Consent Authorize Payment of Accounts Payable Claims (LaMeres) Authorize City Manager to sign Montana Department of Transportation and City of Bozeman Signal Agreement for a five year period (Arkell) Accept the Building Division Monthly Report for March, 2012 (Risk) Appoint Commissioners Taylor and Andrus to review Depository Bonds and Pledged Securities as of March 31, 2012 (Clark) Approve Justice Assistance Grant Application to the Bureau of Justice in the amount of $15,498 and authorize City Manager to sign the Memorandum of Agreement with Gallatin County allocating use of those funds (Price) Approve Resolution No. 4375, Setting Fees for the Bozeman City Hall Community Gardens (Bristor) Approve Mayoral Proclamation for Loyalty Day on May 1st, 2012 (Kissel) Finally Adopt Ordinance No. 1821, authorizing the City Manager to sign a purchase and sale agreement transferring ownership of the Story Mansion property to Exergy Friends of the Story Mansion, authorizing the granting of a pedestrian easement across Story Park, authorizing placement of restrictive covenants on the Story Park, and authorizing the signing of reciprocal Rights of First Offer (Sullivan) Consider the motion: I move to approve Consent items E. 1-8 as submitted. Public Comment - Please state your name and address in an audible tone of voice for the record. This is the time for individuals to comment on matters falling within the purview of the Bozeman City Commission. There will also be an opportunity in conjunction with each agenda item for comments pertaining to that item. Please limit your comments to three minutes. Mayoral Proclamation – Loyalty Day, May 1, 2012 Special Presentation – Mandeville Parcels Land Planning Project (Wayne Freeman, CTA Architects Engineers) Action Items Presentation on Fluoridation of Bozeman’s Drinking Water (Gallatin City-County Health Officer Matt Kelly) (10 minutes) and Possible Decision to Repeal Resolution 741 (July 1, 1953) to Stop Fluoridation of Bozeman’s Water* (Arkell) *NOTE: The Commission is not required to take any action regarding this item RECOMMENDATION:  Hear presentations and public comment.  Consider the following two options: If the Commission desires to continue fluoridation, we recommend the Commission take no formal action.  Resolution No. 741, Providing for the Introduction of Fluoride into the Drinking Water Supply System of the City of Bozeman will remain in effect. OR If the Commission desires to end the practice of fluoridation, we recommend the Commission do so by motion and vote at this meeting the result of which will be for the staff to immediately cease the practice of fluoridation. To formalize that motion and vote, because the practice of fluoridation was begun by resolution we will then bring back to you on a future consent agenda a resolution formally repealing Resolution 741. FYI/Discussion 1. The Commission does not meet the fifth Monday of the month. Therefore, the Commission will not meet Monday, April 30th.
