The logo will be developed in collaboration with the Bozeman Climate Partners’ Communications Working Group. Separate Requests for Bids (RFB) for LOGO DESIGN FOR BOZEMAN CLIMATE PARTNERS will be received by the City Clerk at Bozeman City Hall at agenda@bozeman.net until 12:00pm MT, Tuesday, April 17, 2012. Each entity submitting under this notice shall include a provision affirming in writing the submitting entity will not discriminate on the basis of race, color, religion, creed, sex, age, marital status, national origin, or because of actual or perceived sexual orientation, gender identity or disability in the exercise of contract should it be awarded to that entity. Each entity submitting under this notice shall also recognize in writing the eventual contract will contain a provision prohibiting discrimination as described above and this prohibition on discrimination shall apply to the hiring and treatment of the Contractor’s employees and to all subcontracts. Stacy Ulmen, CMC Bozeman City Clerk Project Background In 2006, the Bozeman City Commission signed the U.S. Mayors' Climate Protection Agreement (MCPA). The MCPA is an agreement, initiated in 2005 by Seattle's Mayor Nickels to reduce greenhouse gas emissions. Since signing the MCPA, the City of Bozeman has taken steps to develop action plans to reduce emissions at both the municipal and community level. The Municipal Climate Action Plan In 2007, the City of Bozeman appointed a temporary Municipal Climate Task Force charged with completing a greenhouse gas emissions inventory and developing recommendations to help the City of Bozeman reduce emissions in government operations. The Task Force reviewed items such as building operations, vehicle fleets, traffic lights, water treatment, and water reclamation. After a year of study, in August 2008, the City adopted the Municipal Climate Action Plan (MCAP). This Plan outlines our goal to reduce greenhouse gas emissions 15 percent below 2000 levels by 2020. The Community Climate Action Plan In January 2009, the City received a two-year grant to develop a community-wide plan aimed at saving energy and reducing greenhouse gas emissions. In October 2009, the Mayor's Community Climate Task Force was appointed as a 15-member community stakeholder group representing a variety of interests. The Task Force compiled a document known as the Community Climate Action Plan, which includes recommendations related to energy conservation in homes and businesses, low-carbon transportation, waste reduction, and renewable energy production. This Plan was adopted by the Bozeman City Commission on March 28, 2011. Bozeman Climate Partners To help implement the Community Climate Action Plan, the City formed a community working group charged with developing a communications and outreach strategy that will inspire residents, business owners, and visitors to take action on the issue of climate change. This group, known as the Bozeman Climate Partners’ Communications Working Group, formed in January 2012 and is coordinated by the City Climate Protection Coordinator. The group is currently working to develop a logo and brand for the program. Purpose, Description, and Objectives The Bozeman Climate Partners’ Communications Work Group is seeking submission for a logo to represent community climate action efforts to residents, businesses, and visitors in a variety of traditional and online mediums. The process of selecting the new logo will be collaborative and will involve a diverse group of community volunteers. Community input and feedback will be an integral part of the process. Upon completion of the logo design and logo usage guidelines documentation, the City of Bozeman will assume full responsibility of additional usage of the logo. All versions of the final logo selection will become the sole property of the City of Bozeman. Bid Guidelines This is an open and competitive process. Bids received after 12:00pm/noon MT, April 17, 2012 will not be considered. Sub-contracting is not permissible. Provisions in this Request of Bids and the contents of the successful responses are considered available for inclusion in final contractual obligations. Process Overview Phase I – Bid Submission and Evaluation Designers, design firms and agencies with strategic logo creation experience are welcome to submit a proposal to design a logo that will be used to market the Bozeman Climate Partners and the Community Climate Action Plan. Bids are due no later than 12:00pm/noon MT, Tuesday, April 17, 2012. Bids will be submitted electronically only to agenda@bozeman.net with LOGO BID FOR BOZEMAN CLIMATE PARTNERS in the subject line. Those submitting a bid to design a logo must meet the following requirements Have a representative available to participate in a community meeting in Bozeman, MT on 4/25/12. Have a logo portfolio and submit three (3) examples of work, including a short description of the associated logo development strategy. Have the software, hardware, and technical skills to produce vector-based files. Agree to submit logos in accordance with guidelines stated below. Have or be willing to obtain a City of Bozeman Business License if selected. Bozeman Climate Partners’ Communications Working Group will assess the bids—those on the Working Group submitting a bid will not be eligible to participate in the bid selection process. Any Working Group member choosing to submit a bid should disclose their relationship to Bozeman Climate Partners in their proposal. Phase II – Logo Concept Submission & Evaluation The selected firm, upon acceptance of offer and signed agreement, will participate in a meeting with Bozeman Climate Partners’ Communications Working Group on Wednesday, April 25th, 2012 at 9:00am to discuss logo concepts and brand strategy with the Working Group. The meeting will not exceed two hours. The firm will then develop between three and twelve logo concepts for the Working Group to review at a meeting on Wednesday, May 16, 2012 at 9:00am. The Working Group will review the submitted concepts and the public may be invited to comment in a variety of non-binding ways, including online comments and public displays. Phase III – Final Logo Files The chosen individual/design firm/agency will be compensated at 50% of the agreed bid price, upon acceptance of the contract terms and signed agreement. The balance of the contract will be paid upon successful completion of the final logo files and the logo usage guidelines document. Criteria & Deliverable Guidelines Phase I – Bid Submission The due date for proposals is 12:00pm/noon on Tuesday, April 17, 2012. Initial logo alternatives should include designs that reflect the brand strategy, have visual impact and high design integrity. Criteria of Logo Concepts Incorporat e the tagline “Building Relationships. Living Smart.”, but also work without a tagline. Be submitted in color and black & white. Work at multiple sizes, large and small. Work in a variety of media (print, online, clothing, outdoor, etc). Include “Bozeman Climate Partners” as an integral part of the logo. Reproduce well from vector-based files. There will be two rounds of logo revisions included within the scope of the contract. Grayscale version Black & white version Contract Terms The City of Bozeman staff liaison for the Bozeman Climate Partners’ Communications Working Group will negotiate contract terms with the successful bidder chosen to submit logo concepts. All contracts are subject to review by legal counsel, and the project will be awarded upon signing of an agreement or contract, which outlines terms, scope, and other necessary items.
