HomeMy WebLinkAbout11-23-11 Tree Advisory Board Minutes TREE ADVISORY BOARD MINUTES NOVEMBER 23, 2011 12:00 PM CO. �.c - CITY HALL MADISON ROOM BOARD MEMBERS PRESENT: Mary Keck, Chairperson Shelly Engler Jennifer Weiss Bill Hoch Lessa Racow Absent: Chris Mehl, Commission Liaison CITY STAFF PRESENT: John Van Delinder,Street Superintendent Ryon Stover, City Forester Michelle Dipzinski, Board Secretary GUESTS PRESENT: Jennifer Britton, MSU Faculty in Landscape Design and a member of the Historical Preservation Board. Item # 1--Call meeting to order: • Chairperson Keck called the meeting to order at 11:58p.m. Item #2-- Review meeting agenda: • No changes were requested Item #3—Approve October 19, 2011 meeting minutes—Action Item: • No public comment was presented • Grammatical correction on page 4, second bullet, first sub-bullet should read "See if the ..." instead of of. Motion: Boardmember Engler motioned to approve the October 19, 2011 as amended. E Boardmember Weiss seconded the motion. The motion passed unanimously. Item #4—Open Public Comment: • No public comment was presented Item #5 — New Business: A) Live Christmas Tree PSA—Action Item: • It was discussed whether to continue promoting live Christmas trees even though there is only a 50% chance of the tree surviving. • Three nursery's were contacted to see if they support live Christmas trees, two responded they do and the third did not reply • The Street Department would take the live Christmas trees that were purchased by people that do not have a place to plant them. They would plant the trees around the Salt Shed at the corner of Griffin and Rouse • KGLT would be contacted and Boardmember Racow would do the recording of the PSA o This year consider a live Christmas tree. Planting a live tree is a great way to leave an eco- friendly legacy. You will have a living reminder of fun and enjoyment of Christmas past. if you don't have a spot in your yard the city will accept the tree for municipal planting projects. Boardmember Racow seconded the motion. The motion passed unanimously, Item #6—Old Business: A) Tree Walk: • Jennifer Briton was updated on the discussions regarding Cooper Park and the MSU corridor, she had the following suggestions: o They could have an independent study student start the work next fall, it would be beneficial to have a scope of what the student would do, several students over a length of time could work on the project o Have the brochure be more of a literature review on Montana, look for historical documentation with pictures and create a heritage tree plan Y.. o Look at what other states close by are doing that might help present for code, have it go in front of the Commission to make a legal designation with protection. If a tree is damaged there would be mitigation o Create a PSA and have a booth at Sweet Pea and Bozeman Cleanup Day, use them as and education opportunity o Have identifying tags for the trees o The Historical Preservation Board is looking into an app for the (Phone for virtual tours, it may be possible to have an app to identify trees • Boardmember Engler attended the Rec and Park Board meeting and spoke during the public comment period; there was some interest on their end. She will also attend the Historical Preservation Board in December • The inventory program does not mark trees that could be used but City Arborist Jennifer Robbins may be able to assist the student with information • The following assignments were designated: • Boardmember Engler—Attend the December Historical Preservation Board meeting and bring walking tour brochures to the next meeting to look at trees that could be identified by the structures in the photos • Boardmember Weiss—Talk to the Historical Society, she will forward the information to Boardmember Hoch who will forward it to the board • Jennifer Britton will provide a list of 20 trees that would have heritage tree potential • Chairperson Keck—Do more research at the Pioneer Museum and contact Cemetery Foreman Shane Surber for information on Cemetery trees B) Bozeman Creek Project Update: • Chairperson Keck attended the last meeting and provided the following information: • They are working on four or five different options • Talking about moving the creek so it meanders through the park • There are trees that would need to be removed, five of them are already in declining health • They talked about moving the sewer line, that would be a high dollar project • Talked about abandoning the short street between Bogert Place and Story and just have an emergency vehicle turn around instead o The start of the Rouse project is going to start in about five years Item #7— FYI: None of the items were discussed a) Bogert Park streamside restoration project: Discussed above b) Gallatin Valley water issue: c) Other board information/activities: • Park & Recreation Board, Boardmember Engler liaison: • Beautification Board: • Subdivision Review Committee: • Cemetery Board, Chairperson Keck liaison: d) 2020 Plan &Transportation Plan: d) 2020 Plan &Transportation Plan: e) Strengthen relationship with MSU: f) Tree board history: g) Tree pest alert process, information to arborists & maintenance company Item #8—Other: The Christmas tree recycle sites will be open again in the same locations and Walleye Unlimited will take some of the trees again this year Item #9—Schedule next meeting—December 21St or January 18th 2012: • The December meeting is canceled. The next meeting date is set for January 18th, 2012 from noon to fpm to be held in the Training Room at the City Shop Complex, 814 N. Bozeman Ave. • Board Secretary Dipzinski will prepare and release the public notice regarding the cancelled meeting Motion: Boardmember Engler motioned to adjourn the meeting at 12:56 pm. Boardmember Racow seconded the motion. The motion passed unanimously.
