Boardmember VandenBos seconded the motion. The motion passed unanimously. 0:00:37— Item #3 -- Public Comment Period, limit 3 minutes per speaker: 0:00:45—MarV VantNull—past board member: • Is in favor of the bond issue for the 10 to 15 million dollar open space bond reported in the Chronicle • She has the Greater Bozeman Area Transportation update for 2008 and the Comprehensive Park Plan for the County available to board members if they would like more information • Would like to see the safe trail between Belgrade and Bozeman to be part of the plans for the bond money 0:04:50—Item #4— Introduction of New Board Member— David Cook: • Steve Roderick introduced himself o First came to Bozeman in 1977 o Has a degree in both Business Marketing and Recreation o Has been involved in recreational activities most of his life as a coach, program planning and developing fields 0:07:30— Item #5 — Board Committees Member Selection for 2012— David Cook: • Subdivision Review • Boardmembers Henning, Nelson, VandenBos and Dodge are currently on this committee • New subdivisions dedicate parkland that is generally maintained by the subdivision, it is the job of the Subdivision Review committee to help developers plan their parkland • Meets Friday mornings at 10am when there is a subdivision submitted, if there are no subdivisions no meeting is held • Boardmember Thorsen volunteered to join this committee • If any more board members want to join this committee there would be a quorum of board members so the meeting would need to be noticed and minutes taken • Parr Improvement Grants • Chairperson Cook and Superintendent White are currently on this committee • Grant applications will be copied and distributed with an evaluation tool to committee member. The committee will evaluate the applications and advise the Commission on which applicants should be awarded funding for their project • Will meet once after the deadline but before the next Board meeting, award notices will go out as soon as possible to the projects can be completed this year • Boardmembers Wade and Henning volunteered to join this committee i � Linked Minutes of the Recreation and Park Advisory Board Meeting,March 8,2012 • Activities • Boardmembers Dodge and Wade are on this committee • This committee maintains the infobozeman.com website which connects citizens to the sports teams and recreational activities in the area. All groups listed on the website are contacted and their information is verified, updates are done two to three times a week • No additional members are being recruited at this time, all board members are encouraged to view the website and forward any missing or outdated information to the committee • Recreation & Aquatics • This is a new committee formed to work with the Recreation and Aquatics personnel to learn what it takes to run a recreation program and what it takes to keep the swimming pools operational. • Looking for help with: • Creating online surveys • Volunteer to help at stations for the kids triathlon • Assist with any controversies that may arise • Boardmembers Zickovich, Roderick, Huber McGee and Thorsen volunteered to join this committee • Committee members will be notified when the first meeting is scheduled • User Fees o This is a new committee formed to provide input on fees charged for groups that use the parks for their events. Recovering the costs associated with their event will be the main factor in the fees being charged o Chairperson Cook and Boardmembers Wade and Roderick volunteer for this committee o There will be one meeting before April, Committee members will be notified when it is scheduled 0:26:17—Item #6— Members will be added to the following committees in the future if needed: • Cash in lieu o Chairperson Cook and Boardmembers Dodge and Huber McGee will meet if needed • Election o Committee members will be appointed the month before the new election • Parkland Dedication o This only meets to work on dedicating parkland, no members are needed at this time 0:27:50— Item #7—Committee Reports: • Subdivision Review—Sandy Dodge o No subdivisions were submitted this month 0:29:27—Item #8— Update on Future Parks Bond Issue--Sandy Dodge: • There was a meeting February 22, 2012 of stakeholders to review results of the survey regarding passing a bond to acquire land for parks and trails in Bozeman • There is considerable support for a 10 to 15 million dollar bond so they are moving ahead with trying to get the bond on the November ballot. Linked Minutes of the Recreation and Park Advisory Board Meeting,March 8,2012 • If the measure passes there will be an organization put into place to decide how to spend the money and this board will be able to voice their opinion • The City Commission would need to give their approval by June. The Commission is aware that this bond as well as several others will be coming before them to get on the November ballot • A copy of the survey can be seen by contacting Kelly Pohl with GVLT 0:40:19— Item #9— Discussion of Ethics Training—David Cook: • An email was sent out letting every board member know that Ethics Training is coming up, this training is a requirement to stay on the board • This year the training consists of a 90 minute presentation. This board will attend the presentation on April 12"' which is the next scheduled board meeting date; after the