SUBJECT: South 8th Avenue Reconstruction Schedule
MEETING DATE: February 13, 2012
AGENDA ITEM TYPE: FYI
The purpose of the FYI is to give the Commission an update on the progress for South 8th
Avenue reconstruction, from Main Street to Harrison Street. This is the first project to be funded
under our Deferred Maintenance Program. The project is being designed in-house by Bob
Murray, P.E., Senior Staff Engineer and Andrew Kerr, Engineering Assistant. The proposed
funding for this approximately $1.5 million project is:
• Transportation Impact Fees. Approximately $30,000 to fund capacity expansion to
add bike lanes
• Special Improvement District (SID) funds. A new SID is proposed to be created to
fund approximately 10-percent of the project. This district will be comprised of all
property owners abutting South 8th Avenue from Main Street to Cleveland Street. Public
entities included in the SID will be MSU, Bozeman School District No. 7 (Irving School)
and the City of Bozeman (Cooper Park).
• Montana Department of Commerce Intercap Loan. Approximately $1.3 million.
This 10-year low-interest loan will be repaid by a Street Maintenance District fund
increase. Because the loan is over $1 million, the Intercap Review Board must review
the application. The funds are available for loaning, and staff foresees no problem in
receiving the loan. If the loan is denied, the project will need to be delayed until another
funding source is identified.
TENTATIVE PROJECT SCHEDULE:
• Before February 15: Submit application for Intercap Loan
• February 23: Public information meeting, 7 pm, Christus Collegium. All property
owners within the proposed SID will receive a written invitation. The SID, tentative
schedule, and impacts of construction will be discussed.

Street lighting. During the February 23 meeting, property owners will be asked
to comment on the amount and type of street lighting they desire. Currently, only
the intersections are lit. If additional lighting is desired a Street Improvement
Lighting District will likely need to be created to pay for the power and
maintenance. Funding for the structures will need to be identified. Additional
lighting design work will have to be contracted as we do not have the expertise on
staff. This may delay the project. This will add to the cost of the project. Staff
will bring street lighting options to the Commission at a future date for
direction.
• March 5: Public hearing on Resolution of Intent to Create SID
• Late February/Early March: Call for Bids on construction
• Mid-to-late March: Open Bids
• March 26: Written Protest to SID due by 5 pm
• April 2: Public Hearing on Protest to Create SID
• April 3: Decision on Intercap Loan from Intercap Review Board
• April 16: Public Hearing on Resolution on Inter-Cap loan
• April 16: Award Bids
• On or after May 7: Begin Construction. (MSU graduation is May 5)
• Late fall: Construction substantially completed. May need to complete final striping the
following spring.
