SUBJECT: Presentation(s) from community service providers interested in applying
for a Community Development Block Grant from the Montana Department of Commerce
through the City of Bozeman.
MEETING DATE: February 6, 2012.
AGENDA ITEM TYPE: Action.
RECOMMENDATION: Listen to any service provider presentations and allow public
comment. If one or more presentations are made, direct staff to schedule a future Commission
Meeting for selection of one project for the City to sponsor in requesting a Community
Development Block Grant from the Montana Department of Commerce.
BACKGROUND: In working with local non-profits, we became aware that one (or more)
may be interested in seeking the City’s support and sponsorship for a Community Development
Block Grant (CDBG). Montana Department of Commerce (MDOC) requires community needs
input from local non-profits, non-governmental organizations and similar community service
providers interested in applying for the grant from the Montana Department of Commerce.
The purpose of the presentation of community needs is to identify potential projects with the
highest potential for providing maximum benefit to low and moderate income families in our
city. This process is required to establish compliance with MDOC’s requirements for ensuring
adequate citizen participation in the selection of projects.
We have scheduled this opportunity and advertised for presentations. We may have multiple
presentations, or none at all. Selected project(s), if any, will be determined during a subsequent
meeting of the City Commission after these initial presentations and public comments.
FISCAL EFFECTS: Listening to presentations has no fiscal effects. Should the city select a
project to sponsor, at a future meeting, we anticipate our sponsorship will have no adverse
impacts on current City budgets. The CDBG program requires a 50% match. Other than in-kind
commitments by the City including grant writing support during the application process and
grants administration and financial administration in the event of funding award, matching
requirements are the responsibility of the community services provider(s) on whose behalf the
grant is submitted.
