SEEKING PROPOSALS FROM CONSULTING STREAM RESTORATION DESIGN
PROFESSIONALS FOR PREPARATION OF A DESIGN FOR A BOZEMAN CREEK
ENHANCEMENT AT BOGERT PARK
The City of Bozeman is seeking proposals from consulting stream restoration design professionals
to develop a detailed design for approximately 800 feet of Bozeman Creek through Bogert Park in
Bozeman, MT. This section of creek is channelized,with high banks, no floodplain,and a thin
riparian zone. While the opportunity for true ecological restoration on this site is constrained,the
project will improve the creek's value to park users and the larger community and its ecological
structure and function.
The scope of work will include:
1) Preparation of detailed plans and specifications depicting the proposed creek enhancement
2) Design for a new footbridge spanning the re-constructed creek channel and floodplain
3) Design of supporting park landscape elements,including creek access sites and trails
4) Design for infrastructure relocation,including electric and irrigation lines
5) Detailed construction costs,with phasing and sequencing recommendations
6) Preparation of required permits
7) Preparation of bid documents
8) Construction oversight
9) Preparation of a monitoring plan
Proposals must be received before 2:00 p.m. Monday, March 5,2012. Submit one original
copy and an electronic copy- no faxed proposals will be accepted.

The City of Bozeman (Owner) is seeking proposals from consulting stream restoration
design professionals to develop a detailed design for approximately 800 feet of Bozeman
Creek through Bogert Park in Bozeman, MT. This section of creek is channelized, with high
banks, no floodplain, and a thin riparian zone. While the opportunity for true ecological
restoration on this site is constrained, the project will improve the creek's value to park
users and the larger community and its ecological structure and function.
Project background
A creek enhancement project at Bogert Park was identified as a high-priority by the
Bozeman Creek Enhancement Committee 1 due to the site's ownership by the city,high
visibility and proximity to the center of town, strong public support, and value as a
demonstration project. A Bozeman Creek enhancement at Bogert Park will assist in
attaining the goals of the Bozeman Creek Enhancement Project:
• Restore the natural processes necessary for a functioning creek ecosystem
• Provide ample public access and appropriate recreational opportunities along the
creek corridor, while ensuring resource protection.
• Improve water quality to meet fishable/swimmable criteria.
• Foster broad awareness of and appreciation for Bozeman Creek,leading to a strong
community stewardship ethic
The Bozeman Creek Enhancement Committee has developed a conceptual design for
enhancement of this reach of Bozeman Creek. This design is a result of a lengthy public
process, satisfied many expressed concerns of neighboring landowners and community
residents, and shall serve as a guide to development of the final design.
Scope of Work
Project design will be conducted in two phases. The first phase will design the project
approximately to the 30% level. Phase 1 deliverables are as specified below, and will provide
project Owner with sufficient information to negotiate agreements with adjacent landowners, and
to apply for grants to complete the design and to construct the project(Phase 2). Work may

begin once Owner has been notified of availability of funds to complete Phase 1, anticipated in
early March, and so notifies Contractor.
The completion of the design and construction of the project(Phase 2)will be dependent on
grant funding that is not yet secured. Upon the award of the necessary grant funds and at the sole
discretion of the Owner, the Contractor may be selected to complete the design and oversee the
construction of the project to its completion.
The scope of work for the entire design project will include the following elements:
1) Preparation of detailed plans and specifications depicting the proposed creek enhancement,
including but not limited to the following elements: channel geometry and alignment, bank
stabilization, bed materials and roughness elements, floodplain areas, riparian planting plans,
vegetation to be removed, and stream access site design, all guided by the concept plan
developed by the BCEC. A hydrologic analysis will be needed to inform design.
2) Design for a new footbridge spanning the re-constructed creek channel and floodplain.
3) Design of landscape elements to direct park users to hardened access sites and creek viewing
areas while protecting other areas of the restored creek and riparian area from overuse. Design
of trails connecting the new footbridge with Koch and Story Streets and other areas of Bogert
Park.
4) Design for infrastructure relocation, including a 200' overhead electric line, a 700' buried
irrigation line, and part of a playground.
5) Detailed construction costs, with construction phasing and sequencing recommendations and
appropriate cost breakdowns to allow the project to be constructed in phases, if necessary.
6) Preparation of required permits
7) Preparation of bid documents
8) Construction oversight of creek enhancement and park amenity elements
9) Construction oversight of utility relocation
10) Preparation of a monitoring plan that details attributes to be measured and a monitoring
schedule sufficient to measure success of the project relative to stated goals.
Phase 1 deliverables
1) Plans for:
- Proposed stream alignment showing the relationship of proposed creek channel to
property boundaries with adjacent landowners. Drawings will be used to secure legal
agreements with landowners.
- Typical drawings o£
-riffle and pool cross-sections including floodplain benches and riparian zones
-riffle-pool profile sequence
-bank reconstruction
- riparian width and composition
- limits of disturbance
2) Report listing and describing all project design elements,in sufficient detail for use in
grantwriting.
3) Construction cost estimates,with construction phasing and sequencing recommendations and
appropriate cost breakdowns to allow the project to be constructed in phases, if necessary.
Minimum Qualifications
Demonstrated expertise in stream restoration design and implementation, especially in urban
environments, riparian ecology, fisheries and aquatic ecology, structural and civil engineering,
and landscape architecture. Demonstrated expertise in development of detailed plans,
specifications, and bid documents.
Selection Process
Respondents will be evaluated according to the following factors:
• Qualifications of professional personnel to be assigned to the project, and their
understanding of the tasks outlined in the RFP—25%
• Related experience and performance on similar projects—20%
• Project approach—25%
• Capability to meet project time and budget requirements, including a
description of how the work will be managed and coordinated with others
involved in the project— 10%
• Location of firm in relation to project— 10%
• Recent and current related work for the City of Bozeman, the Bozeman Creek
Enhancement Committee, and/or its member agencies and organizations - 10%
The selection of a firm to perform these services will be made by a selection committee
representing the Owner and based on an evaluation of the written responses to the Request for
Proposals. At the Owner's discretion, applicant interviews may be requested. The award will be
made following contract negotiations to the most qualified respondent at a price which the
Owner determines to be fair and reasonable, taking into account the estimated value of services
to be rendered, as well as the scope, complexity and professional nature thereof.
If the Owner is unable to negotiate a satisfactory contract with the firm initially selected at a
price Owner deems to be fair and reasonable, negotiations with that firm will be formally
terminated and the Owner shall select another firm, in accordance with Section 18-8-204 MCA,
and continue until an agreement is reached or the process is terminated.
Anticipated timeline
February 19, 2012 - City advertises availability of RFP
March 5, 2012 - 2 pm deadline to submit proposals to City
March 7, 2012 - Select contractor
March 16, 2012 - Sign contract, Notice to Proceed
May 9, 2012 - Phase 1 deliverables due
Note: If funding for Phase 1 has not been secured by March 14th, timeline will be adjusted
accordingly.
Required Submittals
• Statement of Interest, including an understanding of the project elements, the importance of
this project as a creek enhancement demonstration, and the ability to work within the stated
Phase 1 time frame. Limit: 2 pages
• Statement of Qualifications, including a description of staff that will be committed to this
project, their relevant expertise, similar project experience, previous experience working
together as a team, and billing rates. Limit: 25 pages.
• Project Approach, discussing in detail your team strategy, design approach, plan for cost
management, proposed outline of Phase 1 report including a schedule and milestones,
description of the format and content of phase 1 deliverables, and a proposed schedule of
tasks required to complete the design and permitting work in Phase 2. Limit: 10 pages
