SUBJECT: Appointments to the Technical Advisory Committee for the City’s
Integrated Water Resources Plan
MEETING DATE: April 9, 2012

RECOMMENDATION: Appoint members to the newly created Technical Advisory
Committee for the City’s Integrated Water Resources Plan.
BACKGROUND: Resolution No. 4373, creating and defining the purpose and
structure of a Technical Advisory committee convening for the City’s Integrated Water
Resources Plan was on the consent agenda earlier this evening. If the Resolution passed, the
Commission can move forward with appointing members to the Committee.
Eight applications have been received for this Committee. Per Commission direction and
Resolution 4373, interested individuals with a technical background or understanding of water
supply planning and water rights were contacted. Since this Committee is temporary in nature,
term expirations do not apply. However, the Resolution states that if the Committee is still
meeting in two years, members will need to be re-appointed. The number of members to be
appointed has not been determined so as to leave this choice to the Commission.
Staff felt all board and committee members should be subject to the city Code of Ethics
including training requirements. Therefore Committee members shall be required to take the
online ethics training. In order to be responsive to the temporary nature of this Committee,
members will not also be subject to the requirement for yearly training.

Specialist regarding FS permits and processes. I can shared FS permitting processes and help clarify what
needs to be considered prior to permitting developments on NFS land. I am not a hydrologist and have
little knowlegde of water rights. If I am now include in the process, I would prefer not to be considered a
Technical Advisor but can be a "resource" and help shed light on FS processes.

water resource monitoring, management and education (ground water and surface water); of which 12
years have been with the Gallatin Local Water Quality District as a water quality specialist. Served on the
Gallatin Water Resources Task Force commissioned by the Gallatin County Commission in 2004 to
objectively identify, summarize and prioritize water resource issues within Gallatin County. Former
President of the Montana-Section American Water Resources Association. I have a B.S. degree in
Biological Sciences from the University of Wisconsin-Milwaukee. My interest in serving on the TAC is to
provide objective review of and participation in the Bozeman Integrated Water Supply Plan that
incorporates sound technical and scientific concepts regarding hydrology and water supply planning for
the greater Bozeman area. I also served on the Advisory Committee for the Bozeman Source Water
Protection Plan.

of water resources and water resource issues in the Gallatin Valley. I am a founding Board member on
the Association of Gallatin Agricultural Irrigators (AGAI). I have a working knowledge of water rights, and
water rights issues that have developed in the Gallatin Valley over the last 10 years. I have over 20 years
of experience working as a geologist and hydrogeologist. This work has included work as the Senior
Water Quality Specialist for the Missoula Valley Water Quality District, working as a Research
Hydrogeologist for the Montana Bureau of Mines and Geology, and have managed the Gallatin Local
Water Quality District for the last 12 years. My education includes a BA degree in Geography (1986)
from the University of Montana, a BS in Geology (1987) from the University of Montana, and an MS in
Geoscience/Hydrogeology from Montana Tech (2000).

experience in water resources. I am a licensed Professional Geologist with a Masters in Earth Sciences
from Montana State University. Professional experience includes watershed restoration planning for the
Gallatin National Forest, water resources planning and consulting across the U.S. and internationally.
Currently, I consult primarily with state/federal agency clients, focus largely on policy relating to water
resources. I have served as Chair of the Board of Directors for the Greater Gallatin Watershed Council
(GGWC), Chair of the Lands Committee for the Gallatin Valley Land Trust, the Board of River Restoration
Northwest, and am on the founding Board of Montana Aquatic Resources Services, Inc. During my time
on the GGWC Board, we organized informational presentations and meetings to educate Bozeman
citizens and decision makers about costs and opportunities for various water supply alternatives. more

Please explain your relevant qualifications, interests and experiences: I am both a concerned Bozeman
citizen, mother of two children, with an interest in ensuring a sustainable future for the City of Bozeman,
as well as a professional interest in the City's water management. I have practiced, written, and
published on natural resource law for 20 years. The last 14 years I have spent with Trout Unlimited (TU),
as the Director of TU's Montana Water Project. In this capacity, I have worked closely with the Montana
DNRC in submitting water right change applications, to change the purpose of water rights from
irrigation to instream flow, have submitted new groundwater pumping applications on behalf of
ranchers working with TU to improve surface flows, and have been involved in water right adjudication
proceedings. I have also represented TU's interests in a broad range of water policy initiatives over the
past 14 years, including new water-related legislation, rule-making on DNRC's water management, and
water-related litigation.
