HomeMy WebLinkAboutGrant submittal to US Dept. of Health and Human Services for defibrillators Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Ken Stocks, Grants Specialist Anna Rosenberry, Finance Director SUBJECT: Authorize City Manager to sign MOU’s, grant agreements and other documents on behalf of the City directly related to submission of a grant proposal to the U.S. Department of Health and Human Services, Health Resources and Services Administration, Office of Rural Health Policy for the purchase of Automated External Defibrillators for placement in emergency vehicles and facilities. If awarded, funds will be used to purchase approximately 50 AEDs per year for a period not to exceed three years and a total cost not to exceed $100,000 per year ($300-K cumulatively). No match is required. However, the time-on- task of City firefighters already trained in the use and maintenance of AEDs may be claimed as in-kind for the training requirements associated with the grant. MEETING DATE: March 5, 2012. AGENDA ITEM TYPE: Consent. RECOMMENDATION: Motion to authorize City Manager to sign grant submittal and related documents. BACKGROUND: The City’s Fire Department has been seeking funding for AEDs on a continuing basis and recently identified this funding opportunity. The grant submission deadline is March 19, 2012. The Notice of Funding Availability strongly encourages the development of community partnerships. Therefore, the City is inviting Bozeman Deaconess Hospital, MSU Police Department, Gallatin County and rural volunteer fire departments to join in this funding request; requiring the development of a Memorandum of Understanding/Agreement. In consideration of the limited time available to prepare and submit the application, and the absence of a City Commission meeting the week beginning March 12th, authorizing the City Manager to sign grant-related documents will help ensure timely submittal of the application. AED’s are essential life-saving apparatus for first responders administering to heart attack victims. FISCAL EFFECTS: Approval of this request will have no adverse impacts on current Police Department or Fire Department budgets. ALTERNATIVES: As suggested by the City Commission. This goal will be accomplished by the placement of approximately 120 Automated External Defibrillators during the three-year project period throughout the 2,600 square-mile County; and train at least 450 community members and emergency responders in the use of these life-saving devices. CAST will use every cent awarded under this grant for the purchase of Automated External Defibrillators (AEDs), replacement batteries, AED cabinets and spare electrode pads. All other costs including training, travel, personnel, community outreach, maintenance and administration will be met through the commitment of non-federal resources. The City of Bozeman is requesting $100,000/year for the three-year project period for a total of $300-K. CAST is a collaborative community partnership. Members include the City of Bozeman, Gallatin County, Montana State University and Bozeman Deaconess Hospital. The project’s administrative site is Fire Station #1 (34 N. Rouse, Bozeman). The primary training site is Bozeman Deaconess Hospital (915 Highland Boulevard, Bozeman). During the first year, more than 150 people will receive American Heart Association basic life support training in the use of AEDs and at least 40 AEDs will be placed in emergency response vehicles and key locations throughout the County. First year tasks that will be completed in order to achieve this goal include development of a Strategic Plan and community outreach and training. The Strategic Plan will prioritize the placement of AEDs, ensure adequate training within the community and address any other concerns including administration, liability and O&M. All CAST members will collect and analyze data; develop and maintain a relevant data base including outcomes, response time and other data sets and use the data to evaluate and improve the project. Every resident, tourist and commuter between Maudlow and West Yellowstone, Three Forks and Sedan, may potentially require the life-saving services of this project. Gallatin County is home to 89,513 people. More than one million tourists travel through the County every year, often headed towards Yellowstone or Glacier National Parks. AEDprogramshaveproventobehighlyeffectivewhenthedeviceisappliedwithinthefirst minutesofacardiacarrest.Increasingthenumberandefficacyofdeliverysystemsin communitiescanbeexpectedtohaveasignificanteffectonsurvival.Ahighqualityand sustainablecommunityaccessdefibrillationprogramrequiresintegrationofresourcesand cooperationamongmanycommunityentities,mostnotablypolicymakerswithinthat communityorcounty. Theintentofthisgrantprogramistosupportprojectsthatwillincreasepublicaccessto emergencymedicaldevicesandservices.Applicationswillbeevaluatedoncriteriasuchashow welltheproject:(1)demonstratesthegreatestcommunityneedforservicesandprograms;(2) usesinnovative,comprehensive,community-basedpublicaccesstodefibrillation;and(3) proposesaneffectivemechanismforthecollectionofdataregardingresuscitation,defibrillation, andsurvivalrateswithinthesettingservedbytheproject.Additionally,projectsshouldbe responsivetotheuniqueculturalneeds,socialbeliefs,andlinguisticneedsofthetarget population. Forurbanareas,thereverseofgeographicalisolationwillapplywhenconsideringtraffic andcongestionthatposesignificantdelayswhenaccessingtimelyemergencycare.There maybeimportantphysicalfeaturestothelandscapethatareimportantfactorsaswell. EVALUATIONANDTECHNICALSUPPORTCAPACITY Integrationwithotherexistingdefibrillationprogramsintheproposedservicearea,and especiallyemergencymedicaldispatchandEMSresponse,isofprimaryimportancewith anydefibrillationprogram.Thesameholdstruefordatacollectionandevaluative measures.Applicantsareencouragedtointegratedatainputsfromacrossthecommunity byestablishingabaselinetocomparefutureAEDefforts(contingentuponappropriations) andincorporatedatalinkageswithhospitaldischargeoutcomeresultsconsistentwith nationaldatasetelements(e.g.,NationalHighwayTrafficSafetyAdministrationor NationalEMSInformationSystem). ApplicantsshoulddevelopbenchmarksforthenumberofAEDsplaces,thenumberof personstrainedontheuseofAEDs,andthenumberofoperationaluses(withthestatusof thepatientsafterdefibrillation).Applicantsshoulddescribethedatacollectionsystemthat willbeusedtoanalyzetheuseofAEDsandevaluatetheproject’soveralleffectiveness.
