SUBJECT: Award of bid to Bechtle Architects, Inc., for the 2012 Facilities Condition
Inventory for City owned buildings.

RECOMMENDATION: Authorize the City Manager to sign the award of bid to Bechtle
Architects, Inc., for the 2012 Facilities Condition Inventory for City owned buildings. The base
bid, is for $14,085.00.
BACKGROUND: The Facilities Condition Inventory (FCI) is a method of assessing the
current condition of city buildings and documenting the items that need attention or that need to
be monitored. Each building is visited with an assessment team made up of an architect,
mechanical, electrical, and plumbing person, a building inspector and the facilities staff. Twelve
components including: foundations, building envelopes, floor systems, roof systems, finishes,
building components, HVAC systems, plumbing systems, electrical systems, elevators, safety
systems, and site issues; are reviewed for each building.
Each item is assigned a value and such deficiency categories such as: safety, damage,
codes/standards, environmental improvements, energy conservation, aesthetics, and accessibility;
are documented.
This assessment will be based on the FCI that was completed in 2008. We will document what
has been done, current conditions, and any new items that are identified as potential problems.
Because of the success we have had with this approach we will be adding additional city
buildings this year. Added buildings include the Lindley Center, Beall Park, City Hall, Fire
Station #3, Bogert Pool House, Cemetery Office, Vehicle Maintenance Building.

One other item that will be assessed in this inventory are any Americans With Disability Act
(ADA), accessibility concerns. New regulations took effect on March 15, 2012. Information
from this assessment will be used to update the City’s ADA Transition Plan. This plan identifies
the priorities and schedule for bringing our existing facilities up to the new standards.
Information from the inventory is used to plan for long-term facility repairs in order to avoid
problems associated with deferred maintenance.
FISCAL EFFECTS: The professional services needed for the FCI work was advertised as a
Request For Proposals. Eleven responses were received and this contract was negotiated with
the highest ranked bidder. The money for the professional services needed for the FCI
assessment work is listed in the Facilities Capital Improvement Budget for the current fiscal
year.
There are some optional services listed at $4,970.00. This work is for some follow up
documentation of building floor plans and for estimating some of the cost estimates for needed
repairs. These services will be negotiated at the end of the initial inventory based on the items
that are identified as needing more attention following the initial inventory work. These services
will be paid for from the Facilities budget and with some of the budged ADA improvement
money in the current budget.
