SCOPE OF SERVICES:
Tetra Tech is pleased to submit this task order for four (4) additional well installations at the
Bozeman Landfill (Figure 1). This task order is presented in response to our recent meeting
(January 4, 2012) and correspondence from the Montana Department of Environmental Quality
(DEQ) dated November 18, 2011' requesting that additional monitoring wells be drilled/installed to
determine the extent of impacted groundwater at the site. Specifically, the DEQ requests that one
well (to approximately 60 feet depth) be drilled/installed north of the shop building to monitoring
the downgradient extent of impacted groundwater, and two 'deep'wells (to approximately 100 feet
depth) be drilled/installed near MW-6 and MW-SA/B and become point of compliance (POC)wells
monitoring the condition of groundwater from a deeper interval of the underlying aquifer. In
addition, the City of Bozeman accepts a suggestion by DEQ in their November 18, 2011 letter to
drill/install one monitoring well near methane monitoring point BLG-10 for the purpose of
evaluating the condition of groundwater in the vicinity of the south/southwest margin of the
Unlined Closed Cell (Figure 2). It is anticipated that this well will have a completion depth of 70
feet depth. Details of our proposed work are presented below:
Task 1: Task Order Preparation, Project Management, and Drilling Contractor Selection
Tetra Tech has recommended to the City of Bozeman that the monitoring wells be drilled and
completed using the hollow-stem auger (HSA) technique, however, drilling companies with these
types of drilling rigs are out of town and would incur mobilization and per diem costs. The HSA
drilling technique allows for sampling of the geologic materials in a relatively undisturbed condition
while the drilling progresses. The documentation of the geologic materials will complement
subsurface geologic information of the site. Therefore, Tetra Tech has solicited bids from
HazTech Drilling in Billings, Montana and O'Keefe Drilling in Butte, Montana both of whom have
HSA drilling rigs. A third bid was also solicited from Red Tiger Drilling in Logan, Montana.
Tetra Tech considers all of the contractors well suited for the work. Bids are contained in
Attachment A. Tetra Tech recommends using HazTech Drilling based on their lower bid price
and use of a more powerful drilling rig (HazTech's BK-81 vs. O'Keefe's BK-61).
Task 2: Clearance of Underground Utilities and Health and Safety Plan Update
Prior to well drilling and installation, each drill location will be cleared of underground utilities at the
site. Utilities will be located using the Montana 811 underground utility locate service, This may

also necessitate a custom locate of facility underground utilities by this service. Tetra Tech will
verify that each drill location has been cleared prior to drilling. Tetra Tech's Health and Safety
Plan (HASP) will be updated to accommodate the monitoring well installation activities and
manage the drilling subcontractor accordingly.
Task 3: Drilling and Installation of Monitoring Wells
The drilling and installation of the monitoring wells will consist of the following activities:
• Borings for the wells will be drilled using HSA drilling techniques. Soil samples will be
collected at approximate five-foot intervals while drilling using a split-barrel sampler in
general accordance with the procedure described in ASTM D-15862.
• Lithology of the recovered soil samples will be described. Sampled intervals will be
containerized in sealable plastic bags and stored on-site.
• Between drill holes, downhole drilling and sampling equipment will be decontaminated on-
site using a high pressure, hot water washer.
• Soil borings will be completed as 2-inch diameter monitoring wells. The screened interval
will be determined following a review of site well logs, prior to the drilling and installation of
monitoring wells. Table 1 (Attachment A) presents prospective casing and screened
intervals that was used for subcontractor bidding.
• The wells will be constructed using an interval of factory slotted (0.01 or 0.020-inch slot
openings), Schedule 40 PVC well screen and Schedule 40 PVC well casing. A 10-20
grade silica sandpack will be installed adjacent to the screened interval from the total
depth of each well to approximately one or two feet above the top of the well screen. The
remainder of the borehole will be filled with bentonite chips. Cement grout will be used at
the surface of each well to secure a stick-up, locking well protector.
• Each well will be developed with either a submersible pump or bailer to remove fine-
grained sediment
• Well development water, decontamination wash water, and drill cuttings will not be
collected. Wash water and drill cuttings will be dispersed adjacent to each well location.
• Well elevations will be determined using a rod and level measuring the difference in
elevation from other nearby wells.
Task 4: Reporting
A brief report will be prepared summarizing the monitoring well installations. The report will
include monitoring well logs, a location map, and other related observations. The driller will be
expected to file well logs with MBMG as required under ARM 36.21.809

SCHEDULE AND BUDGET
Tetra Tech will schedule this work upon receiving authorization to proceed from City of Bozeman
and DEQ. Drill rig mobilization costs in the Schedule of Fees (Attachment B) are from Billings,
Montana and return. We will present a report of our field activities within 14 days of the well
completions.
Estimated costs to complete the foregoing scope of services will not exceed $27,782. The work
described above will be conducted with invoicing based on actual time and expenses according to
the attached Schedule of Fees (Attachment B). These fees are estimates only and may vary
according to site conditions. Drilling/well installation costs have also been estimated according to
anticipated subsurface conditions and interception of groundwater. However, Tetra Tech will not
exceed these estimates without City of Bozeman approval. With approval, additional costs or
costs for additional services will be incurred on a time and material basis using the rates and time
estimates presented in Attachment B.
Execution of this task order constitutes acceptance of all terms and conditions contained in Tetra
Tech's Professional Services Agreement with the City of Bozeman, dated January 3, 1994 and
Amendment Nos_ 1, 2, 3, and 4 of the Professional Services Agreement dated July 31, 1995;
January 1, 1996; March 17, 1997; and December 10, 2001, respectively.

RECOMMENDATION: Authorize City Manager to sign the Amendment to Professional Services
Agreement with Tetra Tech Inc. for installation of four additional groundwater monitoring wells for
the amount not to exceed$27,782.
BACKGROUND: The City of Bozeman has been required by the Montana Department of
Environmental Quality(DEQ)to sample and monitor the environmental effects of the Story Mill
Landfill since 1994. Tetra Tech (previously Maxim Technologies) has been contracted with the City
to assist in the work from the beginning. The nature of the contract has been to assist the City of
Bozeman in sampling, maintaining, and monitoring post closure parameters at the Story Mill
Landfill to keep the landfill in compliance with State and Federal regulations.
The landfill utilizes several ground water monitoring wells that have been strategically placed around
the landfill and surrounding property to determine if the landfill impacts the underground aquifer.
DEQ has questioned whether the existing wells provide adequate monitoring information. To
provide answer to those questions,they required a work plan proposing where additional monitoring
wells would be located.
The DEQ agreed that the attached work plan would adequately address their concerns. The work
plan calls for the installation of four additional wells. Two shallow depth wells would be installed in
areas of the landfill where monitoring isn't currently taking place. One well would be 60 feet deep
and located north of the shop building. One well would be 70 feet deep and located near an existing
gas probe (BLG-10) along the southern boundary of the landfill.
Two deep depth wells would be installed near existing monitoring wells. One well would be 100
feet deep and located near the northeast corner of the shop building. One well would be 100 feet
deep next to the southern boundary of the landfill property. The monitoring of these four new wells
will provide information on whether contaminants from the landfill are entering the aquifer.

ALTERNATIVES: As suggested by the City Commission.
FISCAL EFFECTS: With the drilling of the wells, project management,reporting, and data
analysis, the total cost of this task order is $27,782. The entire project will be funded through the
Solid Waste Landfill Closure/Post-Closure Fund. This fund is required by the DEQ to be maintained
to ensure there are adequate fiends for closure/post-closure activities required at landfills. There is
currently $1,613,076.53 in this fund.
