, Kevin Cook, Scott Hedglin, Susan Fraser, Keri Thorpe, Dustin Johnson, Andrew Cetraro Call to Order -Andrew called to order at 4:34pm. Public Comment - none. Meeting Minutes Andrew made the motion to approve March 1 meeting minutes; Susan seconded the motion. All in favor. Welcome newest board member, Bill Fogarty Bill gave a brief autobiography. N7Rehab applications and presentations Brett Potter gave project updates - • Martin with HRDC joined to say old Frontier Pies location now feeding people. He has a meeting with the motel board in June. HRDC will be coming back with a N7Rehab facade improvement application. • Andrew asked for Brett's opinion on his meeting with Tim McHarg and how to move forward on the Cats Paw application. Keri suggested separate projects of flat work and facade work if Tom still interested in TAG. Brett said he and Tim are on the same page - this is not a bartering program. Brett went onto say he will not be submitting more Technical Assistance Grant applications if sign problems don't already have a strategy in place. • New project as FYI - Randy Harrington joined to show the proposed hopes for the old bank site on the northeast corner of 7th @ Peach (Attachment A). He was just visiting to let NSURB know of his interest in the grant programs. Keri noted demolition might be a possibility for grants but she would need a written report as to what is blighted at this site. Discussion. A drive-thru for the pharmacy is Randy's major concern and draw to this site. He wants to stay on North 7th. Board told Randy was so glad to see this project. Lighting project update Kevin handed out monthly report (Attachment B). Has been working with Dustin and they suggest reconfiguring this project to cover I-90 ramps to Juniper (Darigold) because easements aren't firm but board want to get something done this season. $450K for project - does not include 10 poles for MDT - MDT poles will be separate line item on bid RFP, etc. Kevin also brought up painting of existing signals, etc, as a large cost - $40K-50K to paint Oak intersection. Kevin said could bid this out separately just to find true costs Page 1 of 9 of p in xisting poles. Kevin Cook liked his suggestion - we can paint those later ou d take $40K-$50K off of bid, page 2 of monthly report. Discussion. URBAN RENEWAL BOARD Looking for cheaper light fixture. Kevin will ask Chad to look into current plans but cheaper fixture if available. Sample light location - discussion with new plan boundaries of Juniper and I-90. Maybe at Lube Alley/Comfort Inn or at Scrubbys so can actually hook into power. Kevin will work with Dustin and Keri and make site selection. Professional Services Agreement for $9.5K (Attachment C). Kevin updated on MDT requirements. Kevin Cook made a motion to approve directing staff to negotiate a Professional Services Agreement amendment with Morrison-Maierle for services outlined in Attachment C, not to exceed $16,000. Scott seconded the motion - all in favor. Dustin will submit to the city commission for approval. SILD update Keri said scope now set from I-op to Juniper so special lighting district work can move faster. Still a 60-day process. Kevin will try to find cheaper light info and get to board in next 10 days. FY13 budget discussion Keri handed out an expenditure sheet (Attachment D). She noted we have not yet received confirmation that there will be no return of TIF dollars necessary - Anna R to inalize. Keri asked about FY13 budget. Susan made the motion to direct staff to use breakdown of numbers to put together a draft of FY13 budget document and annual report. Kevin seconded. All in favor. Keri noted budget must be a discussion AND action item on NSURB's May agenda as due to the city clerk by May 31 for June 11 commission meeting. Signature criteria, etc, district zoning Keri had a handout (see Attachment E) of brainstorming ideas. Planning office has looked at their increased work load and won't be able to get done as soon as the board wants. Might hire consultant was suggested. Discussion. Andrew would like to pursue RFP for consultant. Keri will get some bullets together. FYI Adjournment Andrew adjourned the meeting at 6:O1pm. CREATE A SEPARATE SIGN DISTRICT FOR N.7TH AVENUE to facilitate implementation of the Design objectives within the District Plan.The goals of this N.711,sign district shall be to a. Minimize visual clutter'along tlae Corridor b, Provide signage that indicates areas of interest such as the University,the Museum ofthe Rockies and Downtown, 2. N.711,Sign District standards should also IMPLEMENT THE OVERALL CORRIDOR GOALS OF THE DISTRICT PLAN(Goals