HomeMy WebLinkAboutAppointments to the Technical Advisory Committee for Water Plan Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Aimee Kissel, Deputy City Clerk/Advisory Board Coordinator Stacy Ulmen CMC, City Clerk SUBJECT: Appointments to the Technical Advisory Committee for the City’s Integrated Water Resources Plan MEETING DATE: April 9, 2012 MEETING TYPE: Action RECOMMENDATION: Appoint members to the newly created Technical Advisory Committee for the City’s Integrated Water Resources Plan. BACKGROUND: Resolution No. 4373, creating and defining the purpose and structure of a Technical Advisory committee convening for the City’s Integrated Water Resources Plan was on the consent agenda earlier this evening. If the Resolution passed, the Commission can move forward with appointing members to the Committee. Eight applications have been received for this Committee. Per Commission direction and Resolution 4373, interested individuals with a technical background or understanding of water supply planning and water rights were contacted. Since this Committee is temporary in nature, term expirations do not apply. However, the Resolution states that if the Committee is still meeting in two years, members will need to be re-appointed. The number of members to be appointed has not been determined so as to leave this choice to the Commission. Staff felt all board and committee members should be subject to the city Code of Ethics including training requirements. Therefore Committee members shall be required to take the online ethics training. In order to be responsive to the temporary nature of this Committee, members will not also be subject to the requirement for yearly training. I have practiced, written, and published on natural resource law for 20 years. The last 14 years I have spent with Trout Unlimited (TU), as the Director of TU's Montana Water Project. In this capacity, I have worked closely with the Montana DNRC in submitting water right change applications, to change the purpose of water rights from irrigation to instream flow, have submitted new groundwater pumping applications on behalf of ranchers working with TU to improve surface flows, and have been involved in water right adjudication proceedings. I have also represented TU's interests in a broad range of water policy initiatives over the past 14 years, including new water-related legislation, rule-making on DNRC's water management, and water-related litigation.
