HomeMy WebLinkAboutPurchase Agreement for 2012 Loader Back Hoe for the Water Department Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: John Alston Water/Sewer Operations Superintendent Debra Arkell Public Services Director SUBJECT: Award bid for Water 2012 Loader Backhoe FY12 Capital Improvement Program Project No. W16 MEETING DATE: April 9, 2012 AGENDA ITEM TYPE: Consent Agenda RECOMMENDATION: Award bid in the amount of $91,468.00 to Tractor & Equipment Co. for the Water Operations Division. BACKGROUND: FY 12 Capital Improvement Project No. W16 is for the replacement of a 1999 John Deere backhoe with over 2,786 hours on it. This backhoe is used by the Water/Sewer Division primarily for compacting ditches and loading trucks with material. It does not have a extendable boom. This backhoe will be retained as a backup. After reviewing the four bids submitted on the 2012 loader/backhoe the 2012 Caterpillar Model 420F meets or exceeds our requirements with 3 exceptions. Our requirements and the exceptions are listed below; • The backhoe will have an under hood muffler with curved-end exhaust stack. Caterpillar response is “The muffler was moved to the right hand frame to comply with the Tier IV Emissions requirements”. • The front axle will have remote grease bank for front axle for easy access. Caterpillar response is “The front axle is sealed as are the driveline U-Joints to reduce maintenance cost and prolong life as there will be no access for foreign material to enter those areas”. • Tires will be 21-24 in 10 PR (R4) Tubeless Rear & 12.5/80-18 inch 14 PR (I-3) Traction front tires. Caterpillar response is “The 12.5/80-18 inch Traction tires are 12 ply rating as 14 ply tires are not available. The rear tires 21L-24 inch are 14 ply rating which exceed the required specifications”. After reviewing all the bids our Vehicle Maintenance Department also recommends the Caterpillar Model 420 F. The Department also has the diagnostic equipment and software that will save on service calls and outside repairs once the five year warranty period expires. The bid contained alternate bids for tire chains and Four 4 speed auto shift transmission as options. We have elected to purchase the auto shift transmission for $2,752.00. After inventorying our chains we have elected not to purchase them. All vendors except RDO listed them in the total base bid. Listed below are the bids without purchasing the chain option. • Tri State Volvo $90,698.00 • Tractor & Equipment Caterpillar $91,468.00 56 • Titan Machinery Case $92,660.16 • RDO John Deere $97,290.00 UNRESOLVED ISSUES: None ALTERNATIVES: As suggested by the City Commission. FISCAL EFFECTS: This item is in the FY 12 Water CIP and budget. $111,362 was budgeted for the loader/backhoe, which is $19,894 more than the bid price without chains of $91,468.00.
