TREE ADVISORY BOARD MINUTES March 21, 2012 12:00 PM CITY SHOPS TRAINING ROOM BOARD MEMBERS PRESENT: Bill Hoch, Chairperson Shelly Engler Mary Keck Lessa Racow Cyndy Andrus, Commission Liaison Absent: Jennifer Weiss CITY STAFF PRESENT: John Van Delinder, Street Superintendent Jennifer Robbins, City Arborist Amy Hansen, City Arborist Michelle Dipzinski, Board Secretary GUESTS PRESENT: None Item # 1 --Call meeting to order: • Chairperson Hoch called the meeting to order at 12:02p.m. Item #2— Review meeting agenda: • No changes were requested Item 43 —Approve February 15, 2012 meeting minutes—Action Item: • No public comment was presented • No changes were requested Motion: Boardmember Keck motioned to approve the February 15, 2012 minutes as presented Boardmember Racow seconded the motion. The motion passed unanimously. Item 44— Public Comment: • No public comment was presented Item #5— New Business: A) Cost Share Program 2012: • City Arborist Robbins provided the following information: • 125 trees were purchased and are coming from Cashman's Nursery and Reese Creek Farms • The cost is$50 to homeowners for trees to be planted in the boulevard • The application will only be available in clip-out form from the Bozeman Chronicle on April 1" due to cost. Applications can also be found online and at the City Shop Complex • The Trees available information sheet can be found at City Hall and will be put at the Library • The Hawthorn offered as a Cost Share tree is not listed in the Tree Guide • Discussion regarding the care instruction provided to the homeowners when a tree is purchased ensued • The Cost Share Trees available sheet and the application will be sent to the Board members for distribution B) Arbor Day 2012: • The recorded PSA was played at the meeting • Grant money was used to purchase four trees to be planted on Kimberwicke at Chief Joseph Middle School in honor of Arbor Day, the plantings will be scheduled for May o On the day of the planting the Forestry Crews will dig the holes and set the trees then after the lunch hour the kids will be invited to watch the rest of the planting • There may be information provided during the Bozeman Cleanup day on April 215`, if Foreman Stover needs any help the Board is available • MSU will be having a planting event on May 5`", they are working on acquiring a Campus USA designation so they created a Board and then organized the event Item #6— Old Business: A) Tree Walk/Heritage Tree Program: • Boardmember Keck attended the last Heritage Preservation Board meeting and talked about the idea of the Tree Walk and Heritage Tree Program with the board,they are interested in the program o They are currently working on their Walking Tour for May and would like information on any trees that may be in the Wallace and northeast section of town o Once they get their route planned they will get the information to the Forestry Division to find trees that could be added to the walk o They also discussed the idea of planting trees in the alleys to make the downtown area more appealing • Jennifer Britten may have a student lined up to work on the Tree Walk/Heritage Program this summer B) Rouse Avenue Rebuild: • Current plans are to start work from Main to Oak in 2014 and the work should only take one summer to complete • There are issues regarding storm water drainage that are still being discussed Item #7 — FYI: a) 2012 Required Ethics Training April 4 • Ethics training is set up for April 4 and it is required • There will be make up sessions if anyone is unable to attend the April 4th meeting,just contact Aimee Kissel in the City Clerk's office to find alternative times b) New Commissioner liaison, Cyndy Andrus • Introductions were made • Commissioner Andrus is on two boards that meet at the same time so will not be at every meeting. There are a few options she will consider to try to come to all the meetings and will let the Board know at the next meeting c) Bogert Park streamside restoration project: d) Gallatin Valley water issue: e) Other board information activities: Park & Recreation Board, Boardmember Engler liaison: ➢ Beautification Board: ➢ Subdivision Review Committee: ➢ Cemetery Board, Boardmember Keck liaison: f) 2020 Plan &Transportation Plan: g) Strengthen relationship with MSU: h) Tree board history: i) Tree pest alert process, information to arborists & maintenance company Item 48—Other: • The planting of the median on S. 8th will not be until the summer of 2013 • The construction will kill the trees currently on the median so they are considering moving them or cutting them down, no decisions have been made yet • The median will have irrigation so the trees will get watered regularly • The trees on the boulevard are a concern,the contractors will be required to clean cut at the curb and they will move the new curbing one foot into the roadway in an attempt to save the trees Item #9--Schedule next meeting—April 18, 2012: The next scheduled meeting is set for April 18, 2012 in the City Shops Training Room at 814 N. Bozeman Ave from noon to fpm Motion: Boardmember Engler motioned to adjourn the meeting at 12:43 pm. Boardmember Keck seconded the motion. The motion passed unanimously.
