SUBJECT: Stoneridge Apartments – Summit Housing Group, Inc’s request for a letter of
support from the City to the Montana Board of Housing (Low Income Housing
Tax Credit Program)

RECOMMENDATION: Authorize the City Manager to sign a letter supporting the Summit Housing
Group’s application to the Montana Board of Housing for low income housing tax credits for the
proposed Stoneridge Apartments project.
BACKGROUND: Summit Housing Group, Inc. has submitted a request for the City’s support of the
group’s application to the Montana Board of Housing for low income housing tax credits. Summit
Housing Group, Inc. is proposing the construction of a 40 unit affordable apartment complex on a lot
within the West Winds Subdivision that is deed restricted for affordable housing.
Summit Housing Group completed an informal review for the project with the Development Review
Committee (DRC) in January. The project will be required to submit for preliminary and final site plan
approvals through the Planning Office before it is authorized for construction.
To be known as the Stoneridge Apartments, the project will consist of one 3-story and one 2-story
building containing twenty two-bedroom and twenty three-bedroom units. 100% of the proposed units
will be leased to households earning less than 60% of area median household income. 16 units will be
leased to households earning less than 50% of area median income. Five units will be leased to
households earning less than 40% of area median income. Attached is a copy of Summit Housing
Group’s letter of request and supporting materials.
The Community Housing Advisory Board (CAHAB) reviewed this item at their January 12, 2012
meeting and made a unanimous recommendation to support the request for a letter of support. More
details can be found in the attached memo regarding the recommendation.

SUBJECT: 1-12-2012 CAHAB Recommendation - Stoneridge Apartments – Summit
Housing Group, Inc.’s request for a letter of support from the City to the
Montana Board of Housing (Low Income Housing Tax Credit Program)
MEETING DATE: February 13, 2012
At the January 12, 2012 meeting of the Community Affordable Housing Advisory Board (CAHAB),
the request from Summit Housing Group, Inc. for a letter of support of the group’s application to the
Montana Board of Housing for low income housing tax credits was reviewed.
Scott Keiper on behalf of Summit Housing reviewed his proposed project and supporting information.
(CAHAB members received the same letter of request and supporting materials that were forwarded to
the City Commission). Mr. Keiper indicated that the project was proposed at two buildings, one 3-story
and one 2-story buildings with forty units total. Management and maintenance will be performed by
the Summit Housing Group following completion. Mr. Keiper distributed an example of a recent
similar project that his group had completed. One member of CAHAB asked about the proposed siding
and Mr. Keiper responded Hardi composite products. It was agreed that was a good material choice for
durability. Another member of CAHAB asked if pets were allowed in the units. Mr. Keiper responded
no, and indicated that pets required significant additional maintenance of the units and the grounds.
Another member asked if extra storage was available to residents. Mr. Keiper responded that each unit
could be allowed an interior and heated storage unit located on the west end of each building. Mr.
Keiper also clarified that Summit’s application to the State was not competing directly with the
Haggerty Lane Apartments as that project was competing in the small projects category and the
Stoneridge Apartments was competing in the open category for tax credits. It was agreed that it would
be nice to have both projects in Bozeman funded next year.
A motion was made and seconded to recommend to the City Commission that a letter of support
for the Summit Housing Group Inc.’s tax credit application for the Stoneridge Apartments be
supplied by the City as requested. The motion passed unanimously.

Dear Mr. Keiper,
We are looking forward to Summit Housing Group, Inc.’s development of Low Income
Housing Tax Credit Apartments on Tschache Lane on Lot 5, Block 8 of the West Winds
Subdivision Phases 2A & 2B in the City of Bozeman. We wholeheartedly support your
efforts to provide new, affordable multifamily housing in this area of Bozeman.
The City of Bozeman is experiencing continued growth and affordable housing has
become in short supply. Your proposed forty unit project consisting of twenty 2 bedroom
units and twenty 3 bedroom units will help meet the need of small and large families at or
below 60% of the median income. With the increased cost of living in Bozeman, we feel
that affordable housing of this type will address the needs of our community.
We look forward to the addition of your affordable multifamily project to our
community.
