Call to Order - Carl called to order at 4:32pm.
Public Comment - none.
Meeting Minutes
Andrew made the motion to approve January 5 meeting minutes; Susan seconded the
motion. All in favor.
Greater Gallatin Watershed Council
Sierra Harris introduced attending members, interns, etc, and started presentation on
low impact design, specifically stormwater handling. The council is interested in
working with NSURB on a pilot project along N7.
N7Rehab applications and presentations
Dennis Cattin visiting along with Brett Potter as followup on current TAG, wanting
board's support of sign variance. Discussion. Board agreed to attend commission
meeting in support of variance application. Tim McHarg forecasted end of March for
this item on commission agenda. Dennis said he will give the board the easement for
the current lighting project after the variance is approved.
Brett gave update on Cats Paw and Debos Pawn projects as properties are working
together to reduce the number of access lanes from five to two. Large pole sign at Cats
Paw is still the major concern restricting property owner's decisions. He went on to
say both TAG documents are complete and have been submitted to the planning office.
Discussion included the need for an easement at the `Paw. Discussion also included
district-specific zoning.
Brett updated on Frontier Pies property, introducing the new owners, HRDC and their
project manager, Martin Johnson. Martin reported the building is currently gutted,
heat turned on for the first time since 2007, etc. The usage includes culinary arts
program use of the kitchen, training spaces for programs and serving meals to food
bank customers.

Kevin with Morrison-Maierle handed out the monthly report (Attachment A), noting
easements are still needed. Dustin noted Confluence easement not truly needed as
they are currently parking on city property. Owner has not returned Carl's call but the
building manager is onboard, reported Mr. Solvie.
Design work is complete but MDT wants more information, i.e. wants to see full set of
plans, Kevin continued. As for cost estimate - pretty close to being complete but not
quite ready to give to board as easements are not complete and dollar figure will be
affected.
Keri noted N7 TIF just had $143K deposited into it, the first half of this fiscal year's
tax increment.
Kevin went on to report Jim Armstrong, the lighting company representative, wants to
install an actual lighting fixture before all are purchased. Discussion. Board gave
direction to staff and Morrison-Maierle to purchase one fixture and mount near new
bus stop in front of Van's if MDT approves; secondary location choice is by the bus
stop in front of the senior center on Tamarack.
Mike suggested a board subcommittee start working on district zoning. Tim reminded
board such special zoning must be in accordance with The Winter Plan. Discussion.
Set criteria for district zoning, i.e. age, personality, maintained, restoration possibility,
etc. Planning office will come up with the beginning of criteria for character-definitions
of the N7 corridor.
Special Lighting District
Keri reported development is going along nicely.

Jeff noted commission turnover and option of board selecting another commissioner
as liaison. Discussion. Michelle will attend commission meeting and give board's
support of continuing Jeff Krauss as NSURB liaison during the public comment
period.

1. GENERAL PROJECT STATUS
Design work is essentially complete at this time. Sidewalk design is pending easement status.
MDT is requiring additional submittal information than what they previously said they needed. We are
working to prepare the additional information they are requiring so we can re-submit.
Due to the additional information required by MDT,construction cost estimates are not complete at this
time.
The lighting supplier has mentioned that there is a possibility of erecting a sample light fixture. The
supplier is somewhat concerned about the dark blue color and how it will actually look under different
light conditions. A sample,erected in place,might be a nice way to ensure the correct color. Details to
follow.
II. ITEMS FOR UPCOMING PERIOD
The NSURB members shall continue the process of meeting with property owners along the corridor
where easements are required. Gallatin Valley Furniture is a critical easement for this project.
Final sidewalk design pending easement status.
Final plan creation,MDT review coordination,cost estimates,and SILD assistance will continue
throughout the next period.
