Present were Mayor Sean Becker, Commissioner Cyndy Andrus, Deputy Mayor Jeff Krauss, Commissioner Chris Mehl, Commissioner Carson Taylor, City Manager Chris Kukulski, City Attorney Greg Sullivan and City Clerk Stacy Ulmen. *Please note that Mayor Krauss officiated the meeting until the point and time that Mayor Becker was sworn in. *These minutes are not word for word and should be considered along with the audio recording. 0:23:54 A. Call to Order-6 p.m.-Commission Room, City Hall, 121 North Rouse Mayor Krauss called the meeting to order. 0:23:59 B. Pledge of Allegiance and a Moment of Silence 0:24:45 Welcome Mayor Krauss welcomed everyone to the meeting. 0:24:57 C. Changes to the Agenda Mayor Krauss asked if there were any changes to the Agenda. City Manager Chris Kukulski clarified Consent Item. 2. Authorize City Manager to sign Amendment No. 3 to the Professional Services Agreement with Great West Engineering for the 2008 Sewer Rehabilitation Project (Murray) 0:25:52 D. Climate Action Plan Working Group Volunteer Recruitment (Meyer) Climate Protection Coordinator Natalie Meyer gave the public service announcement for the Climate Action Plan Working Group Volunteer Recruitment. 0:29:39 E. Public Comment Mayor Krauss opened public comment. 0:30:27 Jerry Pape, Public Comment Mr. Pape of 15 North 25th spoke regarding economic development commitments. He thanked those involved. 0:32:29 Public Comment closed Mayor Krauss closed public comment. 0:32:37 F. Special Presentations 0:32:40 1. Rededication of City Hall (Krauss and Kukulski) Mayor Krauss rededicated the old library building as City Hall. He gave an overview of the history behind the building. This building is also Leadership in Energy and Environmental Design (LEED) certified. He then presented a plaque signifying the dedication. 0:39:17 2. Outgoing Mayor Remarks (Krauss) Mayor Krauss thanked those that have supported him during his term in office. He highlighted items that were accomplished over his term. He thanked many members of the Staff for their work. He spoke regarding turn over in the City Staff, accessibility, financial breaks on water and sewer bills. He highlighted facilities that have been built or are in the process of being built during his term. 0:48:14 3. Swearing in Ceremony for Mayor Sean Becker (Ulmen) City Clerk Stacy Ulmen administered the Oath to Mayor Sean Becker. 0:49:54 4. Swearing in Ceremony for Deputy Mayor Jeff Krauss (Ulmen) City Clerk Stacy Ulmen administered the Oath to Deputy Mayor Jeff Krauss. 0:51:32 5. Consent 1. Authorize Payment of Accounts Payable Claims (LaMeres) 2. Authorize City Manager to sign Amendment No. 3 to the Professional Services Agreement with Great West Engineering for the 2008 Sewer Rehabilitation Project (Murray) 3. Ratify signature of City Manager on Construction Agreement for Baxter Lane Improvements with the Montana Department of Transportation (Arkell) 4. Approve Beer and Wine and Liquor License Renewals for 2012 (Neibauer) 5. Approve payment of $5,168.85 for Buttrey's Solvent Site Cost Recovery (Cooper) 6. Approve Resolution No. 4361, authorizing City Manager to sign Change Order No. 1 for the Main Pool Pump Replacement Project at the Swim Center in the amount of $1,070.00 (Goehrung) 7. Confirm Judge Seel's appointment of J. Colleen Herrington as part-time Municipal Court Judge (Seel) 0:55:43 Public Comment on the Consent agenda. Mayor Becker opened public comment on the Consent agenda. No person commented. Mayor Becker closed public comment. 0:55:51 Motion and Vote to approve Consent items G.1-7 inclusive. It was moved by Cr. Mehl, seconded by Cr. Andrus to approve Consent items G.1-7 inclusive. Those voting Aye being Crs. Mehl, Andrus, Taylor, Deputy Mayor Krauss and Mayor Becker. Those voting No being none. The motion passed 5-0. 0:56:13 H. Special Presentation Continued 0:56:22 7. Swearing in Ceremony for Part Time Municipal Court Judge J. Colleen Herrington (Ulmen) City Clerk Stacy Ulmen administered the Oath to Part Time Municipal Court Judge J. Colleen Herrington . 0:57:57 8. Mayor State of the City Address (Becker) Mayor Becker presented his State of the City Address. He spoke regarding infrastructure and policy changes, utility increases, large capital projects, economic development, roundtable meetings with the School District and Montana State University, the building supply in Bozeman, the completion of the City re-codification project, the improved ISO Fire rating, the construction of the round-a-bout at College and 11th and future round-a-bouts, housing projects, 7 Minutes of the Bozeman City Commission, January 9, 2012 Page 4 of 4 recreation items, enhancement projects, the Community Climate Action Plan, culture, the recession, criminal justice, regional solutions, items that are scheduled for completion in the next year. Mayor Becker spoke regarding a newsletter that he intends to launch along with future podcasts to assist with communication efforts. 1:23:45 I. FYI/Discussion 1:23:47 1. Reminder that City Offices will be closed January, 16, 2012 for Martin Luther King Jr. Day. The Next City Commission meeting will therefore be held on Tuesday, January 17th (Ulmen) 1:24:19 J.