presentation there will be a short board meeting in another room at City Hall. 0:47:45— Item #_10-Gallatin Valley Land Trust Update: • Gary Vodenhal provided the following information • GVLT is very supportive of the open space bond issue, Kelly Pohl is the lead person in that effort • Working on a permanent trail on the Triple Tree Trail, the trail will be re-routed and a new bridge will be built this summer or fall • Working on plans and fund raising to replace a bridge at Sundance Springs on the Sourdough Trail, it is becoming a memorial project for Reilly Cole and an application will be submitted to the Park Improvement Grant Fund for the project • Plans for new gate and bike rack at the Sourdough Trailhead to be installed next summer are being worked on • Continuing to work on plans for bicycle recreation area on the north side of the landfill • Working on the Westside Trail extension from the Bozeman Ponds that runs behind the Gallatin Valley Mall, will be applying for Park Improvement Grant for this one also • National trails day is on June 2" , volunteers are needed to work on projects at the East Gallatin and the Story Mill area • GVLT has been interested in the Bozeman to Belgrade trail that Mary Vanthull talked about, it would be a huge project that could be millions of dollars to complete • The new Trail Map final edit is complete; the map covers the area from the M to the Forest Service land to the south and should be available next month. A copy of the map will be provided at the next meeting, if not the actual map a copy of the proof will be provided. The maps will be on sale for$2 each and sold at local shops i 0:56:45—Item #11— Recreation Division Report--Dan McCarthy: • Dan provided the following update: • Summer brochure is finished and at the Chronicle for proof, it will be out March 25th • Also on March 25th, they are rolling out the new software program so people can register online for classes • The Swim Center will close down for 3 weeks on March 11th: • Notification went out in five or six press releases, on the city website and a large sign in the Swim Center Lobby. i Linked Minutes of the Recreation and Park Advisory Board Meeting,March 8,2012 I • Closing to make repairs on heaters, on pool steps, partitions in the Men's bathroom, re-grouting the tile with anti-mold grout • Spring break was chosen because it is the time were the least number of contracts would be broken. It takes 3 %days to drain the pool and 4 days to fill it • Boilers are here, there were two bids received for the boiler work with Williams Plumbing winning the bid at$74,000 o The Bogert pool waterslide will be removed this spring. With the new Health Department rules it cannot be staffed and it has a broken platform that cannot be fixed. The metal from the slide will be recycled and the parts that cannot be sold will be disposed of o Started working on structural analysis of the Bogert building, the blast shifted the roof and it was found that the roof was not anchored to the walls it was just laid on top. The building needs to be up to code before the pool can be opened this summer. 1:06:30—Item #12— Parks Division Report—Thom White: • Update document is attached 1:25:31— Item #13— Parks and Recreation Director's Report— Ron Dingman: • Director Dingman is retiring July 6th • Feasibility Study is moving ahead,the consultants will be here April 3`d and 4'h to meet with City staff and to have community meetings. The presentations will be 90 minutes long with discussion after, dates and times will be emailed to the Board and the Commission • The Church Street property may no longer be available; phone messages had been left with the owners with no call back regarding the situation • The County and City are working together on another CTEP project, a pathway on the south side of Oak Street that will start at the back property line of I<mart to Rouse. The County Commission will hear the proposal on Tuesday March 13`x' and Director Dingman will speak during Public Comment . This pathway would connect with the Story Mill Trail if an easement can be gotten • Support of Bozeman Creek Enhancement Project update is an Action Item * Three Requests for proposals were received to start the design of the project o Alternative 6 is the plan they are designing from. The initial contract is for designing the first 30%of the complete design; the 30%will give an idea of what the full cost will be o Friends of Parks had a Park Improvement Grant to address the draining on the south side of the pavilion. This project will replace that so they are donating their$10,000 and the city will match it so the funds needed have been met. Motion: Boardmember Dodge motioned to approve support of Bozeman Creek Enhancement Project. Boardmember Wade seconded the motion. The motion passed unanimously. 1:39:27—Item #14—City Commissioner Perspective—Carson Taylor: • Carson Taylor introduced himself i Linked Minutes of the Recreation and Park Advisory Board Meeting,March 8,2012 • Has been on the City Commission for two years, and on the School Board eight and one half years before that • Really likes the way the government is structured in this town because the advisory boards involve people that are citizens • His philosophy as Liaison is that the Board knows more than he does and he hopes to learn from them and follow their lead.
