THE INTER-NEIGHBORHOOD COUNCIL (INC)MEETING OF BOZEMAN, MONTANA
DRAFT MEETING MINUTES
Thursday,Jan. 12, 2012

7:03 Jennifer convened the meeting
Reviewed minutes from December. There was a question about the apartment safety
committee—Allyson confirmed that this is a committee that has not met since November.
Sara moved to approve, Jeremy seconded. Motion passed unanimously.
No Public comment.
Police Activity Report—Lt. Mark Johnson
It was relatively quiet over the holidays.
Some downtown graffiti has been reported—a"BKK" tag. It should all be cleaned up by
now. Note—it is possible to report graffiti incidents online at bozemanpolice.com, or by
calling the police.
The hands free cell phone ordinance goes into effect on Jan. 17th. It won't be enforced
for the first thirty days. Jennifer is participating on a committee working on an education
plan.
Lt. Johnson distributed a flyer about the new ordinance. Signs are posted on some
roadways and should soon be posted on all roads into town.
There was a question about the downtown station—eighteen officers are assigned, and Lt.
Johnson's office is there.
A motorcycle patrol is planned again this year, consisting of two officers. The
department also has a separate traffic control car.
A question was asked about the new roundabout at College and 1It'; Lt. Johnson said that
only two accidents have been reported since it was opened.
The next Citizen Police Academy starts on March 21, the week after spring break. It will
be held on Wednesday nights from 6:30-9:30. Applicants must be 18 or older, and live,
work, or own property in Bozeman.
The Police Department applied for a grant to assemble a distracted driving simulator.
They received a$7,500 grant—hopefully the simulator will be available by the time of
the next Police Academy.
There was no Fire Department report this meeting.
7:30 Special Presentation—Nick Bentley on the Community Climate Action Plan
Mr. Bentley presented a recap of the City's Climate Action Plan. One component of the
plan is municipal, and another is community-based. There are currently three working
groups: Communication, Residential and Commercial Energy Efficiency, and Anti-
Idling. There are approximately nine people in each group.
We discussed whether there was any interest in participation by the neighborhood
associations. One possibility is an energy usage reduction challenge. Another possibility
is to calculate energy intensity by neighborhood.
Northwest Energy does organize home energy audits. These typically have a good return
on investment. There could possibly be discounts arranged if audits of several homes
were organized.
Anti-idling opportunities: distribution of bumper stickers, car maintenance tools, and
information.
A likely future working group will deal with waste water and recycling—less water on
lawns, more water capture.
Another topic is energy reduction—possible City agreements for the purchase of energy
produced by city residents.
Allyson mentioned the neighborhood conservation clubs. These can still be created.
Two had been formed, but neither has been very active. The focus of the City is on
neighborhood associations, but conservation clubs are still an option.
Input on possible projects can be forwarded through Allyson. Interested people can
contact Natalie Meyer, the City Sustainability Coordinator.
7:35 Action Items
State of Neighborhoods Address next Tuesday, Jan. 17th. The Commission meeting starts
at 6:00, and the presentation is close to the start of the agenda. It is anticipated to last
about 25 minutes.
We reviewed the presentation and the printed"wish list", which will be distributed during
the presentation.
Sara moved to approve the presentation, Jennifer seconded. Motion passed unanimously.
7:35 Future INC Agenda Items
We discussed topics for discussion or groups to invite to future meetings. There was
some additional discussion on how to get into distributed to neighborhoods and get
neighbors involved/ solicit input.
We may try to see if we can enlist the assistance of media outlets to encourage
involvement—the Chronicle,maybe KMMS AM. Part of the media push is to let
neighbors know about the INC and the city's recognized neighborhood associations.
It was suggested that a future agenda item might be to discuss the use of social media
(Facebook, Twitter).
Improvements to the City web site are in progress. Allyson will prepare a status
assessment and possibly request for assistance.
We would like to add agenda items to meet with other city advisory boards and other
groups relevant to the items on our wish list.
Other items might be of topical interest—seasonal issues, or current events.
Some suggested groups—the Pedestrian Traffic Safety Committee, the Rental Property
Safety group, Animal Control, GVLT (trail maintenance), and the Parks director.
Items of interest include leaf pickup, compost pickup, cleanup day, the climate action
plan, economic development.
It was suggested that we make sure we forward info about the HRDC community needs
assessment to our neighborhoods.
8:45 FYI Items
Rouse expansion—the City will be holding an information meeting on Wednesday, Jan.
25th, with an open house at 6:30 and presentations beginning at 7:00. It will be held at
the Bozeman Senior Center, 807 N. Tracy. Please communicate this to neighborhoods.
A project has been proposed on S. Tracy to convert a garage to a vacation rental. A
restaurant has been proposed on Wallace and Peach.
We discussed whether drafts of the minutes from INC meetings could be distributed
before they were reviewed at the next INC meeting; it was agreed that this would be
acceptable,provided that they were clearly marked as a draft.
8:30 Bob moved to adjourn, Sara seconded. Motion passed unanimously.
