Commission Memorandum
REPORT TO: Honorable Mayor and City Commission
FROM: Debbie Arkell, Director of Public Service
SUBJECT: West Bozeman Interchange Highway Amenities Agreement with the
Montana Department of Transportation
AGENDA ITEM TYPE: Consent
MEETING DATE: March 19, 2012
RECOMMENDATION: Authorize the City Manager to sign the West Bozeman Interchange
Agreement with the Montana Department of Transportation
BACKGROUND: The North 7th Urban Renewal Board (NSURB) is planning the
replacement of the street lights on North 7th Avenue, with phase 1 of the project to be bid late
this summer or early next spring. The new street lights will be blue and have a decorative pole
and light fixture.
The Montana Department of Transportation (MDT) will be replacing the North 7th Avenue
overpass beginning this winter/early spring. The project is scheduled to be bid on November 8,
2012. MDT has agreed to use the same luminaires leading up to and over the new overpass to
provide continuity of the project. The decorative luminaires are 25-feet high and the typical
height of interchange poles is 35-feet. In order to obtain the required lighting, four additional
luminaries will be needed for the bridge area.
The MDT property was proposed to be included in the new Special Improvement Lighting
District (SILD) that will be formed as part of the new lighting project. As discussed and agreed
to by the NSURB and city staff, the NSURB project will provide the ten poles to MDT. In
exchange for being excluded from the new SILD, MDT will install the decorative poles and will
continue to maintain and pay the monthly electric service costs for these ten luminaires.
UNRESOLVED ISSUES: None.

FISCAL EFFECTS: The cost of the ten fixtures is included in the NSURB budget for this
project. MDT will maintain and pay the power costs for these ten fixtures. The City Street
Division will keep a supply of the decorative poles and fixtures in stock for use throughout the
project as needed.
ALTERNATIVES: As suggested by the City Commission.