Italicized): a. Develop the corridor as a focus for commercial and entertainment activities that serve residents and visitors alike.As such the District Standards should encourage such businesses by allowing manually changeable reader boards to announce events for movie theatres, playhouses,theatres,and restaurants and bars with changing entertainment.So not to conflict with the goal to"minimize visual clutter"the reader boards permitted shall be manually changed only,conform to the design,material and freestanding sign standards set forth in this Division, b, Strengthen the corridor as o neighborhood service center.New development along the corridor should be°double fronted,relating to the neighborhoods as well as the Avenue. Provide signage guidelines and/or additional signage allowances for double frontage lots in the District c. Provide a distinct identity for the corridor which expresses itself as a vibrant center of unique activities in a livable walkable setting.WAYFINDING SYSTEM shall be considered for the District as it matures.This may require working with property owners to find suitable locations on private property.Coordinating the wayfinding system with the Streamline bus stops would be ideal in addition to focusing on Gateway and Key intersections called out in the District Plan.Wayfinding system shall also strengthen connections between complementary uses-fairgrounds,high school,MSU,Downtown and future parks and open space, 3. NEW SIGNS in the N.711,Avenue Sign District are required to comply with the Design Objectives Plan and,if requested,meet the District Specific Standards for 20%signage area bonus.Those properties demonstrating superior quality signs that add visual interest to the District may request a 20%bonus to their allowed square footage.This shall be processed administratively;however, the Planning Director may request input from the Design Review Board.At a minimum,the signage shall meet the standards of the Bozeman Design Objectives Plan and shall meet the following criteria: a, Comprehensive sign plan provided It. Naas frorchise in appearance(This is not meant to discourage use of franchise logos but rather encourage the use of franchise logo in a way that is unique to l3ozema17). e. Wall signage that is comprised ofinternally[itchannelized letters and symbols,including neon;OR,wall signage that is externally illuminated d. Uses a symbol or unique shope for the sign. e. Sigrr is incorporated into landscaped area. Reader boards are discouraged unless proposed for a business which hosts events and/or scheduled entertoinrnent:movie theaters,playhouses,theaters and restaurants/Gars with stages for live entertahunent(see below).Reader boards shall be allowed in addition to freestanding signage but shall be attached and subordinate(smaller size,located beneath)to the free standing sign. Consider a special designation for certain nonconforming signs in the District as"a sign that is a positive contributing element to the N.711,Avenue Urban Renewal District to be retained and preserved." What? Based on the following criteria: 1. The sign is unique because there are few,or no others similarto it in the community due to exemplary graphic,sculptural,or architectural design 2. The sign was not mass designed or produced(this,generally,excludes signs rectangular in shape and internally illuminated) 3. The sign,regardless of age,is easily identified with a specific historical and/or cultural era(such as art deco,auto-oriented commercialism of the post-war era;or,integrally identified with an historically or culturally important building 4. The sign exhibits a unique character which substantially contributes to,rather than dominates,the N.711,Avenue Urban Renewal District or area in which is located as may neon,turn-of-the-century painted brick,or"pop culture"sculptural elements Who? The designation would be made by the City Commission. The N.711,Avenue Urban Renewal Board would make recommendations for such designations to the City Commission. w? Application for this N.711,Avenue designation would be made by the property owner to the Bozeman Planning Department as a request for Conditional Use Permit. Special conditions could be applied by the City Commission in conjunction with approval of the designation. The conditions would be confined to matters related to the sign including,but not limited to,the amount,if any,the designated sign shall count towards the sigoage allowance for the property. In processing the application,the Planning Director may request input from the Bozeman historic Preservation Board and/or the Design Review Board. Page 9 of 9
