SUBJECT: Award of bid of $62,181.00 to Metal Works of Montana, Inc. d/b/a Missoula
Sheet Metal & Roofing, for the re-roof of the Alfred M. Stiff Professional Building at 20 East
Olive.

RECOMMENDATION: Authorize the City Manager to sign the award of bid for the base bid
and alternates to Metal Works of Montana, Inc. d/b/a Missoula Sheet Metal & Roofing, for the
re-roof of the Alfred M. Stiff Professional Building at 20 East Olive. The total for the base bid
and alternates is $62,181.00.
BACKGROUND: The Re-roof of the Alfred M. Stiff Professional Building is scheduled in
the Capital Improvement Program (CIP) Budget for this fiscal year in Facilities. This roof was
not subject to storm damage so it was not included with the other building roofs designated as a
hail damage related re-roof. The roof dates back to the early 1990s. The roof is showing signs
of wear and there are a number of soft spots on the roof.
The roof was bid and we received 7 bids. The project is listed in the CIP at $44,000.00. The
Facilities budget for this year shows $4,500.00 for roof drains and seal penetrations for the roof.
Prior to bidding the project staff checked with the Building Department and they confirmed that
all the existing roofing materials would need to be removed down to the wood decking. This bid
cost is $9,693.00. Based on the experiences we have had with roofs over the last couple of years
Staff also elected to purchase an extended warranty for the roof to extend the warranty from 10
years to 15 years, $175.00. A hail damage warranty is also included in the alternate items in the
amount of $250.00.

Another added cost is the installation of 3 inches of poly iso insulation on the roof deck. The
cost for the added insulation is $15,195.00. The initial building assessment work conducted by
Gradiant lists the Professional Building as one of the least efficient of all the city buildings. For
this reason the insulation was added to the project to decrease energy use in the building.
FISCAL EFFECTS:
Total project cost for the re-roof project is $62,081.00. The bulk of the money for the project is
budgeted for this year in the CIP, $44,000, and Professional Building Facilities Budget,
$4,500.00. The balance of the project, $13,581.00, will be paid for from the pooled funds in the
Facilities budget for building repairs and improvements.
ALTERNATIVES: As suggested by the City Commission.
