HomeMy WebLinkAboutDelegation of Save America's Treasures Grant funding to Pioneer Museum and Willson and Comany BuildingCommission Memorandum Report compiled on February 15, 2012 REPORT TO: Honorable Mayor & City Commission FROM: Courtney Kramer, Historic Preservation Officer SUBJECT: Save America’s Treasures Grant for Downtown Bozeman MEETING DATE: February 27, 2012 AGENDA ITEM TYPE: Consent RECOMMENDATION: Approve the delegation of Save America’s Treasures (SAT) grant funding to two rehabilitation projects: 1) Bozeman’s Pioneer Museum at 317 West Main Street for a sum of $74,000; and, 2) the Willson and Company building at 101 East Main Street for a sum of $55,000. BACKGROUND: This is a consent item requesting the Commission approve delegation of grant funds procured through the Save America’s Treasures program for Bozeman’s Main Street Historic District subsequent to the gas explosion and fire which occurred in March, 2009. Staff partnered with the Downtown Bozeman Partnership to find private property owners planning rehabilitation projects which satisfy the Secretary of the Interior’s Standards for the Treatment of Historic Properties, as well as the City of Bozeman’s Design Guidelines for Historic Preservation and the standards for a Certificate of Appropriateness. Four grant applications were received: 1. From the Eagles Club requesting funding to reconstruct the mural on the east-facing wall; 2. From Gallatin County and the Pioneer Museum to replace the roof, repair deteriorating brick and rehabilitate and replace windows; 3. From the owners of the Willson and Company building to reconstruct the original awning, storefront and clerestory windows above the awning from original drawings and photographic evidence; 4. From ACE/ Owenhouse Hardware store to replace the street-level storefront façade and complete limited demolition of the second story spaces in anticipation of future residential redevelopment. Two of the above listed applications, from Gallatin County and the Pioneer Museum and the Willson and Co. application, satisfy the criteria of the Save America’s Treasures program and should receive funding. The projects proposed with the grant applications have been reviewed by the Historic Preservation Officer, the National Park Service, Montana State Historic Preservation Office and the Bozeman Historic Preservation Advisory Board, all of whom forward a positive recommendation for these two projects. Of the $150,000 in grant funds available, the two projects will utilize $129,000 in grant funding, leaving $29,000 still available to other projects in and around the Main Street Historic District. Staff will continue to work with the Downtown Partnership and the public to find appropriate uses of these funds. 47 Commission Memorandum Report compiled on February 15, 2012 Grant contracts between the applicants, the City and the National Park Service, the required Conservation Easement held by the Montana State Historic Preservation Office, and Certificate of Appropriateness and Building Permit applications required by the City of Bozeman will be completed once the Commission approves delegation of the funds. FISCAL EFFECTS: The City of Bozeman will act as a pass-through organization for the grant funding. Kenneth Stocks, City of Bozeman Grants Coordinator, will handle ongoing management of the grant.
